Adjournment Crystal Parks and Recreation Advisory Commission Minutes November 5, 2025 Crystal Community Center The Parks and Recreation Advisory Commission Meeting was called to order at 7:00 pm by Commission Chair Jesse McCaffrey. Commission members in attendance: Jesse McCaffrey (Chair), Lynn Haney (Vice-Chair), Terri Schultz (Secretary), Dave Anderson, Joyce Cooper, J.D. Moore II, Sonja Roby, Deb Schaber, Angela Spores, and Kassidy Swanson. Also present were John Budziszewski from the City Council and John Elholm, Brad Fortin and Michelle Margo from the City Staff. There were no commission members absent. There was no public comment. Spores made a motion to approve the October commission meeting minutes; Moore seconded the motion. The Park and Recreation Commission meeting minutes for October were approved as written. Chairperson’s Report Chair McCaffrey did not present a report this month. Commission Business / Discussion Margo presented the Capture Crystal photo contest, an initiative inviting community members to share their passion for what makes Crystal great across four categories: People – spirit of community, Places - a landmark, something special about a park, streetscape or hidden gem, Wildlife & Nature - backyard birds to bold sunsets, and Youth - capturing the spirit of the community in any category. The commission reviewed a selection of submitted photos and held a vote to determine the winning photo in each category. The selected photographers will receive a recreation department gift certificate and will be featured in an upcoming Facebook post. Margo also shared information about the WINTERFEST event, changing from morning event to afternoon event. All activities will be indoors (including llamas). The photos with Santa will be in the gym and the Crystal VFW will be providing free hot dogs and goodies in the Crystal rooms. New in 2025 will be Lighting Up Crystal at 5pm outside the main (south) entry of the community center. Volunteers from the commission to assist with the event are welcome! She also noted that the Tri-city Santa parade begins later on the same evening. Crystal Parks and Recreation Advisory Commission Minutes – Page 2 November 5, 2025 Elholm provided an update on projects scheduled for 2026. He shared that the city council approved an agreement with WSB; to move from concept drawings to construction documents for the Forest School and Woodland Park projects. He shared final concept drawings for the two parks. The city council also approved an agreement with WSB; to develop construction documents for the south parking lot in Valley Place Park. Elholm also mentioned he met with the organizers of girls fastpitch to discuss improvements to the fastpitch field in Valley Place Park - proposed in 2027. To be suitable for this growing sport, improvements like moving the outfield fence in to 200’ will be required. Also proposed is turning the field 180 degrees so it better fits the space, and so field users are closer to restrooms and parking. The girls fastpitch organization is interested in assisting with this project. To aid in planning, WSB will complete a topographic survey of the area and public works staff will review drainage in the area in October. Planning is also underway for the soccer (rectangle) field in North Lions Park, scheduled for 2026. An agreement was put in place a year ago, but due estimated costs of the project being higher than originally expected, it was delayed until 2026. Planning for the soccer (rectangle) field has resumed again. Elholm led a discussion on the Park and Recreation Commission Bylaws. Commission members shared input on several items. Comments on changes ranged from adding words to recognize visitors to the city, removing a section on committees and correcting other language. Other areas of discussion related to improving the section on meeting structure and commission member attendance at meetings / activities. It was also suggested that reviewing other city commission bylaws may be helpful, and that some items from the ‘functional description’ document should be moved over to the bylaws document. Recreation staff will take comments received during the discussion and develop a draft bylaw amendment – to be sent out with the December meeting packet. Commission Open Forum Commission members had an opportunity to discuss items during the commission open forum. Spores shared she visited a couple destination playgrounds in neighboring cities and also visited Anoka’s Halloween decoration contest. Haney shared an aurora will be visible tonight. Commission Reports Budziszewski gave the council report. He discussed the repair of railroad tracks, ducks and honeybees being added to the domestic animal ordinance, the parking ordinance was updated, a speed study indicated 85% are at speed limit or below and that organics recycling is up. Crystal Parks and Recreation Advisory Commission Minutes – Page 3 November 5, 2025 Fortin gave a park maintenance report. He provided information and answered questions on current maintenance activities; including winterizing the pool, new aquatic center parking lot, pickleball and tennis nets coming down soon and putting holiday lights up. Margo presented the recreation program report and answered questions. She provided information on the winter brochure design and mentioned that registration starts soon. She also shared positive impact of new adult programs (Puzzle Pursuit) and the upcoming Butterball Pickleball Tournament. Elholm provided a director’s report. He shared information on staff attendance at the MRPA annual conference, shared a staff photo and answered questions. Community Reports Margo and Elholm presented Crystal Frolics to the council on October 21,2025. The presentation shared information on the history of the event and changes being proposed for 2026. Moving the Becker Park activities to a different weekend is one change being considered. Having activities at two parks at the same time is difficult to cover for staff, and in some ways pulls use away from each other. Moving the Becker Park activities to a different weekend will allow a greater focus to be had on each part of the event. Their next meeting will be on November 17 (third Monday). Haney provided the Friends of Crystal Parks Report. The Friend’s group will be meeting again on January (third Thursday). Haney made a motion to adjourn the meeting; McCaffrey seconded the motion. The Crystal City Council adopted Ordinance No. 2016-08 (“Ordinance”) on February 25,2017 to establish the Parks and Recreation Commission (“Commission”). The Commission may also be referred to as the “PRC.” The Ordinance is attached to and made part of these Bylaws and Operational Procedures (“Bylaws”). The Parks and Recreation Advisory Commission is established to promote the systematic, comprehensive development of the park facilities and recreational activities necessary for the physical, mental, emotional and moral health and well-being of the residents and visitors of the City of Crystal. 1.2 Duties. The Parks and Recreation Advisory Commission shall advise and make recommendations to the City Council in all matters pertaining to Park and Recreation facilities and programs in the City. The commission also acts as the Tree Board and shall advise and make recommendations to the City Council in all matters pertaining to Forestry programs in the City. The Commission is advisory to the City Council and its duties are set out in the Ordinance. The Commission must conduct its business in accordance with Section 305 of the Crystal City Code and other applicable laws. 1.3 Functions (may include but not limited to). A. To promote the understanding of park and recreation philosophy and events. B. To promote events and recreation activities through social media channels and word-of mouth. (from functional description) C. To adopt standard rules and by-laws as needed. D. To recommend improvement, planning and construction of facilities. E. Adopt recommendations for long-range plans. F. Recommend activity plans and standards as submitted to the Commissions by the director. G. Shall recommend various park rules and regulations to the City Council. H. Commission members are encouraged to volunteer at park and recreation programs and events. Examples include neighborhood events, community 2 events, summer festival, park facility dedications, etc. (from functional description) G. Commission members may also interpret community needs, conduct surveys, support referendums, prepare materials interpreting parks and recreation and evaluate park and recreation needs in the community. H. Commission members may establish sub committees from time to time to address specific topics and/or act as liaison to other Commissions within the City. I. May be asked to attend city council meetings and work sessions to advise and make recommendations on all matters pertaining to Park and Recreation programs in the city. (from functional description) ARTICLE II MEMBERS AND TERMS 2.1 Appointment of Members. The Parks and Recreation Advisory Commission shall consist of ten members. One member shall be appointed from each of the respective wards in the City, and six members shall be appointed from the City at large. The City Council evaluates potential members using the application and interview process established by the City Council. All members of the Advisory Commission shall be a resident of the City of Crystal and cannot be a City employee. The appointed members serve at the pleasure of the City Council, are volunteers (not City employees), and are not entitled to any compensation, but may be reimbursed for actual and necessary expenses if funds for that purpose are identified in the adopted city budget. Only members personally present at a meeting may vote, no proxies or alternate members are allowed. 2.2 Terms. Members of the Commission shall be appointed for such terms as will provide that the terms of three of the members expire in each of the first two years thereafter, and the terms of four of the members expire in the third year thereafter. ARTICLE III OFFICERS 3.1 Officers. The Commission shall elect a Chairperson and Vice-Chairperson from among its members during the January meeting each year. The Chair and Vice Chair positions rotate, and members may only serve two consecutive years as the Chair or Vice-Chair. Should the office of Chair or Vice-Chair become vacant, the Commission shall elect a successor from its membership at the next regular meeting and such election shall be for the unexpired term of said office. Officers may also delegate duties of their position to other Commissioners as deemed appropriate by the Commission. (a) Chair Responsibilities. The Chair is responsible for the following: (1) Working with staff liaisons to develop meeting agendas; 3 (2) Conducting and presiding at all meetings; (3) Ensuring the Commission conducts its activities within the stated mission and bylaws of the Commission; (4) Monitoring and ensuring the progress of the Commission; and (5) Reporting to the City Council. (b) Vice-Chair Responsibilities. The Vice-Chair is responsible for the following: (1) Performing the duties of the Chair in the absence or incapacity of the Chair. (2) Serving as chair of the tree board. (2) Performing all other duties as prescribed by the Commission. ARTICLE IV MEETINGS 4.1 Meetings. All meetings of the Commission shall be conducted in accordance with the Minnesota Open Meeting Law and City Code. This means all discussion of Commission business among a quorum of members must occur at a meeting which has been posted and is open to the public. The presence of a majority of all regular members currently appointed to the Commission shall constitute a quorum for the purpose of conducting its business and exercising its powers and for all other purposes. In the event a quorum is not reached, a smaller number of members may meet to have informal discussion; however, formal action shall not be taken and must be reserved for such time as when a quorum of the Commission is reached. A quorum of members should not discuss Commission business by email, forms of social media, telephone, or informal meetings. Commission meetings may be cancelled by the staff liaison if there are no items on the agenda for discussion. 4.2 Regular Meeting. The regular meeting of the Commission shall be held on the first Wednesday of every month at the Crystal Community Center at 7:00 pm. The Commission may, by a majority vote, change its regular meeting dates or times for any reason provided proper public notice of the change is provided. 4.3 Special Meetings. A special meeting of the Commission may be called by the Chair, two members, or by the City Council for the purpose of transacting any business designated in the meeting notice. The notice for all special meetings shall be posted in compliance with the Minnesota Open Meeting Law. The staff liaison shall notify 4 Commissioners at least three days prior to the meeting of the date, time, place and purpose of the special meeting. 4.4 Attendance. Members are expected to attend all meetings. If a member is unable to attend a meeting, they should contact the staff liaison, who will inform the Chair. Staff liaison will track attendance at each meeting. 4.5 Agenda. The agenda for regular and special meetings of the Commission shall be prepared by the staff liaison. Items to be placed on the agenda may be proposed by the Chair, a Commission member, the staff liaison, or at the request of the City Council. Residents, businesses, and other interested parties may contact the staff liaison to request that an item be placed on the agenda for consideration. All agenda topics presented by the City Council will be placed on the agenda for consideration. Agenda topics requested by other parties will be placed on an appropriate future agenda at the discretion of the staff liaison. The agenda shall be approved at each meeting prior to discussion of any items on the agenda. At the time of agenda approval, items may be removed, and the order of business may be modified by a majority vote of members present at the meeting. No item shall be added to the agenda unless deemed as urgent by the staff liaison. Prior to adjournment, members present may communicate items recommended for inclusion on future agendas. 4.6 Recordkeeping. All minutes and resolutions shall be in writing and shall be kept in accordance with applicable laws, rules, and City procedures. A city staff secretary is responsible for taking and preparing minutes during Commission meetings. (from ordinance) 4.7 Reports. Commission reports, conclusions, and recommendations shall be made from time to time to the City Council, as requested by the Council or as the Commission deems appropriate in light of the matter being considered. 4.9 Work Plan. The Commission will draft an annual work plan that details proposed activities and projected timelines for the upcoming year. The Commission shall submit the work plan to the City Council for review and approval. The Commission shall annually report to the City Council on its progress completing the items identified in the approved work plan. ARTICLE V PERFORMANCE 5.1 Performance of Duties. Commission Members are expected to adequately prepare for and attend meetings. Commission Members unable to complete an assigned task should notify Commission chair as soon as possible. The Commission staff liaison may ask the City Council to review a Commission Member’s appointment based upon their assessment of significant lack of performance. 5.2 Meeting Attendance. The City Council may remove a Commission Member who fails to attend three consecutive meetings of the Commission without being excused by the Chair or staff liaison. 5 ARTICLE VI ADVISORY 6.1 Advisory. The Commission is advisory to the City Council and to the City Manager, (and to appropriate department heads). The Commission has no other official status or independent authority other than to gather, discuss, and make recommendations to the City Council and to the City Manager, (and to appropriate department heads). ARTICLE VII AMENDMENTS AND REVISIONS 7.1 Amendments and Revisions. Commission members may present recommendations for changes and amendments. These bylaws can be altered or amended by any regular monthly Commission meeting with a majority of members present, provided that notice of proposed changes and amendments is provided to each member at least 10 business days before the meeting. The Council must review and approve any changes to, and has final authority regarding, these bylaws. Adopted on the _____ day of _____________, 20xx. CITY OF CRYSTAL ORDINANCE #2016 - 08 AN ORDINANCE ESTABLISHING THE PARIS AND RECREATION COMMISSION The City of Crystal ordains: ARTICLE I. Legislative Findings. The city council hereby finds as follows: 1.01. Pursuant to Section 2.02 of the Crystal Charter, "[t]he council may by ordinance establish boards or commissions to advise the council with respect to any municipal function or activity, to investigate any subject of interest to the city, or to perform quasi- judicial functions." 1.02. Chapter III, Section 305 of the city code also provides for the creation and operation of city commissions. 1.03. The city council had previously established the parks and recreation commission and it now desires to formally reestablish the commission in accordance with the revised procedures and requirements established in Chapter III, Section 305. ARTICLE II. Commission Established. The city council hereby establishes a commission as follows: 2.01. Establishment. The Parks and Recreation Commission ("Commission") is hereby established for the City of Crystal. 2.02. Purpose. The purpose of the Commission is to assist the city council in all matters relating to the city's parks and recreation facilities and programs. Pursuant to Section 305.05 of the city code, the Commission's role is advisory in nature. 2.03. Duties. The Commission's duties are to include, but not be limited to, promoting the systematic, comprehensive development of park facilities and recreational activities necessary for the physical, mental, emotional and moral health and well-being of the city's residents. 2.04. Members. The Commission shall be made up of ten members appointed by the city council. There shall be at least one Commission member from each of the four city Wards. The remaining six Commission members shall be appointed on an at -large basis. 2.05. Qualifications. Commission members must be residents of the city and be at least fifteen years old. 2.06. Removal. Commission members serve at the pleasure of the city council and may be removed from the Commission, with or without cause, upon a majority vote of the city council. 2.07. Terms. Commission members shall be appointed to three-year terms. There are no term limits. To help ensure continuity in the Commission's work, the terms shall be staggered. As such, terms for the first ten Commission members prescribed by this ordinance shall expire as follows: a) The terms for three of the at -large members shall expire on December 31, 2017. b) The term for the first Ward -2 representative shall expire on December 31, 2017. c) The term for the first Ward -1 representative shall expire on December 31, 2018. d) The term for the first Ward -3 representative shall expire on December 31, 2018. e) The term for the first Ward -4 representative shall expire on December 31, 2018. f) The terms for three of the at -large members shall expire on December 31, 2019. 2.08. Other Commissions. While serving on the Commission, Commission members may not also concurrently serve on the City's Environmental Quality Commission or Planning Commission. 2.09. Compensation. Commission members shall serve without compensation, but may be reimbursed for actual and necessary expenses if funds for that purpose are identified in the adopted city budget. 2.10. Liaisons. The Commission shall have both a council liaison and a staff liaison. The council liaison shall be assigned by the mayor. The staff liaison shall be assigned by the city manager. The Commission may also have a secretary, as designated in accordance with the Commission's bylaws. However, a city staff secretary is responsible for taking and preparing minutes during Commission meetings. 2.11. Operations. The Commission shall conduct itself in accordance with this ordinance, Section 305 of the city code, and all other applicable laws and ordinances. ARTICLE III. Effective Date. This ordinance is effective upon adoption and 30 days after publication. This is a special ordinance and shall not be codified in the city code. Community Center Holiday Lights Recreation and Park Maintenance crews recently worked together to hang holiday lights for the Winterfest event! The lights will add a festive feel to the community center this winter. Winter Preparation It has been a great summer for tennis and pickleball in Crystal. With cold temperatures and snow on the horizon, the nets have been taken down until next spring. Community Center Gym Lighting Lights in the community center gyms are being improved. Warranty work is being completed to bring them back to their original condition – just in time for the darkest days of the winter. Ready For Snow With the changing seasons, maintenance staff is getting ready for the snow. The public works staff prepare the large orange trucks for the roads and install plows on pickup trucks to keep the city’s park trails cleared. Our participants on the New York City trip experienced many of the city’s top attractions, including Ellis Island, the Statue of Liberty, the 9/11 Memorial Museum, Times Square, Bryant Park’s Christmas Market, Macy’s holiday windows, Rockefeller Center’s Christmas tree, and the Radio City Christmas Spectacular. This trip was sold out and continues to be popular. Winterfest & Light Up Crystal Free holiday photos, music, per formances by the Cr ystal Recreation Dancers, make-and-take crafts, and llamas! Families can grab treats from the Cr ystal VFW and spread cheer through our holiday card mailbox for ser vice members and local residents.The event wraps up with the Light Up Cr ystal at 5 PM, creating a magical moment for the entire community. BUTTERBALL PICKLEBALL TOURNAMENT The Butterball Tournament hosted by Cr ystal Pickleball, was a smashing success! With two exciting brackets—Open Age 65+ and Open Age 18+. It was a fantastic day of fun, friendly competition, and community spirit, giving our pickleball players a truly memorable experience. WE ARE HIRING!
