The council will consider approval of the agenda.
3. Consent Agenda
The council will consider the following items, which are routine and non -controversial in nature,
in a single motion:
3.1 Approval of the minutes from the following meetings:
a. The city council work session on Feb. 12, 2026.
b. The city council meeting on Feb. 17, 2026.
c. The city council work session on Feb. 17, 2026.
3.2 Approval of disbursements over $25,000 submitted by the finance department.
3.3 Approval of the list of license applications submitted by the city clerk.
3.4 Adoption of a resolution approving the purchase of a compact articulating loader for the
Public Works Department.
3.5 Approval of a CDBG Subrecipient Agreement with Hennepin County for the North Lions Park
soccer field project.
3.6 Adoption of a resolution to approve plans and specifications and authorize advertisement for
bids for the 2026 Mill and Overlay project.
3.7 Adoption of a resolution to approve plans and specifications and authorize advertisement for
bids for the 2026 Utility Reconstruction project.
4. Open Forum
(The city council appreciates hearing from citizens about items of concern and desires to set aside
time during each meeting for open forum. To provide ample opportunity for all, speaking time is
limited to three minutes and topic discussion is limited to ten minutes. The mayor may, as
presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on any
item brought before the council during open forum. The council may place items discussed
during open forum onto subsequent council meeting agendas.)

5. Regular Agenda
5.1 The council will consider the second reading of an ordinance amending the Town Center –
Planned Development rezoning for redevelopment of 7000 56th Ave. N., and a resolution
approving summary language for publication.
At its Feb. 17 meeting, the Council approved the first reading of the rezoning amendment
for the Yellow Tree Development at the former Wells Fargo site. Council action on
approving the second reading and adoption of the rezoning ordinance and the adoption of
a resolution approving the language for summary publication is requested. Recommend
approval.
5.2 The council will consider civil penalties for violation of liquor license regulations by RPSM LLC,
d/b/a Adair Liquor, located at 6001 42nd Ave. N.
Following routine liquor license compliance checks during the spring of 2025, an employee
of Adair Liquor was adjudicated for selling liquor to a minor. The City Council may now
impose civil administrative penalties against the license holder. This is the third liquor
violation for Adair Liquor. According to the City Code, the City Council may impose a
penalty of a $2,000 fine and a ten-day license suspension.
5.3 The council will consider civil penalties for violation of tobacco license regulations by RPSM
LLC, d/b/a Adair Liquor, located at 6001 42nd Ave. N.
Following routine tobacco license compliance checks during the spring of 2025, an
employee of Adair Liquor was adjudicated for selling tobacco to a minor. The City Council
may now impose civil administrative penalties against the license holder. This is the first
tobacco violation for Adair Liquor. According to the City Code in effect at the time of the
offense, the City Council may impose a penalty of a $1,000 fine and a one-day license
suspension.
5.4 The council will consider civil penalties for violation of tobacco license regulations by Market
and Tobacco, LLC, d/b/a Mini Grocery, located at 2708 Douglas Dr. N.
In October 2025, the Minnesota Department of Revenue seized contraband tobacco during
an inspection at Mini Grocery. In January 2026, staff received notice of the state violation.
The owner asserted that they are appealing the violation with the state; however, the state
has confirmed that no appeal was made by the deadline (see attached confirmation from
the state). Now, the City Council may impose civil administrative penalties against the
license holder for this violation of state law and Crystal City Code section 1105.13. This is
considered a first tobacco violation for Mini Grocery. According to the City Code, the City
Council may impose a penalty of a $1,000 fine and a one-day license suspension.
6. Council Comments and Announcements
a. The Community Iftar Dinner is Wednesday, March 4, at 6 p.m. at the Crystal Community
Center.
b. The next city council work session is Thursday, March 12 at 6:30 p.m. in the upper community
room at city hall and via Zoom.
c. West Metro Fire-Rescue District will host a food drive on Saturday, March 14, from 11 a.m. to
3 p.m. Firefighters will collect non-perishable food items and monetary donations to benefit

local food shelves. Firefighters will have vehicles at several local grocery stores. Items can also
be dropped off at West Metro Fire Station No. 3, 4251 Xylon Ave. N., in New Hope, on

d. The next city council meeting is Tuesday, March 17, at 7 p.m. in the council chambers at city
hall and via Zoom.
e. The Crystal Police Department Open House is Saturday, May 2 from 10 a.m. – 1 p.m. at 4141
Douglas Dr. N.
f. The city is accepting applications for several volunteer positions on our boards and
commissions. We have openings on the Sustainability Commission, Inclusion and Diversity
Commission, Planning Commission, Parks and Recreation Commission, Charter Commission,
Employee Review Board, and the METRO Blue Line Extension Community and Business
