June 5, 2024
Welcome Park
The Parks and Recreation Commission Neighborhood Meeting was called to order at 7:00 pm
by Commission Chair Jessee McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Lynn Haney (Vice-Chair), Dave
Anderson, J.D. Moore II, Terri Schultz, Kassidy Swanson, Angela Spores and Alex Popp. Also
present were Forest Eidbo (Council Liaison), John Elholm, Brian Hubbard, John Sutter, Brad
Fortin, and Scott Berggren from the City Staff.
Commission members absent: Joyce Cooper and Jennifer Zielinski
John Sutter provided information on current and upcoming city projects.
Brian Hubbard informed residents of common issues in the Welcome neighborhood and
upcoming city events.
John Elholm presented information on upcoming park projects.
Brad Fortin highlighted park maintenance and tree projects.
Scott Berggren gave an update on recreation programs and events.
A resident received a Crystal Recreation gift certificate in a drawing.
The meeting was adjourned at 7:41 pm.

June 5, 2024
Welcome Park
The Parks and Recreation Advisory Commission Meeting was called to order at 7:54 p.m. by
Commission Chair Jesse McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Lynn Haney (Vice-Chair), Dave
Anderson, Joyce Cooper (8:05), J.D. Moore II, Terri Schultz, Kassidy Swanson, Angela Spores
and Alex Popp. Also present were Forest Eidbo (Council Liaison), John Elholm, Brad Fortin, and
Scott Berggren from the City Staff.
Commission members absent: Jennifer Zielinski (Secretary)
Haney made a motion to approve the May Neighborhood minutes; Swanson seconded the
motion. The Neighborhood minutes for June were approved as written.
Swanson made a motion to approve the May Park and Recreation Commission minutes; Schultz
seconded the motion. The Park and Recreation Commission minutes for May were approved as
written.
Berggren discussed the format of the June 26 bus tour. All stops will be made at Crystal Parks,
allowing the commission to view past and upcoming project areas. The commission suggested
driving by Soo Line Park as part of the tour.
Elholm gave project and planning updates. The council has approved the removal of pool
amenities to make way for exciting new amenities, including new flume slides. The council has
directed staff to explore various options beyond reinstalling a drop slide. Demolition work is
underway at North Lions and Valley Place Parks to pave the way for new developments. At
North Lions Park, the hockey rink now features new volleyball standards, expanding its use for
various sports. Input was sought from the commission on design options for the upcoming
renovations in 2025 at Twin Oaks Park.
Eidbo gave a council update. The council is entering budget season. They will be working on
year one of a two-year budget cycle. Discussions are being held on creating a climate action
plan, allowing the city to pursue sustainability-based grant funding. The council also received a
city-wide composting proposal from Waste Management. The filing deadline for the fall
election has passed. Current Mayor Jim Adams will not seek reelection.
Fortin gave reports on park maintenance. City staff have begun demolition at North Lions and
Valley Place Park, making way for park improvements. The splash pad is up and running at
Becker Park.

Berggren gave reports on recreation programming and highlighted June's upcoming activities
and events.
Elholm gave a director’s report. The city is seeking federal funds to complete the MAC Wildlife
Boardwalk project.
Berggren gave the Crystal Frolics report.
Haney gave the Friends of Crystal Parks report. The group had a successful plant sale, raising
over $2,000.
Swanson expressed interest in having the Hennepin County Recycling Coordinator at a future
commission meeting.
Haney made a motion to adjourn the meeting; Schultz seconded the motion.
The commission adjourned the meeting at 9:16 p.m.

Below is a highlight of the projects that will be happening in
the City of Crystal. These projects will be taking place at
numerous parks and buildings throughout the city.
Crystal Cove Aquatic Center
Construction has begun at the Crystal Cove Aquatic
Center. Work includes new slides and jumping
platforms. The project will continue over the summer,
with an anticipated reopening in June of 2025.
Welcome Park Play Area
The new play area and fitness equipment that
encourages multigenerational play are now open. A
ribbon cutting ceremony was held on June 5. Hennepin
County provided a grant to help fund the project.
Valley Place Park Courts
Demolition of the old basketball and tennis courts at Valley
Place Park is complete. Construction on new courts will
begin in July. When complete, the new courts will be
combined into one fenced area.
North Lions Park Volleyball Court
A new volleyball court has been installed at North Lions
Park. The poles are located on the concrete surface hockey
rink during the summer. They will be removed for ice skating
in the winter.

Recreation Department. Occasionally we will recap some
key special events we offer.
July is Park and Recreation Month!
Celebrate the many ways cities across the country foster a
sense of belonging; by providing welcoming and inclusive
programs, essential services for all ages and abilities, and safe,
accessible spaces to build meaningful connections.
Crystal Frolics continues to evolve and includes a new disc
golf tournament at Bassett Creek and a Kick Off concert at
Saint Therese, along with old favorites from July 25 - 28!

Crystal Frolics
The July 23 trip is to the Split Rock Lighthouse on Minnesota's
North Shore.This iconic lighthouse has guided mariners through
Lake Superior's treacherous waters since 1910. Tripsters will
learn about the facinating history while there.
Join Flexi Girl for a fun story time about an INCREDIBLE
family. What’s your special skill? Are you kind? Are you
fast? Are you a great helper? This cool Super Mom is sure
to get your body moving. July 10 at Becker Park/.
