Work Session
March 15, 2016
President Peak called the work session of the Crystal Economic Development Authority to order
at 7:40 p.m.
Upon call of the roll, the following members were present: Jim Adams, Elizabeth Dahl, Julie
Deshler, Jeff Kolb, Laura Libby, Olga Parsons and Casey Peak.
The following staff members were present: John Sutter, Acting Executive Director; Gail Petschl,
Acting City Clerk; Mark Ray, City Engineer/Public Works Director; Stephanie Revering, Police
Chief; and Troy Gilchrist, City Attorney.
Commissioner Adams asked for a volunteer to answer routine annual questions from the city's
auditor and Commissioner Kolb did so.
Mr. Sutter presented the 2015 Annual Report and 2016 Work Program. There was discussion
about changing EDA priorities in response to market conditions and to further prevent the
emergence of blight. There was also discussion about community needs that have emerged from
public meetings on other matters such as the Bass Lake Road Station Area Planning process.
The consensus was that staff should gather more detailed information for EDA discussion at a
subsequent work session. In the meantime staff will continue to market lots for new home
construction and move additional "hold" lots onto the "for sale" list when circumstances warrant.
The work session adjourned at 8:12 p.m.
