Call to Order, Roll Call, and Pledge of Allegiance 2. Approval of Agenda The council will consider approval of the agenda. 3. Appearances 3.1 Chief Hubbard will recognize K-9 Leo and Officer Caleb Selin on K-9 Leo’s retirement.* 4. Consent Agenda The council will consider the following items, which are routine and non -controversial in nature, in a single motion: 4.1 Approval of the minutes from the following meetings: a. The city council work session on Dec. 2, 2025. b. The city council meeting on Dec. 2, 2025. 4.2 Approval of disbursements over $25,000 submitted by the finance department. 4.3 Approval of the list of license applications submitted by the city clerk. 4.4 Adoption of a resolution authorizing an agreement for the transfer of ownership of K-9 Leo. 4.5 Approval of commission appointments and reappointments. 4.6 Adoption of a resolution appointing Jeff Kolb as public representative to the West Metro Fire - Rescue District Board of Directors. 4.7 Approval of a labor agreement with the International Union of Operating Engineers (IUOE), Local 49 (Public Works) for 2026–2027. 4.8 Adoption of a resolution making annual elections for the city’s 2026 insurance policy. 4.9 Charitable gambling funds update. 5. Open Forum (The city council appreciates hearing from citizens about items of concern and desires to set aside time during each meeting for open forum. To provide ample opportunity for all, speaking time is Page 2 of 3 limited to three minutes and topic discussion is limited to ten minutes. The mayor may, as presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on any item brought before the council during open forum. The council may place items discussed during open forum onto subsequent council meeting agendas.) 6. Public Hearing 6.1 The Council will receive a presentation regarding Crystal’s Stormwater Pollution Prevention Plan (SWPPP). After the presentation, the Mayor will open a public hearing to receive comments on the SWPPP. 7. Regular Agenda 7.1 The council will consider first reading of an ordinance rezoning 7000 56 th Ave. N. to TC-PD for development of an apartment building. Yellow Tree Development is proposing to demolish the vacant Wells Fargo building and construct a five-story, 174-unit apartment building on the site. This would be the first new market-rate apartment building in Crystal since the mid-1980s. The building would feature units ranging from alcove to three bedrooms, and a variety of indoor and outdoor amenities. Off-street parking would include 183 spaces in an underground garage and 74 in a surface parking lot. Site access for pedestrians and vehicles would be from 56th (Bass Lake Road) and 57th Ave. N. On Dec. 8, the Planning Commission held the public hearing and unanimously recommended approval of the rezoning, including the conditions recommended by staff. Recommend approval. 7.2 The council will consider adoption of the 2025-2027 Strategic Work Plan. Over the course of this year, the staff and council have held several work sessions to discuss and develop a strategic work plan for 2025-2027. The proposed plan includes updated strategic priorities, values, and strategic initiatives that are coordinated to guide the city’s efforts for the next two years. The plan will be updated annually to reflect any desired changes as the city works towards achieving the outlined goals. Quarterly updates will be provided as progress is made. Recommend approval of the 2025-2027 Strategic Work Plan. 8. Announcements a. City offices will close at noon on Wednesday, Dec. 24, and will be closed all day on Thursday, Dec. 25 and Friday, Dec. 26 in observance of the Christmas holiday (Dec. 25 is the only paid city holiday). b. K-9 Leo’s community retirement recognition is on Tuesday, Dec. 30, from 4:30 – 6 p.m. in the upper community room at city hall. c. City offices will be closed on Thursday, Jan. 1 in observance of the New Year’s Day holiday. d. The next city council meeting is on Tuesday, Jan. 6, at 7 p.m. in the council chambers at city hall and via Zoom. e. The City Council will hold a work session on Thursday, Jan. 8 at 6:30 p.m. in the upper community room at city hall and via Zoom. f. The city is accepting applications for several volunteer positions on our boards and commissions. We have openings on the Sustainability Commission, Inclusion and Diversity Commission, Planning Commission, Parks and Recreation Commission, Charter Commission, Page 3 of 3 Employee Review Board, and on the Metro Blue Line Business Advisory Committee.
