2. Approval of Agenda
The council will consider approval of the agenda.
3. Appearances
3.1 Chief Hubbard will introduce Officer Alex Nelson, who has completed probation.*
3.2 Chief Hubbard will present awards to police officers.*
4. Consent Agenda
The council will consider the following items, which are routine and non -controversial in nature,
in a single motion:
4.1 Approval of the minutes from the following meetings:
a. The city council work session on June 16, 2026.
b. The city council meeting on June 16, 2026.
c. The city council work session on July 9, 2026.
4.2 Approval of disbursements over $25,000 submitted by the finance department.
4.3 Approval of the list of license applications submitted by the city clerk.
4.4 Adoption of a resolution accepting a donation.
4.5 Adoption of a resolution approving a Site Improvement Agreement and a Stormwater Facility
Maintenance and Right of Entry Agreement for new development at 7000 56th Ave. N.
5. Open Forum
(The city council appreciates hearing from citizens about items of concern and desires to set aside
time during each meeting for open forum. To provide ample opportunity for all, speaking time is
limited to three minutes and topic discussion is limited to ten minutes. The mayor may, as
presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on any
item brought before the council during open forum. The council may place items discussed
during open forum onto subsequent council meeting agendas.)
6. Regular Agenda
6.1 The council will consider approval of the final Climate Action Plan.

Over the past year, staff, the council, and the Sustainability Commission have worked with the
consultant paleBLUEdot to develop a climate action plan. This process has included multiple
public engagement opportunities to solicit public input. The final Cl imate Action Plan provides a
flexible menu of options to help staff, commissions, and the City Council identify priorities,
consider future projects and funding opportunities, and track progress over time. Adoption of the
plan would establish a shared framework for future sustainability work. Recommend approval.
6.2 The council will consider approval the 2027 West Metro Fire-Rescue District (WMFRD) budget.
Over several meetings beginning in May of this year, the proposed 202 7 WMFRD budget has
been discussed and finalized. In July, the WMFRD Board approved the proposed budget. Crystal’s
portion of the 2027 WMFRD budget is $2,058,820, which is a $112,497 (5.78%) increase. This
amount is approximately 48.7% of the total increase. Recommend approval.
7. Council Comments and Announcements
a. Crystal Frolics is July 24 – 26, 2026. For more information, visit www.crystalfrolics.org
b. Night to Unite is Tuesday, Aug. 4. To host a block party, visit the city’s website at
www.crystalmn.gov.
c. The Parks and Recreation Commission will be holding a neighborhood meeting on
Wednesday, Aug. 5 at the Cavanagh Apartments Patio. Music by a local artist begins at 5 p.m.,
an open house to review Cavanagh Park concept plans begins at 6 p.m. and a general
neighborhood meeting begins at 6:30 p.m.
d. The next city council work session is Thursday, Aug. 6 at 6:30 p.m. in Conference Room A at
city hall and via Zoom.
e. The city council will hold a special budget work session on Thursday, Aug. 13 at 6:30 p.m. in
the Upper Community Room at city hall and via Zoom.
f. Due to the state primary election on Tuesday, Aug. 11, the next city council meeting is
Tuesday, Aug. 18, at 7 p.m. in the council chambers at city hall and via Zoom.
g. The Crystal Lions Corn Feed will be held on Saturday, Aug. 15 from 11 a.m. to 4 p.m. at the
Crystal Community Center.
h. The city is accepting applications for several volunteer positions on our boards and
commissions. For more information, please visit go.crystalmn.gov/volunteer.
i. City council meetings and work sessions are open to the public. Current and previous
meetings are available to view and listen to at www.crystalmn.gov.
