The Parks and Recreation Commission Neighborhood Meeting was called to order at 7:00 pm
by Commission Chair Jessee McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Lynn Haney (Vice-Chair), Jennifer
Zielinski (Secretary), Dave Anderson, J.D. Moore II, Terri Schultz, Kassidy Swanson, and Alex
Popp. Also present were Forest Eidbo (Council Liaison), John Elholm, Chief Revering, John
Sutter, Jesse Struve, Brad Fortin, and Stacy Chouinard from the City Staff
Commission members absent: Joyce Cooper and Angela Spores
Chief Revering informed residents of common issues in the Skyway neighborhood and
upcoming city events.
John Sutter provided information on current and upcoming city projects.
Jesse Struve reviewed construction projects in the city.
John Elholm presented information on upcoming park projects.
Brad Fortin highlighted park maintenance and tree projects.
Stacy Chouinard gave an update on recreation programs and events.
The plant sale was announced as occurring on Saturday May 18, 2024 at Becker Park. The
Friends of Crystal Parks are accepting donations & hoping to see people at the event.
A resident received a Crystal Recreation gift certificate in a drawing.
The meeting was adjourned at 7:24 pm.

The Parks and Recreation Advisory Commission Meeting was called to order at 7:35 p.m. by
Commission Chair Jesse McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Lynn Haney (Vice-Chair), Jennifer
Zielinski (Secretary), Dave Anderson, J.D. Moore II, Terri Schultz, Kassidy Swanson, and Alex
Popp. Also present were Forest Eidbo (Council Liaison), John Elholm, Brad Fortin, and Stacy
Chouinard from the City Staff
Commission members absent: Joyce Cooper and Angela Spores
Haney made a motion to approve the Tree Board Minutes, Schultz seconded the motion. The
Tree Board minutes were approved as written.
Popp made a motion to approve the April Park and Recreation Commission minutes; Swanson
seconded the motion. The Park and Recreation Commission minutes for April were approved as
written.
Commission members reviewed all submissions for the Crystal Frolics button design contest.
First, Second and Third place winners were determined.
Elholm gave project and planning updates. Community Center punch list items will be
completed in the coming weeks. Aquatic Center bids have come in and a contractor has been
approved by the city council. Bids for Valley Place and North Lions Parks have been opened and
approval of a contractor is scheduled next week. Preliminary planning is underway for
improvements at Twin Oaks Park in 2025. Grant applications are being submitted for projects
in Twin Oaks and MAC Parks.
Eidbo gave a council update. Recently Council has been working on the Aquatic Center,
diseased trees, a second reading of the Cannabis Ordinance. A Climate Planning Specialist will
be talking with the Council at an upcoming work session to get ideas on ways the city can help
the environment and the city. May is the month to file for office. There are 2 council seats up
for election and the position of Mayor.
Fortin gave reports on park maintenance. Landscape beds have been cleaned up, mulched, and
weeded. Athletic fields are up and running. Water is on at park buildings. Waiting for some doo
programming at Becker Park then the on-site bathrooms will be open. Currently hiring
seasonals and we welcome Arista our first AmeriCorps member.

Chouinard gave reports on recreation programming and highlighted the Free Seed Libraries at
North Lions Park and the Crystal Community Center.
Elholm gave the Crystal Frolics report.
Elholm gave the Friends of Crystal Parks report. The group is planning their plant sale for May
18. They need plant donations and encourage people to come and buy!
Haney made a motion to adjourn the meeting; Zielinski seconded the motion.
The commission adjourned the meeting at 8:20 p.m.
