1. Call to Order, Roll Call and Pledge of Allegiance
2. Approval of Agenda
The Council will consider approval of the agenda.
3. Proclamations
3.1 The Mayor will proclaim July 4, 2023, as Independence Day in the City of Crystal.
3.2 The Mayor will proclaim July 2023 as Park and Recreation Month in the City of Crystal.
4. Consent Agenda
The Council will consider the following items, which are routine and non-controversial in nature,
in a single motion:
4.1 Approval of the minutes from the following meetings:
a. The City Council work session on June 6, 2023.
b. The City Council meeting on June 6, 2023.
4.2 Approval of the list of license applications submitted by the city clerk to the City Council, a
list that is on file in the office of the city clerk.
4.3 Adoption of a resolution approving an off-site lawful gambling permit for Crystal Frolics at
Welcome Park from July 27 – 30, 2023, submitted by the West Metro Fire-Rescue District
Firefighters Relief Association.
4.4 Acceptance of Patrick Curme’s resignation from the Inclusion and Diversity Commission.*
4.5 Acceptance of Walker Nyenhuis’ resignation from the Environmental Quality Commission.*
5. Open Forum
The City Council appreciates hearing from citizens about items of concern and desires to set aside
time during each meeting for Open Forum. To provide ample opportunity for all, speaking time is
limited to three minutes and topic discussion is limited to 10 minutes. The Mayor may, as presiding
officer, extend the total time allowed for a topic. By rule, no action may be taken on any item
brought before the Council during Open Forum. The Council may place items discussed during
Open Forum onto subsequent council meeting agendas.

6. Regular Agenda
6.1 The Council will consider approval of disbursements over $25,000 submitted by the finance
department to the City Council, a list that is on file in the office of the finance department.
Recommend approval of disbursements over $25,000.
7. Announcements
a. There will be a ribbon cutting at 4 p.m. on Thursday, June 22 to celebrate the opening of
Odam Medical at 6014 Lakeland Ave. N.
b. There will be a community open house about the Bass Lake Road Station Area Plan update
from 5-7 p.m. on Thursday, June 22 at the Crystal Community Center.
c. City offices are closed Monday, July 3 and Tuesday, July 4 in observance of the Independence
Day holiday.
d. The City Council will hold a work session on Thursday, July 13, 2023, at 6:30 p.m. in the
Council Chambers at City Hall and via Zoom.
e. There will be a ribbon cutting at 2 p.m. on Sunday, July 16 to celebrate the opening of the
Crystal Women’s Clinic (formerly the Robbinsdale Women’s Center) at 5640 West Broadway.
f. The next City Council meeting is Tuesday, July 18 at 7 p.m. in the Council Chambers at City Hall
and via Zoom.
g. Crystal Frolics is July 27 – 30. A schedule of activities and events is available at
www.crystalfrolics.org.
h. City Council meetings and work sessions are open to the public. Current and previous
meetings are available for viewing and listening at www.crystalmn.gov.
