Crystal Highlands Park
The Parks and Recreation Commission Neighborhood Meeting was called to order at 7:01 pm
by Commission Chair Jesse McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Tony Sumnicht (Vice-Chair), Shaz
Ahmadi (Secretary), Dave Anderson, Joyce Cooper, Forest Eidbo, Lynn Haney, Erin Kolb and Taji
Onesirosan. Also present were Anne Norris, John Elholm; John Sutter, Deputy Chief Hubbard;
Brad Fortin and Scott Berggren from the City Staff.
Introductions were made by Park and Recreation Commission members and City staff.
Mr. John Sutter provided information on current and upcoming city projects.
Ms. Anne Norris reviewed city construction projects and other city businesses.
Deputy Chief Hubbard informed residents on police related matters.
Mr. John Elholm presented information on upcoming park projects.
Mr. Brad Fortin highlighted recent and upcoming park maintenance activities.
Mr. Berggren gave an update on programs and events in the Recreation Department. He
highlighted current and upcoming activities.
A resident received a Crystal Community Center activity gift certificate in a drawing.
The meeting was adjourned at 7:58 pm.

Crystal Highlands Park
The Parks and Recreation Advisory Commission Meeting was called to order at
8:00 pm by Commission Chair Jesse McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Tony Sumnicht (Vice-Chair), Shaz
Ahmadi (Secretary), Dave Anderson, Joyce Cooper, Forest Eidbo, Lynn Haney, Erin Kolb and Taji
Onesirosan. Also present were Anne Norris, John Elholm; Brad Fortin and Scott Berggren from
the City Staff.
There was no public comment.
Ms. Haney made a motion to approve the June Neighborhood minutes; Mr. Sumnicht seconded
the motion. The Neighborhood minutes for June were approved as written.

Mr. McCaffrey gave the Chairperson’s report. He enjoyed the format of the park tour held in
mid-June. Mr. McCaffrey also commented on his volunteer experience at the Young Mudder
event hosted by the Recreation department. He enjoyed seeing all the participants and could
sense they felt valued participating in the event.
Mr. Elholm discussed the upcoming work session on July 14. There will be a discussion on the
Crystal Cove Aquatic Center. There will also be a follow-up on the Bassett Creek Park prairie.
Mr. McCaffrey made a motion, “to recommend the prairie restoration project in Bassett Creek
Park move forward”; Mr. Eidbo seconded the motion.
After discussion, Mr. Eidbo made a motion to amend the original motion, by adding, “provided
proper chemical use signage is used”; Mr. Sumnicht seconded the motion. A vote was taken on
the amendment, which was unanimously approved.

Mr. Elholm led the commission in a discussion self-guided commission tours of local disc golf
courses; to help gather information for the course at Bassett Creek Park. Recreation staff will
create a feedback form for commission members to complete after their visits. Initial feedback
will be reviewed during the September commission meeting.
Mr. Elholm gave an update on park projects within the City. Commission members like adding
an adult fitness pod to Welcome Park’s new play area design. Quotes are being sought for the
Bassett Creek dog park project. The goal is to establish grass seed on the dog park site this fall,
opening the park for public use in 2023.
There was no City Council report.
Mr. Fortin gave reports for park maintenance and Mr. Berggren for recreation programming.
Mr. Elholm reported that the Recreation Department had translated publications and rules
signs into Spanish. He also reminded the Commission of the joint CP Regional Trail discussion on
June 13. The meeting will include the Parks and Recreation Commission, the Planning
Commission and the Three Rivers Park District.
Ms. Haney gave a Crystal Frolics report. Planning for Crystal Frolics at Becker & Welcome Park
is well underway. Members of the commission volunteered to help with the Family Festival on
July 30.
Mr. Elholm gave the Friends of Crystal Parks Report. They will begin planning for Cheers to
Crystal starting in the fall.
Mr. McCaffrey made a motion to adjourn the meeting; Mr. Eidbo seconded the motion.
The meeting was adjourned at 9:12 pm.
