NOTICE IS HEREBY GIVEN that the City Council of the City of Crystal will hold a work
session on Thursday, February 11, 2021 at 6:30 p.m. at Crystal City Hall, 4141 Douglas Drive,
Crystal Minnesota.
In accordance with a statement issued by Mayor Jim Adams pursuant to Minnesota Statutes,
section 13D.021, due to the pandemic this meeting will be conducted as an electronic meeting.
The public may monitor and participate in the meeting by connecting to it through one of the
methods identified below. A limited number of the public may attend the meeting in-person in
the Council Chambers, provided social distancing and face covering requirements are followed.
City Councilmembers and staff are not required to attend the meeting in-person, but some may
participate in-person.

SUBJECT: 2021 Labor Negotiations
The city has three bargaining units:
International Union of Operating Engineers, Local 49 (public works).
Law Enforcement Labor Services, Local 44 (patrol officers).
Law Enforcement Labor Services, Local 56 (police supervisors).
All three bargaining agreements expired at the end of 2020. We are actively
negotiating with all of the bargaining units, including mediation sessions with two of the
units. Unfortunately we were not able to come to agreement during the mediations and
one of the bargaining units has filed for arbitration, one is continuing with mediation and
we continue to be open to meeting with the third bargaining unit.
Staff would like to meet in a closed session with the city council to provide an update on
contract negotitations and discuss strategy. Labor Relations Attorney Frank Madden,
Assistant City Manager Kim Therres and I will be at the work session to answer
questions.
In accordance with Minnesota Statutes, section 13D.03, portions of the meeting will be
closed to consider strategy for labor negotiations.
Prior to closing the meeting, the Mayor or Mayor Pro-tem should announce the time,
place and purpose of the closed meeting during the open public meeting portion of the
work session. The closed meeting will be recorded.

The police department would like to provide you with our quarterly update on our continued
analysis of police reform along with updates in general on the police department. We have
several items we have been researching, including our 2021 Strategic Plan (which is attached
to this memo) and want to share our progress with you at our upcoming February 11th work
session.

Community Engagement and Proactive Policing:
• Research and implement use of force reporting to
become more transparent.
• Research and implement race data collection to
become more transparent.
• Continue community policing philosophy by
coordinating planned community events with the
community and implementing innovative ways to
connect with residents.
The police department provides professional police services to its residents and visitors.
Its mission is to serve all residents with compassion, integrity and professionalism.

2021 Strategic Priorities
Operational Needs:
• Research and implement ways investigators can work more
closely with patrol teams.
• Research calls for service and determine additional staff needs
or staff reorganization.
• Research and implement online reporting system to assist
community with more advanced technological systems.
• Relocation of staff during the construction of the new police
building.
Staff Wellness and Development:
• Continue developing a more robust wellness program for staff.
Mental Health Initiatives:
• Continue researching the needs of residents and plan an
evaluation process with assistance from our new, embedded mental health social worker.
