July 6, 2022
Crystal Highlands Park
The Parks and Recreation Commission Neighborhood Meeting was called to order at 7:01 pm
by Commission Chair Jesse McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Tony Sumnicht (Vice-Chair), Shaz
Ahmadi (Secretary), Dave Anderson, Joyce Cooper, Forest Eidbo, Lynn Haney, Erin Kolb and Taji
Onesirosan. Also present were Anne Norris, John Elholm; John Sutter, Deputy Chief Hubbard;
Brad Fortin and Scott Berggren from the City Staff.
Introductions were made by Park and Recreation Commission members and City staff.
Mr. John Sutter provided information on current and upcoming city projects.
Ms. Anne Norris reviewed city construction projects and other city businesses.
Deputy Chief Hubbard provided information on police related matters.
Mr. John Elholm presented information on upcoming park projects.
Mr. Brad Fortin highlighted recent and upcoming park maintenance activities.
Mr. Scott Berggren gave an update on programs and events in the Recreation Department. He
highlighted current and upcoming activities.
A resident received a Crystal Community Center activity gift certificate in a drawing.
The meeting was adjourned at 7:58 pm.

Crystal Parks and Recreation Advisory Commission Minutes
July 6, 2022
Crystal Highlands Park
The Parks and Recreation Advisory Commission Meeting was called to order at
8:00 pm by Commission Chair Jesse McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Tony Sumnicht (Vice-Chair), Shaz
Ahmadi (Secretary), Dave Anderson, Joyce Cooper, Forest Eidbo, Lynn Haney, Erin Kolb and Taji
Onesirosan. Also present were Anne Norris, John Elholm; Brad Fortin and Scott Berggren from
the City Staff.
There was no public comment.
Ms. Haney made a motion to approve the June Neighborhood minutes; Mr. Sumnicht seconded
the motion. The Neighborhood minutes for June were approved as written.
Ms. Haney made a motion to approve the June Park and Recreation Commission minutes; Mr.
Sumnicht seconded the motion. The Park and Recreation Commission minutes for June were
approved as written.
Mr. McCaffrey gave the Chairperson’s report. He enjoyed the format of the park tour held in
mid-June. Mr. McCaffrey also commented on his volunteer experience at the Young Mudder
event hosted by the Recreation department. He enjoyed seeing all the participants and could
sense they felt valued participating in the event.
Mr. Elholm discussed the upcoming work session on July 14. There will be a discussion on the
Crystal Cove Aquatic Center. There will also be a follow-up on the Bassett Creek Park prairie.
Mr. McCaffrey made a motion, “to recommend the prairie restoration project in Bassett Creek
Park move forward”; Mr. Eidbo seconded the motion.
After discussion, Mr. Eidbo made a motion to amend the original motion, by adding, “provided
proper chemical use signage is used”; Mr. Sumnicht seconded the motion. A vote was taken on
the amendment, which was unanimously approved.

restoration project in Bassett Creek Park move forward, provide proper chemical use signage is
used”, which was unanimously approved.

Mr. Elholm led a discussion on self-guided commission tours of local disc golf courses; to help
gather information for the course at Bassett Creek Park. Recreation staff will create a feedback
form for commission members to complete after their visits. Initial feedback will be reviewed
during the September commission meeting.
Mr. Elholm gave an update on park projects within the City. Commission members like adding
an adult fitness pod to Welcome Park’s new play area design. Quotes are being sought for the
Bassett Creek dog park project. The goal is to establish grass seed on the dog park site this fall,
opening the park for public use in 2023.
There was no City Council report.
Mr. Fortin gave reports for park maintenance and Mr. Berggren for recreation programming.
Ms. Haney gave a Crystal Frolics report. Planning for Crystal Frolics at Becker & Welcome Park
is well underway. Members of the commission volunteered to help with the Family Festival on
July 30.
Mr. Elholm gave the Friends of Crystal Parks report. They will begin planning for Cheers to
Crystal starting in the fall.
Mr. McCaffrey made a motion to adjourn the meeting; Mr. Eidbo seconded the motion.
The meeting was adjourned at 9:12 pm.

Below is a highlight of the projects that will be happening in
the City of Crystal. These projects will be taking place at
numerous parks and buildings throughout the city.
Becker Park Courts
The nets are up, and the courts are open at Becker
Park; however, two sun shelters and benches are
scheduled for installation later this summer. The courts
have received consistent use since opening.
MAC Wildlife Area Benches
Phase 2 of the MAC Wildlife Area boardwalk is complete.
The installation of backless park benches will allow
visitors to enjoy the natural area. The final phase of the
boardwalk installation will begin in a few years.
Woodland Park
The Lee Park and Neighborhood in Crystal has been
changed to Woodland Park and Neighborhood. Changes to
the name will happen over the next month or so, including
on a new park sign, neighborhood signs and online.
Fair School Park Soccer Field
Work on the irrigated soccer field at FAIR School Park will
begin in August. The field will allow FAIR School to have an
after-school soccer program and increase field availability
for soccer programs in Crystal during the summer.

Below is a highlight of the programs offered by the Crystal
Recreation Department. Occasionally we will recap some
key special events we offer.
Water Day
Valley Place Park will be wet & wild on Friday,
August 5, for Wet and Wild Water Fun Day. The
event includes three giant water slides and an aerial
sprinkler provided by the West Metro Fire District.
Antique Car Run & Corn Feed
With the backdrop of some fantastic cars, the all-you-
can-eat corn feed at the Community Center is the place
to be on Saturday, August 13. The event begins at 11
am, with the antique cars stopping by around 2 pm.
Our youth soccer leagues will kick off this month. The
program provides skill development and game
experience for boys and girls in K-5th grade. Crystal will
play games against Golden Valley and Robbinsdale.
The multi-city Family Storytime program will wrap up in
Robbinsdale on August 10, with a visit from Park Ranger
Rachel. The live, interactive performance is free, suitable
for all ages and brings out a big audience.
