At its last meeting, the Charter Commission recommended the City Council consider limiting access to tobacco products. This recommendation will go to the City Council at its November 14 work session, after the City Council interviews commission candidates, probably around 8:00 p.m. Attached is the Commission's memo to the City Council. Also attached is the agenda for the work session. City Attorney Troy Gilchrist will be at the work session as well. As always, please let me know if you have questions. Anne Crystal Charter Commission Memorandum DATE: October 28, 2019 TO: Mayor and City Council FROM: Crystal Charter Commission SUBJECT: Tobacco Access At its October 3, 2019 meeting, the Charter Commission expressed concerns about youth access to tobacco products, including vaping materials, based on recent news stories regarding potential effects of vaping apparently leading to hospitalizations and even death. After discussing the issue, the Charter Commission unanimously recommended that the City Council: Consider changing the City Code to limit access to tobacco products to individuals over 21 years of age; and - Consider changing the City Code to require restricted access (such as behind the counter) of tobacco products by tobacco retailers so a customer has to request a clerk access these products. The Charter Commission is not proposing specific language for City Code amendments and is instead communicating a request that the City Council consider this public health issue affecting those under the age of 21 within the city. Draft minutes of the October 3rd Charter Commission meeting are attached. Members of the Charter Commission have requested time with the City Council at a work session to discuss the Charter Commission's recommendations in an effort to advance open communications between the Charter Commission and City Council.
