Bell RE: Community Vision Plan Background Development of a long-term community vision and action plan is a major priority identified in the city’s 2025–2027 Strategic Plan. The purpose of this project is to establish a shared, forward-looking vision for Crystal and translate it into strategic priorities, action areas, and an implementation roadmap to guide future city decisions, investments, and resource allocation. Following research and review of multiple consulting firms with experience in community visioning and strategic planning, staff selected Future iQ to develop a proposal for the project. Future iQ is a Minneapolis-based consulting firm with more than 20 years of experience facilitating visioning and strategic planning projects for local governments. Its work includes recent projects for the cities of Edina, MN; Greenwood, MO; Traverse City, MI; and Chanhassen, MN. Staff thinks Future iQ’s experience, scenario-based methodology, emphasis on community engagement, and data-driven approach align well with the City’s goals for this project. Proposed Project Future iQ proposes a four-phase process beginning right away in August 2026 and concluding in the spring of 2027. The process is designed to involve the City Council, staff, residents, businesses, community organizations, and other stakeholders in developing a shared vision for Crystal. The first phase will establish the project framework and review existing City plans, policies, data, and trends. The second phase will focus heavily on community engagement, including a community survey, stakeholder interviews, a two-session Think-Tank workshop, data visualization, and public community visioning sessions. The scenario-based Think-Tank process will allow participants to consider multiple plausible futures for Crystal and identify a preferred direction for the community. The third phase will translate that community input into strategic pillars and action areas through Council and staff work sessions, stakeholder focus groups, and a prioritization survey. Future iQ will then work with City staff to develop a Community Vision and Action Plan, including sequencing, responsible parties, performance measures, and an implementation roadmap. The final phase will incorporate feedback from Council and staff and present the completed plan to the City Council. An important component of the proposal is that the visioning process will be completed before the City’s upcoming 2050 comprehensive planning process, with a planned bridging session to connect the two efforts. Cost and Next Steps Future iQ has proposed a fixed-price contract of $85,000, including travel and project management costs. The 2026 EDA budget includes $50,000 appropriated for this project. The remaining $35,000 would be funded through the City’s contingency fund using dedicated strategic planning dollars budgeted for 2026 and 2027. Future iQ CEO David Beurle will attend the August 13 Council work session to present the proposal and answer questions. Staff anticipates bringing the proposal forward for formal Council consideration and approval at the August 18 City Council meeting. Highlight Community Visioning and Planning Projects • City of Edina, MN Vision Edina and Nodes and Modes Bridging to Comprehensive Plan Aler facilitaXng the Edina’s strategic visioning process, Future iQ led a bridging planning process that coupled together neighborhood development with mulXmodal transport connecXons. The concept guided the city’s comprehensive planning process as the community sought to enhance the city’s characterisXcs and community fabric, while at the same Xme embracing urban renewal and targeted redevelopment. • City of Wayzata, MN Wayzata 2040 Sailing Ahead This project was a community visioning project looking out to 2040 that involved extensive community and stakeholder engagement and a scenario-based planning methodology. The intenXon was for the resulXng vision and prioriXes to be innovaXve, inclusive and sustainable and to provide a roadmap to guide and inform Wayzata’s comprehensive planning process in 2018. • B.E.S.T. of Waseca County, MN Community Vision and Strategic AcXon Plan Waseca Vision 2030 engaged the community of Waseca County in a series of conversaXons designed to idenXfy scenarios and community prioriXes for the future. Various engagement methods were used including meeXngs, interviews, focus groups, a Think-Tank, surveys, and data visualizaXon. The process produced a Strategic AcXon Plan intended to guide community decision-making looking out to 2030. • City of Chanhassen, MN Community Vision and 2050 Comprehensive Plan The City of Chanhassen has launched a comprehensive planning process to update its 2040 Comprehensive Plan. Building on the foundaXon of prior comprehensive and strategic planning, this iniXaXve will feature an inclusive community engagement process designed to reflect the voices, values, and aspiraXons of residents and stakeholders. The result will be a visionary, inclusive, and acXonable 2050 Comprehensive Plan that guides future growth and development while advancing Chanhassen’s prioriXes and long-term community goals. • City of Greenwood, MO Comprehensive Master Plan Future iQ, in partnership with JS&A and WGI, were contracted for a 12-month visioning and comprehensive master planning project that resulted in a new forward-looking Greenwood Community Vision, Community Snapshot, and a Comprehensive Master Plan that will guide the community’s city-wide decision-making through to 2035. • City of Keene, NH Vision Keene 20-Forward Comprehensive Master Plan In partnership with JS&A and WGI, this Future iQ-led project took place in two phases, beginning with the renewal of Keene’s Community Vision. The 18-month process resulted in City of Crystal Community Vision and Action Plan – Submitted by Future iQ, August 2026 4 an updated Community Vision, Community Snapshot, and Comprehensive Master Plan that will guide the community’s decision-making for the next 15 years. • City of Smithville, MO Comprehensive Plan, Community Vision and Strategic AcXon Plan This original comprehensive planning project was built on the community’s visioning and strategic planning process facilitated by Future iQ. The comprehensive planning process involved the strategic economic development of unique character areas and StoryMaps of each idenXfied area of the City. • City of Jasper, IN Comprehensive Plan The City of Jasper embarked on a visioning and comprehensive master planning process that will update its 2019 Comprehensive Plan. The City anXcipates the new Plan will express a progressive vision that promotes thoughoul, managed growth and development, promotes the health, safety and welfare of the community and conXnues to posiXon Jasper as a regional hub of economic and social acXvity. • City of Traverse City, MI Strategic AcXon Plan This recent project created a strategic plan for Traverse City looking out to 2030. The objecXve of the strategic planning process is to build on Traverse City’s current success and incorporate new acXons to maintain this success over the next 5 years. The process involved key stakeholder interviews, two surveys, a Think-Tank, Focus Groups, a Roundtable Session, and a Community Dashboard/Balanced Scorecard. • City of Lake Geneva, WI Strategic AcXon Plan Lake Geneva has embarked on a visioning and planning process that will produce the City’s first ever Strategic AcXon Plan, looking out to 2030. This project will run from October 2025 through June 2026, and will rely heavily on community and stakeholder input. Engagement opportuniXes will include stakeholder interviews, two Community Surveys, a two-session in- person Think-Tank Workshop, and Focus Groups with stakeholders and students. The outcome of the parXcipatory process will produce a robust, comprehensive, and sustainable Strategic AcXon Plan that will guide decision-making over the next 5 years. • City of Liberty Hill, TX Community Vision and Strategic AcXon Plan The objecXve of the Liberty Hill Strategic Plan 2030 planning process is to build on the city ’s current success and incorporate new acXons to maintain this success over the next 5 years. The outcome of this process, running April through September 2026, will be to produce a robust, comprehensive community vision and sustainable Strategic AcXon Plan. • City of Somerton, AZ Strategic AcXon Plan The City of Crystal embarked on a comprehensive and sustainable five-year Strategic Plan, looking out to 2032. The objecXve of the Imagine strategic planning process was to build on Crystal’s current success and incorporate new acXons to maintain this success over the next 5 years. The outcome of this process, running January 2026 through June 2026, will be to produce a robust, comprehensive and sustainable Strategic Plan. • City of Sugar Land, TX Strategic AcXon Plan To conXnue its current success, the City of Sugar Land aspires to be even more ambiXous, innovaXve, and forward-thinking with a commitment to improvement and a conXnuaXon of being a ‘Trailblazing’ city. The outcome of this process, running July 2024 through January 2025, produced a robust, comprehensive and sustainable Strategic AcXon Plan. City of Crystal Community Vision and Action Plan – Submitted by Future iQ, August 2026 5 • City of Romulus, MI Community Vision and AcXon Plan Romulus is a diverse community situated around the Detroit Metropolitan Airport. Recently completed, this community-wide effort brought the community together through extensive engagement methods to idenXfy a realisXc vision for the future of the City. The intenXon of the process was to create a unified Community Vision plan that would inform decision- making on planning, land use, and policy making for the City. • City of Moab, UT Moab – Tomorrow Together Future iQ recently completed the community visioning and strategic planning for the City of Moab. The results of this process set the framework for future land use, economic, social and environmental decisions. A key goal of this process was to help the community arXculate tangible and intangible elements that, if lost, would fundamentally change the character of Moab. • Park City, UT Community Vision and AcXon Plan The visioning and strategic acXon planning for this project engaged approximately 1,700 people in a series of surveys, engagement sessions, focus groups and two key Future Summits. The process was designed to provide an open, inclusive and transparent plaoorm for community members to help create a shared vision and board acXon plan for Park City. • City of Essex Junc3on, VT Vision and Strategic AcXon Plan Future iQ recently completed this visioning and strategic planning project. The visioning included transparent, deep and robust community engagement as a focus of the strategic planning process. The Strategic AcXon Plan defines prioriXes and will guide decision making over the next five years. • City of Pflugerville, TX Strategic AcXon Plan The strategic planning process for this recent project aimed to build on Pflugerville’s current success and incorporate new acXons to maintain this success over the next 5 years. Future iQ has also been contracted to facilitate follow-on Council Retreats that assist with the implementaXon of the Strategic AcXon Plan. • Lorain County, OH Loraine County Strategic AcXon Plan The Lorain County Board of Commissioners recently embarked on a comprehensive and sustainable 5-year Strategic AcXon Plan for the County. The objecXve of this strategic planning project was to build on Lorain County’s current success and incorporate new acXons to maintain and enhance this success over the next 5 years. • University City, MO Community Vision and Strategic Roadmap Future iQ completed the community visioning and planning for University City, a diverse community with significant economic dispariXes. Led by a Task Force comprised solely of community members, the roadmap that emerged from this process celebrated the rich diversity of the community and incorporated this strength into its vision for the future. • Town of Falmouth, ME Vision and Values The community of Falmouth developed a Town Vision and Values statement through a robust visioning process prior to embarking on the update of its latest Comprehensive Plan. The engagement process was designed to provide and open, inclusive, and transparent plaoorm for community members to help create a shared community vision and values for the future. City of Crystal Community Vision and Action Plan – Submitted by Future iQ, August 2026 6 2.0 Project Approach and Methodology 2.1 Methodological Approach – Overview Future iQ brings a global perspecXve to strategic planning that is invaluable to local interests. For the City of Crystal, this means access to a wealth of knowledge and experience in community visioning and planning for ciXes, towns, counXes, regions, organizaXons, and nonprofits. Future iQ will use this experience to guide and inform this project and will work with the City Council, staff, stakeholders, and community members to develop intenXonal, comprehensive, future-oriented, sustainable, and implementable strategies to support the new Crystal Community Vision and AcXon Plan. The plan will balance prioriXes across the important dimensions specific to Crystal and incorporate innovaXve global and local best pracXces. Future iQ’s strategic planning methodology is based on three primary principles: • A ‘future orienta3on’ principle is parXcularly important to take account of rapidly emerging environmental, technological, and societal trends. • The ‘data driven’ principle ensures the plan is built on solid research and informaXon. PresentaXon of the quanXtaXve survey and Think-Tank findings are presented using data visualizaXon plaoorm where results can be filtered and viewed in a myriad of ways. • The ‘people focused’ principle is important to build support for the recommendaXons, and to harness the best possible input into plan formulaXon. City of Crystal Community Vision and Action Plan – Submitted by Future iQ, August 2026 7 2.2 Project Approach and Services The proposed project plan is implemented in four phases that build momentum around a Community Vision and AcXon Plan for the City of Crystal. The vision and plan are intended to be inclusive, sustainable and acXonable. The process will unify stakeholders, build sustainability and resiliency, and align resources throughout the city. AddiXonally, the project’s Community Engagement Plan will be a detailed plan outlining the specific engagement acXviXes to occur throughout the project. The Engagement Plan for this project will be flexible and tailored to fit the broad needs of the city’s community members and stakeholders. The project team will conduct background research consisXng of a thorough review and assessment of exisXng data and materials exploring impacXng trends and current city environment, plans, and policies. This will help to build an understanding of those strategic direcXons already established and to idenXfy progress made towards those objecXves. This assessment and analysis will also help project team members to build a firm understanding of the exisXng condiXons, accomplishments, goals, and prioriXes of the city. The compiled informaXon will be published in a Community Snapshot Report / Situa3onal Analysis. During Phase 1, Future iQ will create a unique project portal. The project portal serves as a central locaXon where stakeholders can go to find updated project informaXon, take surveys, view survey results and data visualizaXon, reports, and noXces. The portal is a criXcal piece of the project’s transparent Communica3ons Plan that will include markeXng, unique project branding, materials, and other methods necessary to increase recogniXon, build credibility and deepen understanding of the project’s engagement process, its objecXves, and outcomes within the city. CommunicaXons will involve both digital and tradiXonal methods to reach as broad an audience as possible. This project team will schedule weekly strategic planning calls with our city staff contact throughout the duraXon of the project. It is our firm belief that regular communicaXons keep communicaXon lines open and add to the transparency of the planning process. The Project Director will also facilitate regular project briefings to City Council to keep Council members apprised of project progress and to encourage input. City of Crystal Community Vision and Action Plan – Submitted by Future iQ, August 2026 9 2.2.2 Phase 2: Community Engagement The project team will begin Phase 2 with the launch of a Community Survey that will analyze stakeholder senXment and appeXte for change and future readiness. The results of the Community Survey will be posted on the project portal using a data visualiza3on plahorm. Future iQ will also conduct key stakeholder interviews with key stakeholders to gather personal insights and thoughts on the current condiXons and the future for Crystal. This is intended to provide background informaXon for the project team, and to promote the strategic planning process. This will familiarize stakeholders with the project team and ensure ‘buy in’ on the strategic planning process from the start. Future iQ specializes in studying and understanding larger emergent trends and influences that are re-shaping both rural and urban areas. This future-oriented lens guides Phase 2 as it creates the building blocks of the preferred vision for Crystal using a scenario-based planning methodology. Using trend research and expectaXons about ciXes, towns and counXes, this methodology will enable stakeholders to explore the impacts and consequences of a range of different future paths as they parXcipate in a two-session in-person Crystal Think-Tank Workshop. The methodology being proposed is more in-depth than a SWOT analysis and will lead to the clarificaXon of a preferred vision and preliminary strategic acXon areas for the city that will serve as the foundaXon for the Crystal Strategic AcXon Plan. The results from the survey and Think-Tank will be compiled in the Crystal Think-Tank Report and posted on the project portal. Also following the Think-Tank, Future iQ will then facilitate public Community Visioning Sessions, where stakeholders can be briefed on the project, and invited add their perspecXves to the preferred future that emerged from the Think-Tank. City of Crystal Community Vision and Action Plan – Submitted by Future iQ, August 2026 10 2.2.3 Phase 3: Plan Development Aler the Community Visioning Sessions, the Future iQ team will facilitate a Roundtable Work Session with City Council and Staff that will allow leadership to beeer define the strategic prioriXes and Strategic Pillars that emerged from the Think-Tank and Community Update. The project team will then conduct Focus Groups with specified stakeholder groups to build out the Strategic Pillars of the Community Vision and AcXon Plan. These Focus Groups will explore the goals and acXons needed to get to the preferred future for Crystal. The project team will further develop the acXon areas for each of the Strategic Pillars in the new Community vision and AcXon Plan. A Priori3za3on Survey will be distributed to City Council, Staff, Boards and Commissions, and stakeholders to set the prioriXes for the Community Vision and AcXon Plan. Aler the development of the Strategic Pillars and AcXon Areas at the Focus Groups, Future iQ team members will work closely with Crystal staff to cral a detailed framework for the Community Vision and AcXon Plan including a sequencing Xmeline with responsible parXes and an Implementa3on Roadmap for ongoing monitoring and reporXng. This will in involve careful synthesis of all research, engagement results, surveys, reports and analyses. The project team will produce a draj the Crystal Community Vision and Ac3on Plan and seek input from the City Council and staff. Measuring Effectiveness with Implementation and Sequencing Understanding and measuring progress in key performance areas will be an important part of implemenXng the Crystal Community Vision and AcXon Plan. Used correctly, metrics provide a powerful feedback loop to understanding the effecXveness of resource development strategies and investment in programs and in idenXfying emerging gaps. Phase 3 of this project plan includes the development of measurements to support periodic review and adjustment of community vision and acXon plan over Xme. The final Crystal Community Vision and Ac3on Plan will be a comprehensive and acXonable strategic plan will provide feedback mechanisms and a systemaXc approach to future review and adjustments to the plan. The Project Director will present the final Crystal Community Vision and AcXon Plan to the City Council. We understand that the Community Vision and AcXon Plan will be sequenced in advance of the start of Crystal’s 2050 comprehensive planning for the Met Council. Future iQ will facilitate a Bridging Session in collaboraXon with the comprehensive planning team to make this a smooth transiXon for the community. City of Crystal Community Vision and Action Plan – Submitted by Future iQ, August 2026 12 3.0 Community Engagement Plan 3.1 Detailed Engagement Plan Engagement and transparent communicaXon are cornerstones of Future iQ’s strategic planning methodology. Our firm has facilitated strategic planning projects for over 20 years on a global scale, and has led the development of several innovaXve engagement tools and techniques such as scenario-planning, data visualizaXon, customized foresight research, and The Future Game. We have used our methodologies across mulXple sehngs and have built a reputaXon for a hands-on, people-focused, and highly customized approach to our projects. The Community Engagement Plan for this project will be tailored and highly customized to fit the unique needs of the City of Crystal. The Think-Tank creates scenarios that are not predicXons but will, through the Think- Tank process, produce four plausible futures for the City of Crystal. Key aspects and features of the approach include: • The Think-Tank results will be instrumental to the end of the project. The process is inclusive, easily scalable, and can draw input from all cohorts of the city’s community ecosystems. • It is front loaded with a presentaXon of key future trends that relate to Crystal and the results from the Community Survey. • ParXcipants discuss the key drivers that are important to the city ’s strategic planning process. These key drivers are then ranked with the Think-Tank parXcipants relaXng to importance and urgency. • The Scenario Matrix is developed by Future iQ from the first part of the Think-Tank. • Four plausible scenarios are developed in the later stages of the Think-Tank. This allows stakeholders to visualize different possible futures for Crystal. • Scenario names and descripXons are described by the Think-Tank parXcipants. • The expected, preferred, and least desired futures are produced and uploaded to the Crystal project portal. • The scenario-planning process illustrates the interconnectedness of planning processes and encourages more holisXc planning. • The journey from the expected future to the preferred future is then pursued by building out the steps to get there. There are several important design principles to the proposed strategic planning approach, including: • Strong collaborative and inclusive people-focused approach. The long-term success of this project will be dependent on building strong collaboration among the city’s various stakeholders. The development of this type of ‘eco-system’ needs to be built in upfront in the planning stages of the project with a conscious effort to build on points of consensus to create a common vision for Crystal. • Future oriented. Building a city-wide shared vision will be critical for Crystal. To develop an agreed upon vision and plan, stakeholders will need clarity and a common understanding of the drivers impacting the city’s operations. • Data driven approach, including data visualization. Our experience suggests that projects like this are most successful when built on transparent data driven approaches, inclusive of as many stakeholder voices as possible. • Project management and communication strategy. Building the systems and communication methods to ensure compliance and timely delivery are important features of our project management. This approach provides a fun and interacXve way to give transparent feedback to parXcipants while at the same Xme exploring issues and views across community and organizaXonal ecosystems. The strategic planning process for Crystal includes surveys that will reach as many community members and stakeholders as possible. Future iQ’s data visualizaXon allows viewers to sort and filter the data by cohort group, revealing senXments by cohort filters such as city affiliaXon, neighborhood, age, etc. The Lab also serves as a central locaXon where stakeholders can go to find updated project informaXon and noXces. Future iQ prioriXzes ensuring our content, analysis, and findings are easy to understand and approachable for all audience types. This helps make sure that our engagement reaches a wide variety of community members and conversaXons can dive deep regardless of parXcipants’ familiarity on the topic. We work closely with our clients to maintain regular communicaXons for the duraXon of the project. It is our experience that consistent and easily accessible project communicaXons add to the transparency of the process and encourage acXve parXcipaXon. At the beginning of each project, the project team will build a project narraXve and overall communicaXons plan. We then establish an editorial calendar for social media posts, emails, ad copy, graphics, arXcles, videography, and any other assets that can be used by our clients.
