AN ORDINANCE AMENDING THE ZONING MAP TO REZONE PROPERTY FOR
THE CITY OF CRYSTAL LOCATED AT 4141 DOUGLAS DRIVE NORTH
FROM LOW DENSITY RESIDENTIAL (R-1)
TO LOW DENSITY RESIDENTIAL (R1) – PLANNED DEVELOPMENT
THE CITY OF CRYSTAL ORDAINS:
Section 1. Legislative Findings. The City Council of the City of Crystal hereby finds and
determines as follows:
(a) The City of Crystal (“Applicant”) has requested to rezone its property at 4141
Douglas Drive North (“Property”) to the planned development overlay district
as provided in Crystal city code, subsection 510.31; and
(b) The request would rezone the Property from Low Density Residential (R-1) to
Low Density Residential Planned Development (R1-PD); and
(c) The rezoning request is to allow the Applicant to construct an addition to its
police station, which involves the consolidation of the Applicant’s parcels into
a single platted parcel and approval of a site plan; and
(d) The Planning Commission held a public hearing on the rezoning request on
October 12, 2020 and voted to forward the requested rezoning to the City
Council with a recommendation that it be approved with certain conditions;
and
(e) The City Council determines the proposed rezoning of the Property complies
with the approval criteria in Crystal city code, subsections 510.29 and 510.31,
and other applicable provisions.
Section 2. Rezoning. Subject to the conditions in Section 3 of this ordinance, the Zoning
Map of Crystal, Minnesota is hereby amended as follows:
The zoning classification of the following legally described property addressed as
4141 Douglas Drive North, currently classified as Low Density Residential (R-1),
shall henceforth be classified as Low Density Residential – Planned Development
(R1-PD):
Lot 1, Block 1, Crystal City Hall Addition, Hennepin County, Minnesota.
Section 3. Conditions. The rezoning approved herein is conditioned on compliance with the
following:
1.Site Plan. The development shall be constructed according to the site plan in
attachment E of the City Council staff report dated October 1, 2020.
2. Lot consolidation. Prior to disturbing the site, the applicant shall receive
approval by the City Council of a lot consolidation application to combine
the applicant’s four properties into one parcel and provide new easements on
the final plat document.
3.Overhead utilities. If utility lines are installed, relocated or extended, the
lines shall be buried underground. New private utilities, such as Xcel
Energy, Center Point Energy, or Comcast shall be buried underground.
4.Special provisions related to Planned Development rezoning. The rezoning
to R1-PD implements the following special provisions in place of the
standard R-1 requirements:
a)More than one principal building on the property is permitted.
b)The west side setback is reduced from 10 feet to 7 feet.
c)If an additional roadway easement or sidewalk/trail easement is
subsequently granted, declared or dedicated along an abutting public
street or road, the minimum setback shall be automatically reduced by
the width of the easement.
d)The maximum impervious surface coverage on the property is
increased from 70% to 75%.
Section 4. Zoning Map Amendment. The zoning administrator is authorized and directed to
amend the Zoning Map in accordance with this ordinance and to take any such
other actions as may be required to effectuate this rezoning.
Section 5. Effective Date. This ordinance shall not be codified into the Crystal city code and
is effective in accordance with Crystal city code, subsection 110.11.

RESOLUTION NO. 2020- 100
RESOLUTION APPROVING SUMMARY LANGUAGE
FOR PUBLICATION OF ORDINANCE NO. 2020-05
WHEREAS, the Crystal City Council adopted Ordinance No. 2020-05 “An Ordinance
Amending the Zoning Map to Rezone Property for the City of Crystal located at 4141 Douglas
Drive North from Low Density Residential (R-1) to Low Density Residential (R1) – Planned
Development” (“Ordinance”) at its meeting held on November 17, 2020; and
WHEREAS, Section 3.12 of the Crystal City Charter and Section 110.13 of the Crystal
City Code indicate that ordinances approved by the City Council will be published in summary
form and that the City Council is to approve the form of the summary.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Crystal that
the following summary language is hereby approved for publication of the Ordinance:

SUMMARY OF ORDINANCE No. 2020-05
Ordinance No. 2020-05 was approved by the city council on November 17, 2020. A printed copy
of the full text of the ordinance is available for public inspection in the office of the city clerk and is
available on the city’s website.
The ordinance relates to a request to rezone the property at 4141 Douglas Drive North from
Low Density Residential to Low Density Residential Planned Development. The
ordinance makes various legislative findings, amends the City’s zoning map, creates
conditions for the approved rezoning, and authorizes the zoning administrator to amend the
zoning map. A copy of the full ordinance is available on the City’s website.
BE IT FINALLY RESOLVED, that the City Clerk is hereby authorized and directed to do
each of the following:
1. Publish the approved summary language once in the City’s official newspaper;
2.Place a copy of this Resolution, the full text of the Ordinance, and the affidavit of publication
of the summary language in the City’s ordinance book;
3.Make the full text of the Ordinance available for public inspection in the office of the City
Clerk
during the City’s regular business hours;
4. Incorporate the text of the Ordinance into the Crystal City Code; and
5. Post the updated Crystal City Code on the City’s website.
