The Parks and Recreation Commission Neighborhood Meeting was called to order at 7:05 pm
by Commission Chair Jesse McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Shaz Ahmadi (Secretary), Dave
Anderson, Joyce Cooper, Forest Eidbo, Lynn Haney, Erin Kolb and Taji Onesirosan. Also present
were David Cummings, Council Liaison; John Elholm, John Sutter, Deputy Chief Hubbard, Mark
Ray, Brad Fortin and Scott Berggren from the City Staff.
Commission members absent: Tony Sumnicht
Introductions were made by Park and Recreation Commission members and City staff.
Mr. John Sutter provided information on current and upcoming city projects.
Mr. Mark Ray reviewed construction projects in the city.
Deputy Chief Hubbard informed residents of how the department is supporting the community.
Mr. John Elholm presented information on upcoming park projects.
Mr. Brad Fortin highlighted recent and upcoming park maintenance activities.
Mr. Berggren gave an update on programs and events in the Recreation Department. He
highlighted current and upcoming activities.
A resident received a Crystal Community Center activity gift certificate in a drawing.
The meeting was adjourned at 7:50 pm.

May 4, 2022
Bass Lake Park
The Parks and Recreation Advisory Commission Meeting was called to order at
7:57 pm by Commission Chair Jesse McCaffrey.
Commission members in attendance: Jesse McCaffrey (Chair), Shaz Ahmadi (Secretary), Dave
Anderson, Joyce Cooper, Forest Eidbo, Lynn Haney, Erin Kolb and Taji Onesirosan. Also present
were David Cummings, Council Liaison; John Elholm, Brad Fortin, and Scott Berggren from the
City Staff.
Commission members absent: Tony Sumnicht
There was no public comment.
Ms. Kolb made a motion to approve the April Tree Board minutes; Mr. Eidbo seconded the
motion. The Tree Board minutes for April were approved as written.
Mr. McCaffrey made a motion to approve the April Park and Recreation Commission minutes;
Ms. Kolb seconded the motion. The Park and Recreation Commission minutes for April were
approved as written.
Mr. McCaffrey gave the Chairperson’s report. He commented on how nice it was to be back
meeting in the parks. He also commented on how much his family enjoyed the mindfulness
walk in Bassett Creek Park.
Mr. Elholm gave an update on the current park projects within the City. Many of the projects
are underway in some fashion. Surface colors were reviewed for the courts at Becker Park.
Mr. Elholm updated the commission on the Crystal Cover Aquatic Center phone survey results.
Over 400 surveys were conducted, and 84% of respondents were supportive of the City
replacing the main pool structure. The survey company will present the results to the City
Council on May 17.
Mr. Cummings presented the City Council Report. The City Council heard a presentation on EV
charging stations. He also explained the redistricting process and how that affects the change in
the wards certain commission members represent.
Mr. Fortin gave reports for park maintenance and Mr. Berggren for recreation programming.
Mr. Elholm reported that the Recreation Department would be receiving an MRPA Award of
Excellence for the hockey rink project at North Lions Park. He also mentioned upcoming

activities that commission members are encouraged to attend. These include a work session
with the planning commission to discuss the Three Rivers Park District’s CP Regional Rail Trail
plans on June 13; and the Park and Recreation Commission bus tour on June 15.
Ms. Haney gave a Crystal Frolics report. Planning for Crystal Frolics at Becker & Welcome Park
is well underway.
Mr. Elholm gave the Crystal Fund Report. They will be holding their plant sale at Becker Park on
May 21. They are accepting volunteers and plant donations.
Ms. Haney made a motion to adjourn the meeting; Mr. Eidbo seconded the motion.
The meeting was adjourned at 8:34 pm.
