Aug. 14, 2025
Pursuant to due call and notice given in the manner prescribed by Section 3.01 of the City Charter,
the Crystal City Council budget work session was held at 6:33 p.m. on Aug. 14, 2025, in the upper
community room at city hall, 4141 Douglas Dr. N., Crystal, MN, and via Zoom. Mayor Deshler called the
meeting to order.
Attendance
The city manager recorded the attendance for city council and city staff:
Council members present: Onesirosan, Deshler (via Zoom), Eidbo (arrived at 6:39 p.m.),
Budziszewski, Cummings and Kiser.
Council Member Kamish was absent.
City staff present: City Manager A. Bell, Assistant City Manager/HR Manager K. Therres, Police Chief
B. Hubbard, Public Works Director/City Engineer J. Struve, Community Development Director J.
Sutter, Recreation Director J. Elholm and Assistant Finance Director J. Bursheim.

1. 2026 budget.
2. Fund balance policy.
