Adjournment Crystal Parks and Recreation Advisory Commission Minutes – Neighborhood Meeting Minutes May 6, 2026 Twin Oaks Park The Parks and Recreation Commission Neighborhood Meeting was called to order at 6:42 p.m. by Commission Chair Terri Schultz. Commission members in attendance: Terri Schultz (Chair), Angela Spores (Secretary), Dave Anderson, Joyce Cooper, Lynn Haney, Jessee McCaffrey, and Mary Serie. Also present were Forest Eidbo and David Cummings (City Council), Adam Bell, John Sutter, John Elholm, Lieutenant Jon Kurtz, Brad Fortin, and Michelle Margo from the City Staff Commission members absent: J.D. Moore II (Vice-Chair) and Sonja Roby City Manager Adam Bell talked about the city strategic plan, hiring of a city forester, the Town Center Vision Plan, the Climate Action Plan and the upcoming Public Open House at City Hall. Lieutenant Kurtz informed residents about the Becker Park take-over events by youth and the proactive research and response on social media to deter them. He also stated there will be increased overnight patrols. If residents see anything, please call 911. Community Development Director Sutter reported on construction near Bottineau and Bass Lake Road, the Wells Fargo site, and the hiring of a new commercial division inspector. Recreation Director Elholm presented information on upcoming programs and events, and park improvement projects. 2026 projects include new play areas and picnic shelters at Forest School and Woodland Parks and a rectangle field to replace a baseball field at North Lions Park. Looking to 2027, replacement of an adult softball field with a youth softball field is proposed at Valley Place Park. Parks Superintendent Fortin highlighted park maintenance tasks and projects related to preparation of parks and fields for summer. Recreation Services Manager Margo gave an update on recreation programs and events, including the upcoming Friends of Crystal Parks Plant Sale and Young Mudder event. A resident received a Crystal Recreation gift certificate in a drawing. The meeting was adjourned at 7:10 p.m. Crystal Parks and Recreation Advisory Commission Minutes May 6, 2026 Twin Oaks Park The Parks and Recreation Advisory Commission Meeting was called to order at 7:15 p.m. by Commission Chair Terri Schultz. Moore II (Vice-Chair) and Sonja Roby Approval of Agenda McCaffrey made a motion to approve the meeting agenda for May 6, Serie seconded the motion. The agenda was approved as presented. Approval of Minutes Haney made a motion to approve the April 1, 2026 Tree Board Minutes, Spores seconded the motion. The Tree Board minutes were approved as written. McCaffrey made a motion to approve the April 1, 2026 Parks and Recreation Commission minutes; Spores seconded the motion. The Park and Recreation Commission minutes for April were approved as written. Public Comments There were no public comments. Regular Agenda Elholm gave project and planning updates. The 2026 projects, including the Woodland Park play area and shelter, and the North Lions Park rectangle field, are moving along nicely. Construction is underway at both sites. Construction of the play area and picnic shelter at Forest School Park will begin after school is out for the summer. Preliminary planning is underway for the 2027 park projects, including converting an adult softball field to a youth softball field at Valley Place Park and replacing play areas and basketball courts at Iron Horse Park and Cavanagh Park. Cavanagh Park is also scheduled to have the picnic shelter replaced. Commission Open Forum Commission members discussed the Crystal Frolics button design contest winners being moved to the July 1 meeting. They also shared they like the new format for neighborhood meetings to include music. Crystal Parks and Recreation Advisory Commission Minutes – Page 2 May 6, 2026 Commission Reports There was no city council or chairperson report. Fortin gave reports on park maintenance. He highlighted park maintenance and projects, preparing sports fields, and preparations that took place for the Arbor Day event. Margo gave reports on recreation programming. She highlighted the Friends of Crystal Parks Plant Sale, Young Mudder event and other programs. She reviewed the dance program that concluded with a dance recital on April 26. She also shared the success of two new programs; Brunch, Bingo & A Band and Puzzle Pursuit Extravaganza, both of which are intergenerational. Elholm referenced information provided at the neighborhood meeting for the director report. He also thanked the commission for attending and celebrating the evening’s Twin Oaks Park play area ribbon cutting ceremony and Arbor Day event. Community Reports Haney and Margo gave the Crystal Frolics report. The next Crystal Frolics meeting will be on May 11, 2026. Haney gave the Friends of Crystal Parks report. The group is planning their plant sale on May 16. They need plant donations and encourage people to come and purchase plants! The next Friends of Crystal Parks meeting will be on May 21, 2026. P roject Summary - June 2026 Crystal Cove Shade The pool is ready for an exciting summer season! There are two permanent shade structures near the zero-depth pool area, replacing the previous umbrellas to provide enhanced comfort and coverage for guests. The water walk feature has also been replaced, bringing a refreshed pool experience. Improvements to this neighborhood park are coming along nicely. Edging for the new play area has been installed, along with the concrete foundation for the upcoming picnic shelter. Installation of the playground equipment and shelter is scheduled for June, bringing exciting new amenities. Woodland Park North Lions Park The new rectangular field for soccer, ultimate, and other field sports is nearing completion. New soil has been installed, with irrigation and grass seeding scheduled next. The project continues to make progress, with the field anticipated to be ready for play in late 2027. The parking lot near the play area is being rebuilt to improve safety and traffic flow. Curbs have been modified to move parking stalls farther from the sliding hill and reorient the driveway. Paving of the new parking lot is the next step in the project. Valley Place Park This is an overview of the upcoming park projects in the City of Crystal, which will take place at various parks and buildings across the city. P rogram Summary - June 2026 Summer training is well underway as new and returning staff prepare for a busy season in Recreation. Team members are joining us across a variety of roles, including Farmers Market Coordinator, Crystal Cove lifeguards, pool, and concession staff, Summer Camp leaders, and Recreation Associates supporting our parks and programs. Another indoor pickleball season came to an end in April, and the final numbers are in. Participation and play continued to remain strong throughout the season, highlighting the ongoing popularity and excitement surrounding pickleball in the community. Summer Hiring & Training The cities of Crystal, New Hope, and Robbinsdale are gearing up for another Junior Police Academy. The JPA provides young citizens with an inside look into law enforcement through hands-on experiences and interaction with police officers from all three communities. Junior Police Academy The Edible Courtyard has already produced an early harvest, with fresh vegetables. Free vegetables are available at the Community Center. Community garden plots have also been fully reserved, and gardeners are taking advantage of the warm weather. Native Plant Kit sales report with excitement for 2027.
