SUBJECT: Council Rules Suggested Changes

BACKGROUND:
Per the Crystal City Charter, the Council must adopt rules for governing its procedures
and order of business. These rules must be adopted annually at the second regular
business meeting of the year.
Staff has reviewed the current rules and has the following suggestions for proposed
changes to the rules.
1. 2.2 Meeting Agendas The City Manager is authorized to create the agendas for
regular and special Council meetings. The City Manager will distribute
preliminary agendas to the Council no later than the Thursday preceding before
the meeting. Agendas and informational materials for regular meetings shall be
distributed to the Council and posted on the City’s website no later than the
Friday preceding the meeting.
[Because the agenda is often still being finalized the Thursday before the
meeting, this specific deadline should be more flexible.]
2. 2.2.2. Regular Agenda Order. The regular order of the agenda is as follows:
1) Call To Order
2) Roll Call
3) Pledge of Allegiance
4) Approval of Agenda
5) Proclamations
6) Special Appearances
7) Consent Agenda
a) Council meeting minutes
b) Reading and approval of disbursements over $25,000
8) Open Forum
9) Public Hearings
10) Regular Agenda
a) Reading and approval of disbursements over $25,000
[Staff is recommending that the disbursements be moved to consent for efficiency
purposes. If there are ever any questions on specific expenditures, I am happy to
answer questions about any expense before or during the meeting, but a majority of
the expenses are items that are previously approved expenses, or recurring charges,
such as payroll taxes, water, recycling, or IT charges, etc. The intention was for
transparency, but the public reading of each expense may be unnecessary. This item
can always be pulled from consent if there are any items that merit discussion. Most
Cities do not publicly read these expenses every meeting.]

3. 2.2.6. Consent Agenda. The consent agenda is for routine and non-controversial
items. The items on the consent agenda will be considered in one motion. No
items may be placed on the consent agenda that pertain to the direct expenditure
of City funds. Any member may request that an item be removed from the
consent agenda. Such a request is not subject to debate and does not require a
vote. Items removed from the consent agenda are added to the regular agenda
before the first regular agenda item.
[This is similar to the previous suggestion. Many expenses are routine. For
efficiency, some items include direct expenditures that do not merit additional
discussion and should be able to be placed on the Consent Agenda. Again, any
Consent item can be pulled for discussion. Another approach would be to set a
dollar limit/threshold on an item or requirement that an item have been discussed
previously, such as an equipment purchase/replacement. As a reminder, the
threshold for manager purchasing authority is $25,000, which has not been
updated in a long time.]
4. 3.1.1. Standing Work Sessions. There will be a standing work session
immediately following before each regularly scheduled Council meeting. If time
needed, standing work sessions may be recessed and reconvened after the
regular Council meeting. If there are insufficient agenda items to require a
standing work session, it may be canceled at the discretion of the City Manager.
3.1.2. Additional Work Sessions. Additional work sessions are typically
scheduled prior to a regularly scheduled Council meeting, and/or on the second
Thursday of the month.
[These suggested changes are to reflect the current practice.]
5. Work Session Agendas. The City Manager is authorized to create the agenda
for work sessions.
3.2.1. Agenda Order. The regular agenda order is as follows:

2) Constituent Issues Update*

5) Announcements*
3.2.2. Constituent Issues Update. At its standing work sessions, the Council
will receive from the City Manager an update on open constituent issues. This
update will be provided in a format mutually agreed upon by the Council and the
City Manager will report any constituent issues they have received to the City
Manager.
3.2.2. Constituent Issues Update. At the second regularly scheduled standing
work session of the month, or in the event only one standing work session is
scheduled, at that work session, the City Manager will provide a general update
to the Council providing updates and information as the Council desires.

[These existing practices are currently awkward and need revision. Reporting
constituent issues is not as useful as receiving constituent issues from the
council. I would prefer to give an update on item that I believe would benefit the

RECOMMENDATION:
Staff recommends discussing these and any other desired changes to the Council
Rules for consideration and adoption at the January 21, 2025, meeting.

SUBJECT: Transportation Discussion
Summary
Over the last year, several council members have expressed interest in discussing several transportation
related issues. Most of the conversations have centered around:
• Speeding
• Stop sign vs yield sign placement
• Enforcement
A good starting point is for Public Works and the Police Department to do an overarching overview of
Crystal’s transportation system, how staff approach resident concerns, budgetary overview, and current
strategies to address speeding.
One major item that will be discussed is stop signs vs yield signs. We do want to include some information
that was originally presented to council in January 2019, the signs were replaced in the summer of 2020,
and ultimately this was brought back to council for full approval in January 2020. There was a couple of
intersections changed from the attached map based on feedback and review.
Staff are finalizing the presentation, but it will be sent out by 4pm, Tuesday, January 7. If you have specific
items you want to discuss, please email us directly at jesse.struve@crystalmn.gov and
brian.hubbard@crystalmn.gov.
This way we can be prepared to discuss specific items at the work session on Thursday, January 9.

SUBJECT: Intersection control map
Background
The City has a formal approach towards traffic-related requests. As part of the traffic control process
evaluation, some changes have been made in intersection traffic control as part of an effort to bring the
traffic control into alignment with the MnMUTCD (State Standard). This effort was based on resident
input at the 2015 Traffic Symposium supporting the review of existing traffic control in the City to see
that it follows the provisions of the MnMUTCD.
The intersection control review process is pretty straight forward, prior to the on-site inspection, traffic
counts and crash history is reviewed for the given area. Through that process intersections are identified
for potential change. Those intersections are then visited in person and sight distance/corner visibility is
checked, as well as looking for other potential issues. If no issues are observed, then the change will be
made.
Identical to the Council action in January 2019, the proposed Council action is to approve the
intersection traffic control map which is only for traffic control at intersections under City jurisdiction.
The approval will establish this map as the current baseline for the City, taking into account changes that
were made in 2019.

RESOLUTION NO. 2020 - ______
RESOLUTION ADOPTING THE CITY INTERSECTION CONTROL MAP
WHEREAS, the Crystal City Council is committed to providing and maintaining quality
infrastructure that is essential for everyday residential, commercial, industrial, and recreational
activities in the City; and
WHEREAS, traffic control for public streets, sidewalks, trails, and other public facilities
is an essential function the City provides; and
WHEREAS, the Minnesota Manual on Uniform Traffic Control Devices is the state
standard for the application of traffic control; and
WHEREAS, the City has made changes to the intersection control in the City over the
last year in following with the provisions of the Minnesota Manual on Uniform Traffic Control
Devices.
NOW, THEREFORE, BE IT RESOLVED that the City hereby adopts the City
Intersection Control Map as presented.
Adopted by the Crystal City Council this 7th day of January, 2020.
