Crystal Parks and Recreation Advisory Commission – Neighborhood Meeting Minutes
August 5, 2026
Cavanagh Park
The Parks and Recreation Commission Neighborhood Meeting was called to order at 6:43 p.m.
by Commission Chair Terri Schultz.
Commission members in attendance: Terri Schultz (Chair), J.D. Moore II (Vice-Chair), Angela
Spores (Secretary), Dave Anderson, Lynn Haney, Lili Henthorne, Jesse McCaffrey, and Mary
Serie. Also present were John Budziszewski from the city council and Deputy Chief Underthun,
John Sutter, John Elholm, Brad Fortin, and Michelle Margo from the city staff.
Commission member absent: Joyce Cooper
Community Development Director, John Sutter, informed residents of a four-story, 44-unit
affordable building coming to Crystal along with construction of a market-rate apartment
building at the old Wells Fargo site. Five Guys restaurant is new to the area replacing the old
Noodles & Company and Jersey Mike’s will be replacing Sport Clips.
Deputy Chief Underthun informed residents about the proactive approach to reducing takeover
events at Becker Park, and the successful speed enforcement, seatbelt, and distracted driver
citations to support a Toward Zero Death program. They are a fully staffed department.
Remember to call 911 if you need an officer – calling 911 is most important – non-emergency
goes to the same dispatch.
Councilmember Budziszewski provided the City Council update with information about the
Mayor’s initiative on promoting trash pickup and having twinkly lights on light poles along Bass
Lake Road.
John Elholm presented information on current park projects. Projects planned for 2027 include
replacing the adult softball field in Valley Place Park with a youth fastpitch field and replacing
the play area and basketball court in Iron Horse Park. Improvements are also planned in
Cavanagh Park that include a new play area, shelter and basketball court. Various site layout
and play area designs for Cavanagh Park had been presented and discussed prior to the
meeting, with more discussion occurring at the meeting. Residents liked having a trail around
the park, and shared that they preferred the basketball court be closer to the lower-volume
Corvallis Avenue instead of 51st Avenue. They were also interested in retaining a backstop in
the park. Others shared that they like play area Option 1, but preferred the small child area in
Option 2. They also liked the spinning feature in Option 2. There was some discussion on
adding a bocce ball court and an adult swing for older residents as well.

Brad Fortin highlighted items related to park maintenance and redevelopment projects. He
mentioned that having city staff assist with projects reduces the amount of money spent on
contractors. He also shared the importance of playground safety inspections and that they are
done twice per month.
Michelle Margo gave a recap of summer programs and events and shared information on
exciting fall programs. The fall brochure will be available soon, with registration for fall
programs beginning Monday, August 17. The last day for the Crystal Cove Aquatic Center is
Sunday, August 23. She also invited residents to complete the Recreation Needs Assessment
Survey.
A resident received a Crystal Recreation gift certificate in a drawing.

The Parks and Recreation Commission Meeting was called to order at 7:39 p.m. by Commission
Chair Terri Schultz.
Commission members in attendance: Terri Schultz (Chair), J.D. Moore II (Vice-Chair), Angela
Spores (Secretary), Dave Anderson, Lynn Haney, Lili Henthorne, Jesse McCaffrey, and Mary
Serie. Also present were John Budziszewski from the city council and John Elholm, Brad Fortin,
and Michelle Margo from the city staff.

Approval of Agenda
Moore II made a motion to approve the meeting agenda for August 5; Haney seconded the
motion. The agenda was approved as presented.
Approval of Minutes
Serie made a motion to approve the July Parks and Recreation Commission neighborhood
meeting minutes; McCaffrey seconded the motion. The Parks and Recreation Commission
neighborhood meeting minutes for July were approved as written.

Public Comments
There were no public comments.
Regular Agenda
Elholm recapped information on current park projects that are underway in 2026, which
include projects in Woodland, Forest School and North Lions Parks. Aside from turf
establishment, the Woodland and Forest School projects are complete. The North Lions Park
project is nearly complete. He also recapped information from the neighborhood meeting
related to 2027 projects in Iron Horse, Cavanagh and Valley Place Parks. The work in Cavanagh
Park includes a new play area, picnic shelter, youth basketball court and trails.
Commission Open Forum
Commission members discussed a variety of topics, including the importance of having shade
available in or near playground structures. They also discussed social media and communicating

information when staff is not readily available. They also shared ideas on when social media
posts are useful versus when not engaging is a more appropriate communication strategy.
Commission Reports
Councilmember Budziszewski provided an update on the City budget process that is currently
underway for 2027.
Chair Schultz reported that she appreciates Crystal’s proactive approach for removing and
planting trees – as compared to other cities.
Fortin highlighted park maintenance and projects related to mowing, field striping and forestry.
He noted that the Basset Creek Park prairie was being mowed and overseeded. He also
mentioned the city has a new natural resources staff person.
Margo gave a recap of summer programs and events and shared upcoming fall programs. The
fall brochure will be in homes soon, with registration beginning Monday, August 17. She shared
information on upcoming events, including Vehicle Fair, Farmers Market, and the new Harvest
Fest & Pumpkin Glow. The last day Crystal Cove will be open this season is Sunday, August 23.
She also informed the Commission that the result of the Recreation Needs Assessment Survey
would be presented in October.
Elholm referred to information shared during the neighborhood meeting.
Community Reports
Haney gave the Crystal Frolics report. The event exceeded expectations. Operators of food
trucks and vendors were satisfied. The family festival was well attended, and the softball
tournament had a good turnout of teams. Their next meeting will be in September.
Haney and Elholm gave the Friends of Crystal Parks report. Their next meeting will also be in
September.

Haney made a motion to adjourn the meeting; Serie seconded the motion.
The commission adjourned the meeting at 8:34 p.m.
