Call to Order, Roll Call, and Pledge of Allegiance 2. Approval of Agenda The council will consider approval of the agenda. 3. Appearances 3.1 Chief Hubbard will introduce Officer Frank Deblieck, who has completed probation.* 4. Consent Agenda The council will consider the following items, which are routine and non -controversial in nature, in a single motion: 4.1 Approval of the minutes from the following meetings: a. The city council meeting on May 5, 2026. b. The city council work session on May 5, 2026. 4.2 Approval of disbursements over $25,000 submitted by the finance department. 4.3 Approval of the list of license applications submitted by the city clerk. 4.4 Adoption of a resolution accepting donations. 4.5 Adoption of a resolution approving the purchase of a street sweeper for the Public Works Department. 4.6 Adoption of a resolution authorizing agreements with Metropolitan Council for light rail transit. 4.7 Approval of the appointment of Lilliana Hawthorne to the Parks and Recreation Commission. 4.8 Approval of the appointment of Jordan Pinneke to the Inclusion and Diversity Commission. 4.9 Adoption of a resolution declaring several diseased trees on private properties as public nuisances and ordering them abated. 4.10 Adoption of a resolution approving the Construction Cooperative Agreement with Hennepin County for the Douglas Drive safety improvement project. 4.11 Adoption of a resolution recognizing June as Pride Month. Page 2 of 3 5. Open Forum (The city council appreciates hearing from citizens about items of concern and desires to set aside time during each meeting for open forum. To provide ample opportunity for all, speaking time is limited to three minutes, and topic discussion is limited to ten minutes. The mayor may, as presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on any item brought before the council during open forum. The council may place items discussed during open forum onto subsequent council meeting agendas.) 6. Regular Agenda 6.1 The council will consider a resolution approving a conditional use permit for a religious institution at 4801 Welcome Ave. N. Islamic Education and Cultural Center proposes renovating the vacant building at 4801 Welcome Ave. N. for use as a mosque and related uses. The property is zoned Neighborhood Commercial, and religious institutions are allowed in that district as a conditional use. The Planning Commission held the public hearing on May 11 , and several residents spoke in opposition to the project, citing traffic and parking as primary concerns. Among the conditions recommended by staff are a 75-person limit based on 25 off-street parking spaces, and that the applicant will pay the city’s costs for no parking signs on the Welcome and 48th Avenue street frontages abutting the property. The Commission unanimously recommended approval with the staff-recommended conditions, plus an additional condition requiring at least 30 minutes between the end of one worship service and the start of the next, and recommended that the City Council adopt resident parking only for the surrounding neighborhood. Because a resident parking-only restriction would not be based on a known, actual problem, but instead would be speculative, based on assumptions about how the facility will operate, staff does not recommend exploring such a restriction at this time. If an actual on-street parking problem emerges in the future, the City Council could consider imposing such a restriction. Council action on the CUP approval resolution is requested. 6.2 The council will consider a resolution modifying parking restrictions on 48th and Welcome Avenues N. If the Conditional Use Permit is approved for 4801 Welcome Ave. N., City Council action would be required to establish no-parking zones on the Welcome and 48th Avenue street frontages abutting the property. Council action on the resolution is requested. 7. Council Comments and Announcements a. The city’s second Climate Action Plan Community Meeting is Saturday, May 23 , from 3:30 – 5 p.m., at city hall. b. City offices will be closed on Monday, May 25 in observance of the Memorial Day holiday. c. The city will be hosting a public meeting to present an overview of infrastructure funding needs and potential solutions on Wednesday, May 27, at 6 p.m. at city hall. d. The Sustainability Commission is accepting submissions of sustainable home and garden practices for its Sustainable Tour of Crystal until June 1. Visit crystalmn.gov to learn more. e. The next city council meeting is Tuesday, June 2, at 7 p.m., in the council chambers at city hall and via Zoom. Page 3 of 3 f. To accommodate Crystal residents practicing No Mow May, the city waits until June 1 to begin long grass enforcement. g. The city’s Kick Off to Summer Celebration is Saturday, June 13, from 11 a.m. - 2 p.m., at Becker Park. h. The Crystal Airport Open House and Fly-in is Sunday, June 21, from 8 a.m. – 3 p.m. i. Metro Transit will have a community update meeting about the Blue Line Extension project on Thursday, June 25, from 5 – 7 p.m., at the Crystal Community Center. j.
