22-08 Approved Neighborhood MinutesCrystal Parks and Recreation Advisory Commission - Neighborhood Meeting Minutes August 3, 2022 Broadway Park The Parks and Recreation Commission Neighborhood Meeting was called to order at 7:02 pm by Commission Chair Jesse McCaffrey. Commission members in attendance: Jesse McCaffrey (Chair), Tony Sumnicht (Vice-Chair), Dave Anderson, Forest Eidbo, Lynn Haney, Taji Onesirosan and Jennifer Zielinski. Also present were David Cummings, Council Liaison; Anne Norris, John Sutter, Chief Revering; Brad Fortin and Scott Berggren from the City Staff. Commission members absent: Shaz Ahmadi, Joyce Cooper and Erin Kolb Guests: Kelly Grissman from Three Rivers Park district. Introductions were made by Park and Recreation Commission members and City staff. Ms. Grissman from Three Rivers Park District gave a brief presentation on the CP Regional Trail. Mr. John Sutter provided information on current and upcoming city projects. Ms. Anne Norris reviewed city construction projects and other city businesses. Chief Revering informed residents on police-related matters. Mr. Fortin presented information on upcoming park projects and highlighted recent and forthcoming park maintenance activities. Mr. Berggren gave an update on programs and events in the Recreation Department. He highlighted current and upcoming activities. A resident received a Crystal Community Center activity gift certificate in a drawing. The meeting was adjourned at 7:29 pm. Commission members in attendance: Jesse McCaffrey (Chair), Tony Sumnicht (Vice-Chair), Dave Anderson, Forest Eidbo, Lynn Haney, Taji Onesirosan and Jennifer Zielinski. Also present were David Cummings, Council Liaison; Anne Norris, Brad Fortin and Scott Berggren from the City Staff. Commission members absent: Shaz Ahmadi, Joyce Cooper and Erin Kolb There was no public comment. Ms. Haney made a motion to approve the July Neighborhood minutes; Mr. Eidbo seconded the motion. The Neighborhood minutes for July were approved as written. Mr. Eidbo made a motion to approve the July Park and Recreation Commission minutes; Ms. Haney seconded the motion. The Park and Recreation Commission minutes for July were approved as written. Mr. McCaffrey gave the Chairperson’s report. He gave positive feedback regarding the Crystal Frolics. Mr. McCaffrey encouraged commission members to keep bringing their passion to meetings. He would like to add a standing item on the agenda to provide an open space for commission members to bring up interests and concerns. The commission unanimously agreed that this should be a separate item on the agenda. Mr. McCaffrey introduced new commission member Jennifer Zielinski. Mr. Berggren and Mr. Fortin discussed the concept for the self-guided disc golf tours the commission was interested in. An online survey was created to gather feedback. City staff is waiting on a design proposal from a local designer for the course at Bassett Creek Park. Mr. Berggren and Mr. Fortin discussed different types of park signage going out into the park. Bilingual signs will be added near picnic shelters, and etiquette and directional signage will be created for the courts at Becker Park. It was mentioned that the DNR has gone to pictograms on rule signs, which can be more universally recognized. Input is being gathered for the new play area at Welcome Park. City staff began gathering feedback at the Crystal Frolics. A commission member suggested that Welcome Park be updated after the 2023 Crystal Frolics. The City is also working with WSB to begin master planning efforts for Grogan Park. Mr. Cummings presented the City Council report. The City Council has been spending much time on the biannual city budget. A search firm has been hired to find candidates to become Crystal City Manager after Anne Norris retires in the fall. The council put a 1-year moratorium on the sales of THC edibles. Mr. Fortin gave reports for park maintenance, and Mr. Berggren for recreation programming. There was no Director’s Report. Ms. Haney gave a Crystal Frolics report. Mr. Sumnicht did a great job writing the clues for the Crystal Ball search. Overall the participating organizations were pleased with how the event went in 2022. One recommendation for future years would be to provide an accessible bus if shuttles continue to be utilized. There was no Friends of Crystal Parks Report.
