The Parks and Recreation Commission Neighborhood Meeting was called to order at 7:05 pm
by Commission Chair Tony Sumnicht.
Commission members in attendance: Tony Sumnicht (Chair), Jesse McCaffrey (Vice-Chair),
Jennifer Zielinski (Secretary), Shaz Ahmadi, Dave Anderson, and Joyce Cooper. Also present
were; Adam Bell, John Elholm, John Sutter, Chief Revering, Brad Fortin, and Scott Berggren from
the City Staff and Taji Onesirosan and David Cummings from the city council.
Commission members absent: Lynn Haney.
Park and Recreation Commission members and City staff made introductions.
Mr. Sumnicht presented awards to the 2023 Crystal Frolics Button Contest Winners.
John Sutter provided information on current and upcoming city projects.
Adam Bell discussed the current business in the city, including the bi-annual budget.
Chief Revering informed residents of how the department is supporting the community.
John Elholm presented information on upcoming park projects.
Brad Fortin highlighted recent and upcoming park maintenance activities.
Scott Berggren gave an update on programs and events in the Recreation Department.
A resident received a Crystal Community Center activity gift certificate in a drawing.
The meeting was adjourned at 7:35 pm.

June 7, 2023

The Parks and Recreation Advisory Commission Meeting was called to order at 7:42 p.m. by
Commission Chair Tony Sumnicht.
Commission members in attendance: Tony Sumnicht (Chair), Jesse McCaffrey (Vice-Chair),
Jennifer Zielinski (Secretary), Shaz Ahmadi, Dave Anderson, and Joyce Cooper. Also present
were; John Elholm, Brad Fortin, and Scott Berggren from the City Staff.
Commission members absent: Lynn Haney.
There was no public comment.
Ms. Zielinski made a motion to approve the May Neighborhood minutes; Mr. Anderson
seconded the motion. The Neighborhood minutes for May were approved as written.
Mr. McCaffrey made a motion to approve the May Park and Recreation Commission minutes;
Ms. Zielinski seconded the motion. The Park and Recreation Commission minutes for May were
approved as written.
Mr. Sumnicht gave the chairperson’s report. He shared that the Frolics committee will have a
meeting on June 26.
Mr. Berggren discussed the format of the June 21 bus tour. Key destinations will include parks
outside of Crystal with 4-season community buildings and larger picnic shelters in preparation
for these types of facilities being added in Crystal.
Mr. Elholm gave an update on park projects. During the commission meeting, mockups of two
signs intended for display at the new dog park were presented. The commission liked the layout
and design of the signs, along with the wording in the mockups. The bridge has been installed
at Bassett Creek Park, while the disc golf course will have baskets and tee pads installed in July.
The new dog park has seen the successful installation of trails and bench pads. Developments
have taken place in two neighborhood parks. At Crystal Highlands Park, progress includes
pouring a concrete pad for the shelter. At Broadway Park, changes included removing the play
area and other site preparation activities. The Crystal Cove Aquatic Center received approval for
$2.3 million through state legislation. This funding, combined with funds from the city, will
address the leaking deep end (original structure) of the pool.
Commission member Jesse McCaffrey presented on the importance of multigenerational
recreation during the open forum, which was followed by discussion.
There was no City Council report.

Mr. Fortin gave reports for park maintenance and Mr. Berggren for recreation programming.
Mr. Elholm gave the Director’s report. Staff has been working on the bi-annual budget, and
minimal changes are expected as the entire two-year budget was submitted last year. The
partnership between the city and Fair School in Crystal remains strong following soccer field
installation. Mr. Elholm was recently invited to participate in a panel at the school to help
select their ideal student.
Mr. Sumnicht gave a Crystal Frolics report. The Crystal Frolics Committee is seeking volunteers
to help with the event.
Mr. Elholm gave the Friends of Crystal Parks report. They made around $2,000 during their
plant sale on May 20.
Mr. McCaffrey made a motion to adjourn the meeting; Ms. Zielinski seconded the motion.
The commission adjourned the meeting at 8:35 pm.
