1. Call to Order
President Cummings called the meeting of the Economic Development Authority of the City of
Crystal (EDA) to order at 7:42 p.m.
2. Roll Call
Upon call of the roll, the following Commissioners were present: John Budziszewski, David
Cummings, Julie Deshler, Forest Eidbo, Traci Kamish, Therese Kiser and Taji Onesirosan.
The following staff were present: Executive Director Adam Bell, Deputy Executive Director John
Sutter, and City Attorney Rachel Tierney.
3. Approval of Minutes
EDA action: Moved by Commissioner Budziszewski and seconded by Commissioner Eidbo to
approve the minutes from the March 17, 2026 regular meeting. Motion carried.
4. Consider a resolution approving and authorizing execution of a Tax Increment Agreement for
Tax Increment Financing District No. 6 (Wells Fargo)
Staff described the terms of the TIF agreement and requested board adoption of the resolution.
EDA action: Moved by Commissioner Budziszewski and seconded by Commissioner Eidbo to
adopt the resolution approving and authorizing execution of a Tax Increment Agreement for
Tax Increment Financing District No. 6 (Wells Fargo). Motion carried.
5. Preview of upcoming EDA items
The EDA discussed litter cleanup initiatives that would likely not require further EDA board
action.

Staff provided information and answered questions regarding an April 13 ribbon cutting for
New Crystal Cafe at 2732 Douglas Dr. N., demolition and new construction permits having been
issued for 6000 56' Ave. N., plans for phased permits for 7000 56th Ave. N., the vacant Big O
Tires at 5500 West Broadway, plans for outreach to developers regarding the Town Center
Vision Plan and expansion of the Town Center base district, and the status of the foreclosed
Walgreens at 6800 56th Ave. N.

Moved by Commissioner Budziszewski and seconded by Commissioner Eidbo to adjourn the
meeting. Motion carried.
The meeting adjourned at 7:58 p.m.
