Call to Order, Roll Call and Pledge of Allegiance 2. Approval of Agenda The Council will consider approval of the agenda. 3. Appearance 3.1 Mayor Adams will recognize Ron Oas. 4. Consent Agenda The Council will consider the following items, which are routine and non-controversial in nature, in a single motion: 4.1 Approval of the minutes from the following meetings: a. The City Council work session on October 19, 2021. b. The City Council meeting on October 19, 2021. 4.2 Approval of the list of license applications submitted by the city clerk to the City Council, a list that is on file in the office of the city clerk. 4.3 Approval of a resolution accepting donations. 4.4 Approval of the 2022 regular City Council meeting and work session schedule. 5. Open Forum (The City Council appreciates hearing from citizens about items of concern and desires to set aside time during each meeting for Open Forum. To provide ample opportunity for all, speaking time is limited to three minutes and topic discussion is limited to ten minutes. The Mayor may, as presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on any item brought before the Council during Open Forum. The Council may place items discussed during Open Forum onto subsequent council meeting agendas). 6. Public Hearing 6.1 The Mayor will open a public hearing to receive comment on the proposed City Charter amendments, and the Council will consider the second reading of an ordinance amending the City Charter and a resolution authorizing summary publication. Page 2 of 2 Earlier this year the Charter Commission undertook a comprehensive review of the City Charter. The City Council has received regular updates on the proposed amendments. Based on the recommendation from the Charter Commission, the City Council approved the first reading of the ordinance amending the City Charter at its October 19 meeting and scheduled a public hearing for November 2 to take comments on the proposed City Charter amendments. After taking public comments, recommend unanimous (and all seven Council members are required to be present and vote) approval of the second reading of the ordinance amending the City Charter as recommended by the Charter Commission and adoption of the resolution authorizing summary publication . 7. Regular Agenda 7.1 The Council will consider approval of disbursements over $25,000 submitted by the finance department to the City Council, a list that is on file in the office of the finance department. Recommend approval of disbursements over $25,000. 7.2 The Council will consider a resolution authorizing execution of the development agreement for Crystal Flats subdivision (6613 36th Ave. N.). This subdivision was approved by the Council in September and execution of a development agreement was one of the conditions of subdivision approval . Recommend approval of the resolution authorizing execution of the development agreement. 7.3 The Council will consider two resolutions regarding the Gaulke Pond storm water project: one resolution approving the plans and specifications for the Gaulke Pond storm water project and one resolution ordering the ad for bids for this project. The City Council has had several work session discussions about the Central Core and the Gaulke Pond storm water project. Recommend approval of the resolution approving the plans and specifications for the Gaulke Pond storm water proj ect and approval of the resolution ordering the ad for bids for this project. 8. Announcements a. City offices will be closed Thursday, November 11 in observance of the Veterans Day holiday. b. The next City Council meeting is Tuesday, November 16 at 7:00 p.m. in the Council Chambers at City Hall and via Zoom. c. The City Council will hold a work session on Thursday, November 18 at 6:30 p.m. in the Council Chambers and via Zoom. d. City offices will be closed Thursday, November 25 and Friday, November 26 in observance of the Thanksgiving holiday. e. City Council meetings and work sessions are open to the public.
