Call to Order, Roll Call, and Pledge of Allegiance 2. Approval of Agenda The Council will consider approval of the agenda. 3. Consent Agenda The Council will consider the following items, which are routine and non-controversial in nature, in a single motion: 3.1 Approval of the minutes from the following meetings: a. The City Council work session on Oct. 3, 2023. b. The City Council meeting on Oct. 3, 2023. 3.2 Approval of the list of license applications submitted by the city clerk to the City Council, a list that is on file in the office of the city clerk. 3.3 Adoption of a resolution accepting the Towards Zero Death (TZD) grant funding. 3.4 Adoption of a resolution authorizing an application to the Hennepin Youth Activities Grants program. 3.5 Adoption of the 2024 fee schedule. 4. Open Forum The City Council appreciates hearing from citizens about items of concern and desires to set aside time during each meeting for Open Forum. To provide ample opportunity for all, speaking time is limited to three minutes and topic discussion is limited to 10 minutes. The Mayor may, as presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on any item brought before the Council during Open Forum. The Council may place items discussed during Open Forum onto subsequent council meeting agendas. Page 2 of 3 5. Public Hearing 5.1 The Mayor will open a public hearing to receive comment, and the Council will consider a resolution approving the assessment roll for the 2023 delinquent accounts. Each year, the city notifies property owners of unpaid charges for city services received over the previous year (utility bills, nuisance abatements, administrative fines, etc.). In August, the Council set Oct. 17 as the time for the public hearing to receive comments on the outstanding charges. After holding the public hearing and entering into the record any objections received, recommend the Council adopt the resolution approving the assessment roll for the 2023 delinquent accounts. 6. Regular Agenda 6.1 The Council will consider approval of disbursements of more than $25,000 submitted by the finance department to the City Council, a list that is on file in the office of the finance department. Recommend approval of disbursements over $25,000. 6.2 The Council will consider a resolution approving a Conditional Use Permit (CUP) for the conversion of an existing office building at 7000 57th Ave. N. into a childcare center. New Horizon Academy plans to substantially renovate the existing office building and convert it to a child daycare center. The proposal meets all requirements of the city code and the Planning Commission recommended approval of the CUP on Oct. 9. Council approval of the resolution is requested. 6.3 The Council will consider the first reading of an ordinance amending the Unified Development Code (UDC). The Planning Commission recommended approval of the proposed ordinance on Oct. 9 except for the definition of Gross Density and the rezoning of 3443 Douglas Dr. N. Staff has removed those two items from the proposed ordinance. Council approval of the first reading is requested. 6.4 The Council will consider a labor agreement and a Memorandum of Understanding (MOU) with the International Union of Operating Engineers (IUOE), Local 49 (Public Works) for 2024- 2025. Earlier this year, staff and the city’s labor attorney met multiple times with the Local 49 Union representatives. A settlement has been approved with Local 49 for 2024-2025. We successfully negotiated a two-year contract matching the 2023 wage and insurance adjustments for both police unions last year and a market rate adjustment to keep our public works employees competitive in our immediate market. The next two years match the general wage adjustment (COLA) of 3.25% and include annual re-openers for insurance. The contract is consistent with the updated compensation program approved by the Council in 2022. Recommend approval of the Labor Agreement and MOU with a re-opener for health insurance contributions for 2025 for the International Union of Operating Engineers, Local 49 for 2024-2025. Page 3 of 3 6.5 The Council will consider a Memorandum of Understanding (MOU) with the LELS, Local 44 (Police Officers) for the 2024 insurance contribution. Last year, the City Council approved an agreement with Law Enforcement Labor Services, Local 44 (police officers) that addressed 2023, 2024, and 2025 wages and 2023 health insurance contributions and included a re-opener for 2024 health insurance contributions. Staff has met with representatives of Local 44 and negotiated a settlement for the 2024 health insurance contributions. Recommend approval of the 2024 health insurance contributions for Law Enforcement Labor Services, Local 44. 6.6 The Council will consider a 2024 wage adjustment and insurance contribution for non- represented employees. The City Council has a longstanding policy of maintaining equity across all employee groups for annual wage adjustments and health insurance premiums. Last year, the City Council approved an agreement with Law Enforcement Labor Services, Local 44 (police officers) that addressed 2023, 2024, and 2025 wages and 2023 health insurance contributions and included a re-opener for 2024 health insurance contributions. Recommend approval of the same 2024 wage adjustment (3.25%) and 2024 health insurance contributions (in the previous agenda item) for non-represented employees. 7. Announcements a. October is Domestic Violence Awareness Month. The Crystal Police Building will display purple lighting from Oct. 1 – 31 to support domestic violence awareness. The City of Crystal strongly encourages everyone to break the silence on domestic violence and view the purple lights in October as an encouraging message of help, hope, and healing. If you, or someone you know, has been the victim of domestic violence, call 9-1-1. Resources are available through Crystal Police or Tubman. Contact the police department for additional information. b. The next City Council meeting is Tuesday, Nov. 7 at 7 p.m. in the Council Chambers at City Hall and via Zoom. c.
