Call to Order, Roll Call and Pledge of Allegiance 2. Approval of Agenda The Council will consider approval of the agenda. 3. Proclamation 3.1 The Mayor will proclaim May 16 – 22 as Public Works Week. 4. Consent Agenda The Council will consider the following items, which are routine and non-controversial in nature, in a single motion: 4.1 Approval of the minutes from the following meetings: a. The City Council meeting on May 4, 2021. b. The City Council work sessions on May 4, 2021. 4.2 Approval of the list of license applications submitted by the city clerk to the City Council, a list that is on file in the office of the city clerk. 4.3 Approval of a resolution accepting a donation of $500 from an anonymous donor for the Police Department statue. 5. Open Forum (The City Council appreciates hearing from citizens about items of concern and desires to set aside time during each meeting for Open Forum. To provide ample opportunity for all, speaking time is limited to three minutes and topic discussion is limited to ten minutes. The Mayor may, as presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on any item brought before the Council during Open Forum. The Council may place items discussed during Open Forum onto subsequent council meeting agendas). 6. Regular Agenda 6.1 The Council will consider approval of disbursements over $25,000 submitted by the finance department to the City Council, a list that is on file in the office of the finance department. Recommend approval of disbursements over $25,000. Page 2 of 3 6.2 The Council will consider civil penalties for violation of liquor license regulations by Cousins, LLC d/b/a Adair Liquor located at 6001 42nd Ave. N. In December 2019 Adair Liquor failed a compliance check when alcohol was sold to a minor. Due to the pandemic, the case didn’t go to court until recently. After the City Council hears from the representatives of Adair Liquor and they admit the violation occurred, recommend approval of civil penalties as outlined in Council Resolution #2018-160 for a first violation (up to $750 fine and 1-day license suspension, date to be determined by the Cit y Clerk). 6.3 The Council will consider a resolution approving a conditional use permit and site plan for Adath Cemetery pavilion at 3700 Winnetka Ave. N. The cemetery at 3700 Winnetka Ave. N. is seeking a conditional use permit to construct a pavilion. The Planning Commission held a public hearing on the application at its May 10 meeting and unanimously recommended approval. 6.4 The Council will consider the first reading of an ordinance amending Chapter 5 of the City Code (Unified Development Code). At its May 4 work session, the Council reviewed several amendments to Chapter 5 (Unified Development Code) of the City Code. At its May 10 meeting, the Planning Commission held a public hearing on the proposed amendments and received no comments. The Planni ng Commission unanimously recommended approval of the ordinance making these changes. 6.5 The Council will consider authorizing execution of an agreement for a Police Department statue. The Council may recall Chief Revering mentioning at a recent meeting that she is working with a sculptor on a police statue for the entrance of the new police station and will be approaching local civic organizations to raise funds for the statue. It is staff’s intention to cover the costs associated with this statue through outside funds, separate from the project budget. Recommend authorizing execution of the agreement with the sculptor for this statue. 6.6 The Council will consider the first reading of an ordinance amending Chapter 9 of the City Code regarding targeting residential picketing. At its May 4 work session, the Council discussed amending the City Code to address targeted residential picketing. Recommend approval of the first reading of the ordinance amending Chapter 9 of the City Code to address targeted resi dential picketing. 6.7 The Council will consider resolutions approving the plans and specifications and ordering the advertisement for bids for the 2021 storm water pipe rehabilitation project. At a recent work session, the Council discussed this year’s sto rm water pipe rehabilitation project. Recommend approval of the resolutions approving the plans and specifications and authorizing advertising for bids for this project. Page 3 of 3 6.8 The Council will consider a resolution ending the local emergency declaration related to the pandemic. In April, the Council discussed ending the local emergency declaration related to the pandemic. Even if the Council ends the local emergency declaration the city will continue to follow the Governor’s orders relative to the pandemic. 7. Announcements a. The Becker Park Reopening celebration is Saturday, May 22 from 10 a.m. to 1 p.m. b. The Crystal Fund for Community Progress plant sale is Saturday, May 22 from 9 a.m. to 1 p.m. at Becker Park. c. The next City Council meeting is Tuesday, June 1, at 7 p.m. in the Council Chambers at City Hall and via Zoom. d. City Council meetings and work sessions are open to the public.
