Call to Order, Roll Call and Pledge of Allegiance 2. Approval of Agenda The Council will consider approval of the agenda. 3. Appearances 3.1 The City will share a presentation for the 2023 Neighbors Recognizing Neighbors Awards. 4. Council Vacancy Appointment 4.1 The Council will consider appointing Taji Onesirosan as council member representing Section 1 for a term ending December 31, 2024. 4.2 Oath of Office The city clerk will administer the oath of office to newly appointed Section 1 Council Member __________________.* 5. Consent Agenda The Council will consider the following items, which are routine and non-controversial in nature, in a single motion: 5.1 Approval of the minutes from the following meetings: a. The City Council regular work session on April 4, 2023. b. The City Council regular meeting on April 4, 2023. 5.2 Approval of the list of license applications submitted by the city clerk to the City Council, a list that is on file in the office of the city clerk. 5.3 Approval of the appointment of Olivia Wertheimer to the Environmental Quality Commission for a term to expire Dec. 31, 2025. 6. Open Forum The City Council appreciates hearing from citizens about items of concern and desires to set aside time during each meeting for Open Forum. To provide ample opportunity for all, speaking time is limited to three minutes and topic discussion is limited to 10 minutes. The Mayor may, as presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on any item Page 2 of 3 brought before the Council during Open Forum. The Council may place items discussed during Open Forum onto subsequent council meeting agendas. 7. Regular Agenda 7.1 The Council will consider approval of disbursements over $25,000 submitted by the finance department to the City Council, a list that is on file in the office of the finance department. Recommend approval of disbursements over $25,000. 7.2 The Council will consider the first reading of an ordinance rezoning 3401 and 3415 Douglas Dr to R2-PD and consider approval of a resolution approving the preliminary plat of Hampton Addition. Hampton Companies has requested rezoning of 3401 and 3415 Douglas Drive North from R2 to R2-PD, together with a subdivision application, to allow an eight-unit townhome development. At its April 10 meeting the Planning Commission held the public hearing and recommended approval of the requested rezoning and subdivision. Staff recommends the following Council actions: (a) Approve first reading of the ordinance rezoning 3401 and 3415 from R2 to R2-PD. (b) Adopt the resolution approving the Preliminary Plat of Hampton Addition. 7.3 Consider the first reading of an ordinance amending the Unified Development Code to allow 10’ high electric fences. Amarok LLC has requested a Unified Development Code text amendment to allow 10’ tall electric fences in Crystal. At its April 10 meeting the Planning Commission held the public hearing and recommended denial. Staff recommends that the Council not approve first reading of the ordinance and instead adopt the resolution prepared by the City Attorney for denial of the requested text amendment. 7.4 The Council will consider a resolution authorizing an agreement for construction of concrete walkways, shelter footings, bituminous pavement, play area curb and related items in Broadway Park. The parks capital fund includes funds for concrete work related to the recently approved improvements at Broadway Park. Recommend adoption of the resolution approving the proposed concrete work at Broadway Park as proposed. 7.5 The Council will consider a resolution authorizing an agreement for construction of concrete walkways, shelter footings, play area curb, bituminous pavement and related items in Crystal Highlands Park and Welcome Park. The parks capital fund includes funds for concrete work related to the recently approved improvements at Crystal Highlands Park and Welcome Park respectively. Recommend adoption of the resolution approving the proposed concrete work at Crystal Highlands Park and Welcome Park as proposed. Page 3 of 3 8. Announcements a. Metropolitan Airports Commission will hold a series of meetings at the Crystal Community Center on Wednesday, April 19 regarding a proposed Crystal Airport Zoning Ordinance. There will be an open house from 4:30-5:30 p.m., a presentation at 5:30 p.m. and a public hearing at 6 p.m. b. The next City Council meeting is Tuesday, May 2 at 7 p.m. in the Council Chambers at City Hall and via Zoom. c. The Parks and Recreation Commission will host the annual Arbor Day celebration and park clean-up on Wednesday, May 3, from 6 – 7 p.m., at Winnetka Hills Park, 8617 31st Ave. N. d. To accommodate Crystal residents practicing No Mow May which provides habitat and nutrition for early-season pollinators, the city waits until June 1 to begin long grass enforcement. e.
