the work session of the Crystal City Council was held on Tuesday, November 2, 2021 at _____ p.m.

are not completed in time for the regular City Council meeting at 7:00 p.m., the meeting will be
continued and resumed immediately following the regular City Council meeting. The public may

SUBJECT: Gaulke Pond Storm Water Project
Background
The development of the Gaulke Pond stormwater project first started in 2015 and has led to the larger
Central Core Stormwater project, which looked at flood risk and mitigation throughout the middle of the
City. Additionally, it led to a joint New Hope, Crystal, Robbinsdale, and Brooklyn Center stormwater
study that looked at storm water movement through the four cities. In early 2021, the City Council held
a number of work sessions related to the Central Core project and decided to proceed with only the
Gaulke Pond portion of the potential Central Core stormwater projects.
Resident communication
City staff sent informational letters to the 29 property owners around Gaulke Pond in 2016, 2017, and
2021. City staff sent a letter to a few property owners in 2019 related to some maintenance City crews
were performing. The 2021 letter asked for input regarding the full dredging and lowering of the normal
water elevation in Gaulke pond (letter is attached to this memo). Two responses were received, both in
support of the project.
Permit/Agreement Status
- US Army Corp of Engineers (USACOE)
o Since Gaulke Pond is a wetland, USACOE had to make a determination if they have
jurisdiction or not. Based on a letter from USACOE on October 19, 2021 they have
determined they do not have jurisdiction.
- Minnesota Department of Natural Resources (MnDNR)
o The City has two current MnDNR permits that require amendment for this project
1991-6153 – amendment would allow the increased pumping of water from
Gaulke Pond into Robbinsdale
2016-2328 – amendment would allow work within the public water (dredging of
the accumulated contaminated sediment and other work) from Gaulke Pond
o The applications for amendments have been submitted to the MnDNR, and based on
conversations with MnDNR staff, there are no concerns about approving the
amendments, except for the riparian issue (see Riparian topic below).
- Minnesota Pollution Control Agency (MPCA)
o Per MPCA requirements for dredging projects, the City tested the material to be dredged
to see if it is contaminated. The testing found the material is contaminated to a level that
requires it to be landfilled. When the material is being hauled to the landfill during
construction, the Contractor must provide documentation of the testing that the City
completed to the landfill.
- City of Robbinsdale
o Due to the proposed changes in pumping rates, the current April 1962 stormwater
pumping agreement will need to be updated. This will be done after the approvals from
the MnDNR are obtained.
- Robbinsdale School District (ISD 281)
o Due to the stormwater project relocating the pumps and controls out of the 100-year
flood plain, the City had to obtain an easement from ISD 281. The ISD 281 Board
approved granting this easement in October 2021. City and School staff are working
together to get the paperwork in order to have the easement recorded with the County.
The City will vacate its existing, smaller easement on FAIR school property, related to the
storm water infrastructure, in 2022.
- Riparian property owners
o Due to the project’s proposed lowering of the normal water level elevation from 867.23
to 864.5 feet, the ordinary high-water level (OHW) will also be impacted. The MnDNR said
that the City will need to obtain a Flowage Easement from all of the property owners (4)
that would be impacted by the change to the OHW. One property is owned by the City,
another by the School District, and the remaining two are private property. While the City
can still build the project, it will not be able to lower the normal water elevation until the
Flowage Easements are obtained.
Project Schedule
Assuming the Council approves the project and orders the ad for bid, bidding will occur in November,
and the Council will consider award of the contract in December 2021. The contractor will have until the
late spring of 2023 to complete the work. However, once the contractor starts the project, they must
keep making progress on the project.
Project Cost
The estimated construction cost is nearly $1,600,000.
Project Funding
The stormwater long term plan has $2,000,000 allocated for the Gaulke Pond project.

Subject: Gaulke Pond storm water project
Dear Gaulke Pond Neighbor:
As you may be aware, Gaulke Pond is part of a four-pond chain (Memory, Brownwood,
Hagemeister, Gaulke) through the Central Core of Crystal. Much of the flood risk to properties
in Crystal (according to the Federal Emergency Management Agency’s official flood plain maps)
is along this chain. All of the storm water in the four-pond chain ends up in Gaulke Pond; from
there, it is pumped downstream to Twin Lake. Over the last few years, the City has been
working on various storm water management studies and constructing storm water
improvement projects in an effort to reduce flooding risk in the City. One of the projects
identified was the dredging of Gaulke Pond and replacement of the storm water pump station
which is needed to maintain normal operations of the pond. The City also identified the
potential for increasing storm water storage at Gaulke pond by lowering the normal water level
of the pond.
Under the City’s current permit from the Minnesota Department of Natural Resources (DNR),
the City is authorized to pump down the water in Gaulke Pond to an elevation no lower than
867.23 feet (the normal water level). The City is considering seeking approval from the DNR to
change the normal water level to 864.5 feet, a lowering of 2.73 feet from the current normal
water level. Reducing the normal water elevation by the 2.73 feet will create additional
stormwater storage of around 3.4 million gallons without significantly changing the footprint of
the pond.
The proposed bottom of the pond would also be lowered 2-3 feet, to a consistent elevation of
862.0 feet by excavating and removing several feet of sediment and other material from the
bottom of the pond. After construction, there would be a consistent depth of 2.5 feet of
standing water across the entire pond, which would mean portions of the pond are less likely to
dry out, like can happen currently. For reference, the current pond water depth varies from 1 to
3 feet depending on the location in the pond and how dry the weather is.
The goal of lowering the pond normal water level and increasing the available storm water
storage is to continue the City’s efforts to reduce flood risk through the Central Core of the City.
By lowering the normal water elevation of the pond, there is more flood storage in the pond
between the normal water level and properties that may be impacted by flooding. Included

with this letter are two graphics – one that shows the potential final grading of the pond and
another that shows the 100-year flood elevations around both Gaulke and Hagemeister ponds.
One final note, while the normal water elevation is being considered to be lowered by 2.73
feet, the overall surface area of the pond would only be reduced from approximately 3.96 acres
to 3.57 acres. The appearance of the water and shape of the pond will not look much different.
The cost for this project is being paid for entirely out of storm water utility funds.
