21-05 Approved Commission MinutesCrystal Parks and Recreation Advisory Commission - Neighborhood Meeting Minutes May 5, 2021 Iron Horse Park The Parks and Recreation Commission Neighborhood Meeting was called to order at 7:03 pm by Commission Chair Jesse McCaffrey. Commission members in attendance: Jesse McCaffrey (Chair), Tony Sumnicht (Vice Chair), Dave Anderson, Joyce Cooper, Lynn Haney and Erin Kolb. Also present were David Cummings, Council Liaison; Anne Norris, John Elholm, John Sutter, Chief Stephanie Revering, Mark Ray, Brad Fortin, and Scott Berggren from the City Staff. Commission members absent: Shaz Ahmadi & Forest Eidbo. Introductions were made by Park and Recreation Commission members and City staff. Mr. John Sutter provided information on current and upcoming city projects. Mr. Mark Ray reviewed construction projects in the city. Ms. Norris updated those in attendance on the plan with the new police station and mentioned an upcoming virtual meeting on June 23 about inclusivity in the City. Chief Stephanie Revering informed residents of how the department is planning on getting back into the community after the pandemic. Mr. John Elholm presented information on upcoming park projects. Mr. Brad Fortin highlighted recent and upcoming park maintenance activities. Mr. Berggren gave an update on programs and events in the Recreation Department. He highlighted current and upcoming activities. A resident received a Crystal Community Center activity gift certificate in a drawing. The meeting was adjourned at 7:35 pm. John Elholm Recorder Crystal Parks and Recreation Advisory Commission Minutes May 5, 2021 Iron Horse Park The Parks and Recreation Advisory Commission Meeting was called to order at 7:46 pm by Commission Chair Jesse McCaffrey. Commission members in attendance: Jesse McCaffrey (Chair), Tony Sumnicht (Vice Chair), Shaz Ahmadi (Secretary), Dave Anderson, Joyce Cooper, Lynn Haney and Erin Kolb. Also present were David Cummings, Council Liaison; Anne Norris, John Elholm, Brad Fortin, and Scott Berggren from the City Staff. Commission members absent: Forest Eidbo. Public comment was made by Rachel Braaten regarding the forest floor in Bassett Creek Park. Ms. Kolb made a motion to approve the April Tree Board minutes; Mr. Sumnicht seconded the motion. The Tree Board minutes for April were approved as written. Ms. Kolb made a motion to approve the April Park and Recreation Commission minutes; Mr. Sumnicht seconded the motion. The Park and Recreation Commission minutes for April were approved as written. Mr. McCaffrey gave the Chairperson’s report. He commented on how nice it was to be back meeting in-person. He also thought the turnout for the Arbor Day event was great. Mr. McCaffrey would like the commission to decide what type of tour they would want to do this summer. Mr. Elholm gave an update on the upcoming celebration at Becker Park on May 22. He also updated the Commission on the current park projects within in the City. All projects are underway in some fashion. Final designs are being reviewed for trails at Bass Lake and Valley Place Parks. Mr. Cummings presented the City Council Report. The City Council accepted bids for the new police station. They also approved the addition of an outdoor patio at Steve-O’s. The City Council recognized the Neighbors Recognizing Neighbors winners and also approved Forest Eidbo to the Parks and Recreation Advisory Commission. Reports were given by Mr. Fortin for park maintenance and Mr. Berggren for recreation programming. Mr. Elholm reported that U-Care would be filming in Crystal on May 14. The will mainly be near Welcome Park. Crystal Parks and Recreation Advisory Commission Minutes – Page 2 May 5, 2021 Ms. Haney and Mr. Elholm gave a Crystal Frolics report. Planning for Crystal Frolics at Becker & Welcome Park is well underway. There was an update on food vendors at Welcome Park, as well as a discussion on the location of tents. The Recreation department is finalizing agreements with food trucks and entertainment at Becker Park. Mr. Elholm gave the Crystal Fund Report. The will be holding their plant sale at Becker Park on May 22. They are still accepting volunteers and plant donations. Ms. Haney made a motion to adjourn the meeting; Mr. Sumnicht seconded the motion. The meeting was adjourned at 8:36 pm. John Elholm Recorder
