Call to Order Vice President Banks called the meeting of the Economic Development Authority of the City of Crystal (EDA) to order at 7:42 p.m. 2. Roll Call Upon call of the roll, the following members were present: Jim Adams, Brendan Banks, John Budziszewski, David Cummings, Therese Kiser, Nancy LaRoche and Olga Parsons. The following staff were present: Executive Director Anne Norris, Deputy Executive Director John Sutter, City Planner Dan Olson and City Attorney Troy Gilchrist. 3. Approval of Minutes Moved by Commissioner Adams (LaRoche) to approve the minutes from the March 2, 2021 regular meeting. Motion carried with Commissioners Adams, Banks, Budziszewski, Cummings, Kiser, LaRoche, and Parsons voting aye. 4. Consider tentative acceptance of proposal for construction of a new residential building at 4741 Welcome Avenue North Staff presented the proposals received from Amani Construction and Renovations LLC and Gernco Construction LLC, and requested an EDA motion tentatively accepting one of the proposals. Moved by Commissioner Adams (LaRoche) to tentatively accept the proposal from Gernco Construction LLC. Motion carried 4-3 with Commissioners Adams, Banks, LaRoche and Parsons voting aye and Budziszewski, Cummings and Kiser voting nay. 5. Consider a resolution authorizing an application for Hennepin County Business District Initiative funds for a storefront improvement program Staff presented the report and requested EDA adoption of the resolution. Moved by Commissioner Adams (LaRoche) to adopt the resolution authorizing an application for Hennepin County Business District Initiative funds for a storefront improvement program. Motion carried with Commissioners Adams, Banks, Budziszewski, Cummings, Kiser, LaRoche, and Parsons voting aye. Page 2 of 3 6. Update on development activity and 2021 Work Program Staff presented an update on activity since the Work Program was adopted on March 2. 7. Other Business There was no other business 8. The lot was discounted in the Request for Proposal (RFP) since the builder will need to install sewer and water service connections. Great Buy Homes is a state-licensed residential building contractor with no enforcement actions and considerable experience in home construction. Attached are builder’s proposal form, site plan, and an illustration of the two-story home that would be built on the lot. The builder does not yet have a buyer for the home, which would be finished as follows:  Main floor. Approximately 925 square feet on the main level with an open living- dining-kitchen area, one bedroom/den and a bathroom.  Second floor. Approximately 970 sq. ft on the second floor with three bedrooms and two bathrooms.  Lower level. Approximately 730 unfinished sq. ft. on the lower level, with an option to have it finished with an additional bedroom, a bathroom, and family room.  Garage: A two-car detached garage would be accessed from the alley. The builder is proposing to request variances to reduce the home’s north side setback from 10’ to 8’ and to reduce the front setback from 30’ to 28’. Upon tentative acceptance of the proposal by the EDA, staff will work with the builder to finalize the site and building plan, have the EDA attorney prepare the Purchase and Development Agreement, publish the public hearing notice in the Sun Post, notify property owners within 500’ of the variance request, post it to Crystal’s Lee Park neighborhood on Nextdoor, and notify the City of Robbinsdale because the municipal boundary is 36th Avenue.  EDA Staff Report Lot Sale – Tentative Acceptance 3556 Major Avenue North Page 2 of 3 Site Location Map and 2020 Aerial Photo: Page 3 of 3 The following is a proposed schedule for sale of the lot: June 14: Planning Commission public hearing and recommendation on the variance application June 15: City Council decision on the variance application EDA public hearing for the lot sale August 14: Last day for the builder to close on the lot Attachment: A.
