1. Call to Order
Pursuant to due call and notice given in the manner prescribed by Section 3.01 of the City Charter,
the regular meeting of the Crystal City Council was held on Jan. 21, 2025, at 7:01 p.m. in the council
chambers at city hall, 4141 Douglas Dr. N. in Crystal, MN and via Zoom. Mayor Deshler called the
meeting to order.
Roll Call
Mayor Deshler asked the city clerk to call the roll for elected officials. Upon roll call, the following
attendance was recorded:
Council members present: Eidbo, Kamish, Kiser, Onesirosan, Budziszewski, Cummings and Deshler.
City staff present: City Manager A. Bell, City Attorney J. Weir, Assistant City Manager K. Therres,
Recreation Director J. Elholm, West Metro Fire -Rescue District Fire Chief S. Larson, Assistant Fire Chief
J. Kunde, Police Chief S. Revering, Deputy Police Chief B. Hubbard, Public Works Director/City Engineer
J. Struve, Community Development Director J. Sutter and City Clerk Chrissy Serres.
Pledge of Allegiance
Mayor Deshler led the council and audience in the Pledge of Allegiance.
2. Approval of Agenda
The council considered approval of the agenda.
Moved by Council Member Budziszewski and seconded by Council Member Kiser to approve the
agenda.
Motion carried.
3. Consent Agenda
The council considered the following items, which are routine and non -controversial in nature, in a
single motion:
3.1 Approval of the minutes from the following meetings:
a. The city council work session on Jan. 7, 2025.
b. The city council meeting on Jan. 7, 2025.
c. The city council work session on Jan. 9, 2025.
3.2 Approval of the list of license applications submitted by the city clerk.
3.3 Adoption of Resolution No. 2025-05, accepting a donation.
3.4 Approval of Resolution No. 2025-06, approving the 2025 Council Rules.
3.5 Approval of the appointments to the City of Crystal Sustainability Commission.
3.6 Adoption of Resolution No. 2025-07, designating a municipal advisor.
3.7 Acceptance of the 2024 pay equity report.
3.8 Adoption of a resolution recognizing February 2025 as Black History Month in the City of Crystal.
3.9 Adoption of Resolution No. 2025-08, authorizing an application for a Veterans Memorial and
Commemorations Grant in Twin Oaks Park.
3.10 Adoption of the 2025 proposed legislative priorities.

Council Member Onesirosan requested item 3.8 be removed from the consent agenda and added to
the regular agenda.
Moved by Council Member Kiser and seconded by Council Member Eidbo to approve the consent
agenda as amended.
Motion carried.
4. Open Forum
The following persons addressed the council:
• Burt Orred, 6700 60th Ave. N., regarding the PUPS program.
• Rachel Braaten, 3401 Zane Ave. N., regarding the Green Steps program and 36th Avenue North.
5. Regular Agenda
The council considered a resolution recognizing February 2025 as Black History Month in the City of
Crystal (consent agenda item 3.8).
Council Member Onesirosan read the resolution in full.
Moved by Council Member Budziszewski and seconded by Council Member Kamish to adopt the
following resolution:
RESOLUTION NO. 2025 — 09
RECOGNIZING BLACK HISTORY MONTH
FEBRUARY 2025
Voting aye: Eidbo, Kamish, Kiser, Onesirosan, Budziszewski, Cummings and Deshler.
Motion carried, resolution declared adopted.
5.1 The council considered approval of disbursements of more than $25,000 submitted by the
finance department.
Moved by Council Member Eidbo and seconded by Council Member Kiser to approve the list of
disbursements of more than $25,000.
Voting aye: Eidbo, Kamish, Kiser, Onesirosan, Budziszewski, Cummings and Deshler.
Motion carried.
5.2 The council considered approval of an agreement with Tubman for domestic advocacy services.
Deputy Police Chief Brian Hubbard addressed the council.
Moved by Council Member Budziszewski and seconded by Council Member Cummings to approve
the agreement with Tubman for domestic advocacy services.
Voting aye: Eidbo, Kamish, Kiser, Onesirosan, Budziszewski, Cummings and Deshler.
Motion carried.
5.3 The council considered approval of an agreement with Access Veterinary Care.
Deputy Police Chief Brian Hubbard addressed the council.

Moved by Council Member Eidbo and seconded by Council Member Kamish to approve the
agreement with Access Veterinary Care.
Voting aye: Eidbo, Kamish, Kiser, Onesirosan, Budziszewski, Cummings and Deshler.
Motion carried.
5.4 The council considered a resolution approving the purchase of a speed/camera trailer for the
police department.
Deputy Police Chief Brian Hubbard addressed the council.
Moved by Council Member Budziszewski and seconded by Council Member Kiser to adopt the
following resolution:
RESOLUTION NO. 2025 — 10
RESOLUTION APPROVING POLICE EQUIPMENT REVOLVING FUND
EXPENDITURE FOR PURCHASE OF SPEED/CAMERA TRAILER
Voting aye: Eidbo, Kamish, Kiser, Onesirosan, Budziszewski, Cummings and Deshler.
Motion carried, resolution declared adopted.
5.5 The council considered a resolution to purchase a play area for Twin Oaks Park.
Recreation Director John Elholm addressed the council.
Moved by Council Member Onesirosan and seconded by Council Member Cummings to adopt the
following resolution:
RESOLUTION NO. 2025 — 11
RESOLUTION IN SUPPORT OF PLAY AREA REPLACEMENT
IN TWIN OAKS PARK
Voting aye: Kamish, Kiser, Onesirosan, Budziszewski, Cummings and Deshler.
Council Member Eidbo abstained from voting.
Motion carried, resolution declared adopted.
5.6 The council considered a resolution to purchase siding and steel for the Crystal Cove Aquatic
Center building.
Recreation Director John Elholm addressed the council.
Moved by Council Member Budziszewski and seconded by Council Member Kamish to adopt the
following resolution:
RESOLUTION NO. 2025 — 12
AWARD OF CONSTRUCTION CONTRACTS FOR LOBBY / SIDING
IMPROVEMENTS AT THE CRYSTAL COVE AQUATIC CENTER BUILDING
Voting aye: Eidbo, Kamish, Kiser, Onesirosan, Budziszewski, Cummings and Deshler.
Motion carried, resolution declared adopted.

The council and staff made announcements about upcoming events.

Moved by Council Member Budziszewski and seconded by Council Member Kiser to adjourn the
meeting.
