Pursuant to due call and notice given in the manner prescribed by Section 3.01 of the City Charter,
the work session of the Crystal City Council was held on Tuesday, November 16, 2021 at _____ p.m.
in the Council Chambers at City Hall, 4141 Douglas Drive North, Crystal, Minnesota. If the agenda
items are not completed in time for the regular City Council meeting at 7:00 p.m., the meeting will
be continued and resumed immediately following the regular City Council meeting. The public may
also monitor and participate in the meeting by connecting via Zoom, through one of the methods
identified on the City Council Meeting Schedule for Tuesday, November 16, 2021.

SUBJECT: 2021-2022 Property Tax Changes - Data Summary and Maps
We have received data from Hennepin County for the 2021-2022 property tax changes based
on preliminary levies adopted by all taxing jurisdictions which will be reflected on the Truth in
Taxation statements now being mailed. The summary data below are based on the total taxes
proposed to be levied on Crystal properties by all jurisdictions, not just the city.
The median is the data point at which half of the parcels are below and half are above.
The 2021-2022 data show the effect of decreasing commercial property values, flattening
apartment values, and surging single-family residential values. The 2021-2022 shift is
reflective of market data for the 12 months ending Sep. 30, 2020.
Summary:
2011-2015 Shift from Residential to Commercial (effect of house price crash)
2015-2019 Shift from Commercial to Residential (effect of house price recovery)
2019-2020 All property types moving in roughly the same direction
2020-2021 Shift from Residential to Apartment & Commercial
2021-2022 Shift from Apartment & (especially) Commercial to Residential
