1. Call to Order
June 16, 2026
Pursuant to due call and notice given in the manner prescribed by Section 3.01 of the City Charter,
the Crystal City Council meeting was held on June 16, 2026, at 7:01 p.m. in the council chambers at
city hall, 4141 Douglas Dr. N. in Crystal, MN, and via Zoom. Mayor Deshler called the meeting to order.
Roll Call
Mayor Deshler asked the city clerk to call the roll for elected officials. Upon roll call, the following
attendance was recorded:
Council members present: Onesirosan, Budziszewski, Cummings, Deshler, Kamish and Kiser.
Council Member Eidbo was present via Zoom and participated as a voting member.
City staff present: City Manager A. Bell, City Attorney R. Tierney, Assistant City Manager/HR Manager
K. Therres, Police Chief B. Hubbard, West Metro Fire -Rescue District Chief J. Kunde, Recreation
Director J. Elholm, Community Development Director J. Sutter and City Clerk C. Serres.
Pledge of Allegiance
Mayor Deshler led the council and audience in the Pledge of Allegiance.
2. Approval of Agenda
The council considered approval of the agenda.
Moved by Council Member Budziszewski and seconded by Council Member Cummings to approve the
agenda.
By roll call voting aye: Kamish, Kiser, Onesirosan, Budziszewski, Cummings, Deshler and Eidbo.
Motion carried.
3. Proclamations
1 The Mayor read a proclamation honoring Senator Ann Rest for her extraordinary public service.
3.2 The Mayor proclaimed July 2026 as Parks and Recreation Month in the City of Crystal.
4. Appearances
4.1 Chief Hubbard introduced Crime Services Coordinator Amanda Keuseman and Mental Health
Coordinator Savanna Farmer.
4.2 Hennepin County Commissioner Lunde provided a county update.
5. Consent Agenda
The council considered the following items, which are routine and non -controversial in nature, in a
single motion:
5.1 Approval of the minutes from the following meetings:
a. The city council work session June 2, 2026
b. The city council meeting on June 2, 2026.
5.2 Approval of disbursements over $25,000 submitted by the finance department.
5.3 Approval of the list of license applications submitted by the city clerk.
5.4 Adoption of Resolution No. 2026-73, recognizing Independence Day.
5.5 Adoption of Resolution No. 2026-74, establishing an Absentee Ballot Board for the 2026 elections.

5.6 Adoption of Resolution No. 2026-75, appointing election judges for the 2026 elections.
5.7 Approval of the following items for the 2026 Crystal Frolics:
a. A permit for a fireworks display at Welcome Park on Saturday, July 25, 2026, submitted by PC
Pyrotechnics, LLC.
b. Temporary closure of portions of 46th Avenue N. and 47th Avenue N. from July 24 — 26, 2026,
for city and volunteer staff vehicle parking and the fireworks display.
c. A request for live music at Welcome Park on July 25 from 11 a.m. — 8 p.m.
d. Resolution No. 2026-76, supporting the 2026 Crystal Frolics.
Moved by Council Member Kamish and seconded by Council Member Kiser to approve the consent
agenda.
By roll call voting aye: Kiser, Onesirosan, Budziszewski, Cummings, Deshler, Eidbo and Kamish.
Motion carried.
6. Open Forum
The following persons addressed the council regarding concerns related to the police department:
■ Samantha Huberty, 3335 Nevada Ave. N.
IF Kate Kacaleu, 3904 Quail Ave. N., Robbinsdale.
IF An additional speaker who declined to provide a name and address.
7. Regular Agenda
7.1 The council considered a resolution authorizing execution of a petition and waiver agreement for
special assessment financing of a fire sprinkler system at 4801 Welcome Ave. N.
Community Development Director John Sutter addressed the council.
Moved by Council Member Budziszewski and seconded by Council Member Kiser to adopt the
following resolution:
RESOLUTION NO. 2026 — 77
RESOLUTION AUTHORIZING EXECUTION OF PETITION AND
WAIVER AGREEMENT BY AND BETWEEN THE CITY OF CRYSTAL,
AKY GROUP, AND ISLAMIC EDUCATION AND CULTURAL CENTER
By roll call voting aye: Onesirosan, Budziszewski, Cummings, Deshler, Eidbo, Kamish and Kiser.
Motion carried, resolution declared adopted.
7.2 The council received the 2027-2028 budget preview.
City Manager Adam R. Bell addressed the council.
No action required.
8. Council Comments and Announcements
The council and staff made announcements about upcoming events.

9. Adjournment
Moved by Council Member Budziszewski and seconded by Council Member Kiser to adjourn the
meeting.
By roll call voting aye: Budziszewski, Cummings, Deshler, Eidbo, Kamish, Kiser and Onesirosan.
The meeting adjourned at 8:42 p.m.
