Pursuant to due call and notice given in the manner prescribed by Section 3.01 of the City Charter,
the Crystal City Council work session was held at 6:34 p.m. on July 9, 2026, in the upper community
room at city hall, 4141 Douglas Dr. N., Crystal, MN, and via Zoom. Mayor Deshler called the meeting to
order.
I. Attendance
The assistant city manager recorded the attendance for city council members and staff:
Council members present: Onesirosan, Budziszewski, Cummings, Deshler, Eidbo, Kamish, and Kiser.
City staff present: Assistant City Manager/HR Manager K. Therres and City Attorney R. Tierney.
Also present were Hennepin County representative Jacquelyn Siewers and Association for
Nonsmokers representative Emily Anderson.
Agenda
Council Member Eidbo proposed to add an open forum or new business item to the agenda. City
Attorney R. Tierney advised the council to make two separate motions: one to suspend the council
rules and a second to add an agenda item.
Moved by Council Member Eidbo and seconded by Council Member Budziszewski to suspend the
council rules.
Motion carried.
Moved by Council Member Eidbo and seconded by Council Member Budziszewski to add open
forum/new business to the agenda.
Motion carried.
The council and staff discussed the following agenda items:
1) Open forum/new business.
The following person addressed the council regarding concerns related to the use of flock
cameras:
• Christina Dencklau, 7006 461h Ave. N.
2) Tobacco ordinance update.
III. Adjournment
The work session adjourned at 8 p.m.
