Design Updates July 21, 2026 Work Session •Holiday lighting •TIF -funded public improvements •Douglas Drive project John Sutter Community Development Director (763) 531-1130 john.sutter@crystalmn.gov www.crystalmn.gov Holiday Lighting Update •50 streetlight poles in downtown Crystal •Vendor would furnish and install the lights One quote for approx. $5,000 from RTD Services We purchased one of their specified strands and put it on a pole to confirm it’s comparable to the lights on our two tests poles Other quotes never received Additional cost to replace any failed receptacles •Lights would operate year-round Anticipated average 5 year lifespan •Photocell-controlled with the streetlights Would be activated from dusk to dawn Estimated annual power consumption is 2,018 kilowatt hours ($273 annual cost) •Staff will proceed with RTD Services TIF-funded Improvements Scope Change: Add decorative sidewalk and lighting on Jersey Existing Conditions 57th -Kentucky to Jersey 57th -Jersey to West Broadway Jersey -57th to Bass Lake Road* *Not currently in project -should it be? Reddish, like “Harvest Moon”? Sandstone-y, like “Morchella Gold”? Something else from the available color choices? •Staff really likes the city logo medallions in the sidewalk (similar to The Artery in Hopkins) -what do you think? •Staff recommends the Maple Grove-style hook lighting with the city logo panel -what do you think? Our second choice would be Neotraditional because they would be the least expensive in terms of both capital cost and ongoing maintenance. Next steps: •90% plans fall 2026 Council work session -final check- in before preparing bid plans & specs •Bid early 2027 Council approves plans & specs and orders advertisement for bids Council receives bids and awards contract •Construction in 2027 Douglas Drive Medians 2027 Project: •Replaces pedestrian ramps, removes right turn lanes at 36th and 42nd, adds or replaces medians, and adds an RRFB at Fairview •Specs include decorative concrete instead of standard concrete in the medians at 32nd, 36th and 42nd 38th and Fairview medians are wide enough for landscaping •Staff recommends the same dark gray ashlar stone pattern as for the paved boulevard on 57th Avenue (previous item) •Council feedback requested
