1. Call to Order, Roll Call and Pledge of Allegiance
2. Approval of Agenda
The Council will consider approval of the agenda.
3. Proclamations
3.1 Mayor Adams will proclaim May 3, 2023, as Arbor Day in the City of Crystal.
3.2 Mayor Adams will proclaim May 4, 2023, as National Day of Prayer in the City of Crystal.
3.3 Mayor Adams will proclaim May 14 – 20, 2023, as Police Week in the City of Crystal.
4. Consent Agenda
The Council will consider the following items, which are routine and non-controversial in nature,
in a single motion:
4.1 Approval of the minutes from the following meetings:
a. The City Council work session on April 13, 2023.
b. The City Council meeting on April 18, 2023.
c. The City Council work session on April 18, 2023.
4.2 Approval of the list of license applications submitted by the city clerk to the City Council, a
list that is on file in the office of the city clerk.
4.3 Acceptance of Walker MacBeath’s resignation from the Employee Review Board.
5. Open Forum
The City Council appreciates hearing from citizens about items of concern and desires to set aside
time during each meeting for Open Forum. To provide ample opportunity for all, speaking time is
limited to three minutes and topic discussion is limited to 10 minutes. The Mayor may, as presiding
officer, extend the total time allowed for a topic. By rule, no action may be taken on any item
brought before the Council during Open Forum. The Council may place items discussed during
Open Forum onto subsequent council meeting agendas.
6. Public Hearing
6.1 The Mayor will open a public hearing to receive comment, and the Council will consider a
resolution vacating easements at 3401 and 3415 Douglas Dr. N.

The Council will hold a public hearing to consider vacating the easements at 3401 and 3415
Douglas Dr. N., as part of the subdivision plat of that property (Regular Agenda item
#7.2(c)). Recommend approval of the vacation, contingent upon the subdivision plat being
approved.
7. Regular Agenda
7.1 The Council will consider approval of disbursements over $25,000 submitted by the finance
department to the City Council, a list that is on file in the office of the finance department.
Recommend approval of disbursements over $25,000.
7.2 The Council will consider the following items related to an eight-unit townhome
development at 3401-3415 Douglas Dr. N.:
Hampton Companies has requested rezoning of 3401 and 3415 Douglas Dr. N. from R2 to
R2-PD, together with a subdivision application, to allow an eight-unit townhome
development. Staff recommends the following Council actions:
a. The second reading and adoption of an ordinance rezoning 3401 and 3415 Douglas Dr. N.
to R2-PD.
At its April 18 meeting, the City Council approved the first reading of the ordinance
rezoning 3401 and 3415 from R2 to R2-PD and adopted a resolution approving the
preliminary plat of Hampton Addition. Staff recommends approval of second and final
reading adopting the rezoning ordinance.
b. Adoption of a resolution approving summary language of rezoning for publication.
Upon final adoption of the ordinance, staff recommends adoption of the resolution
approving summary publication (4/5 affirmative vote required).
c. Adoption of a resolution approving the final plat of Hampton Addition.
At its April 18 meeting, the City Council approved the preliminary plat of Hampton
Addition. Staff recommends adoption of the resolution approving the final plat.
7.3 The Council will consider the first reading of an ordinance amending City Code Section 425
regarding rental licensing of state-licensed facilities.
Due to recent legislative changes regarding state-licensed assisted-living facilities and the
discussion at the April 18 Council work session, staff has prepared the attached ordinance
amendment. The proposed amendment would eliminate the current exemption for state-
licensed facilities and revert to requiring rental licenses and inspections of such facilities as
it did prior to November 2016. Staff recommends adoption of the resolution approving first
reading of the attached ordinance amending Crystal City Code to remove the rental license
exemption for state-licensed residential facilities. If first reading is approved, the second
reading and adoption would be placed on the May 16 Council agenda.

8. Announcements
a. The Parks and Recreation Commission will host the annual Arbor Day celebration and park
clean-up on Wednesday, May 3, from 6 – 7 p.m., at Winnetka Hills Park, 8617 31st Ave. N.
b. The Crystal Charter Commission and the Parks and Recreation Commission both experienced
additional vacancies in April. As a reminder, if residents are interested in serving on any of the
city’s commissions, please inquire at City Hall.
c. The next City Council meeting is Tuesday, May 16 at 7 p.m. in the Council Chambers at City
Hall and via Zoom.
d. To accommodate Crystal residents practicing No Mow May which provides habitat and
nutrition for early-season pollinators, the city waits until June 1 to begin long grass
enforcement.
e. City Council meetings and work sessions are open to the public. Current and previous
meetings are available for viewing and listening at www.crystalmn.gov.
