Dec. 2, 2025
Pursuant to due call and notice given in the manner prescribed by Section 3.01 of the City Charter,
the Crystal City Council work session was held at 6:31 p.m. on Dec. 2, 2025, in the council chambers at
city hall, 4141 Douglas Dr. N., Crystal, MN, and via Zoom. Mayor Deshler called the meeting to order.
Attendance
The city clerk recorded the attendance for city council members and staff:
Council members present: Cummings, Deshler, Eidbo, Kamish, Kiser, Onesirosan and Budziszewski.
City staff present: City Manager A. Bell, City Attorney R. Tierney, Assistant City Manager/HR
Manager K. Therres, Recreation Director J. Elholm, Police Chief B. Hubbard, Public Works
Director/City Engineer J. Struve, Community Development Director J. Sutter and City Clerk C.
Serres.

The council and staff discussed the following agenda items:
1) Constituent issues update.
2) New business.
3) Announcements.
