02.19.87 Correspondence with Chief Judge Regarding Charter Commission AppointmentsFebruary 19, 1987 The Honorable Robert A. Forsythe Chief Judge Hennepin County District Court Government Center - C-751 300 South 6th Street Minneapolis, Minnesota 55487 Dear Judge Forsythe: I have been directed by the City Council of the City of Crystal, Minnesota, to request you to make appointments to the Crystal Charter Commission pursuant to Minnesota Statutes, Section 410.05, Subdivisions 2 and 3. A certified copy of the Council action of February 3, 1987 in this regard and a certified list of qualified voters of the City as eligible nominees for your consideration are enclosed. The City operates under a home rule charter adopted August 23, 1960, which had been framed by a duly appointed Charter Commission. Since the adoption of the Charter, however, the Charter Commission has not met, and no new appointments to it have been made. Our City Attorney has advised us that technically the Commission still exists and that a practical approach to the matter is to notify you pursuant to Section 410.05, Subdivision 2, that vacancies exist and request that appointments to fill those vacancies be made. Together with the letter, I received a copy of the minutes of the meeting of the city council on February 3, together with a list of suggested appointees to the Charter Commission. In making these appointments, I follow a policy of requesting that interested parties write to me indicating their willingness to serve if appointed and also supplying me with whatever background material they wish to submit. I am interested in appointing people who have a background of interest in the city in which they serve. I am interested in what civic activities they may have engaged in. I will also honor additional suggestions from citizens of Crystal who believe that they have someone who would be qualified and who would like to serve. This submission was made by a council person. In some cases they contacted the person before the submission and in other cases they did not. In turn, the Council directed me to submit that list to the Chief Judge of the District Court. As you can see from the enclosed letter, he acknowledged receipt of my letter and layed out his policy for making those appointments. Please respond to his request in the third paragraph of the letter. It may be easier if you make that written response to me; we will collect them all and send them to him in one packet.
