4. Open Forum
(The City Council appreciates hearing from citizens about items of concern and desires to set
aside time during each meeting for Open Forum. To provide ample opportunity for all, speaking
time is limited to three minutes and topic discussion is limited to ten minutes. The Mayor may, as
presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on
any item brought before the Council during Open Forum. The Council may place items discussed
during Open Forum onto subsequent council meeting agendas).

5. Regular Agenda
5.1 The Council will consider approval of disbursements over $25,000 submitted by the finance
department to the city council, a list that is on file in the office of the finance department.
Recommend approval of disbursements over $25,000.
5.2 The Council will consider a resolution authorizing the purchase of a replacement dump truck.
The 2021 Fleet fund includes funds for replacement of a dump truck for Public Works.
Recommend approval of the resolution authorizing the purchase of this replacement
vehicle.
5.3 The Council will consider resolutions approving the plans and specifications and ordering the
advertisement for bids for the 2021 Street Resurfacing Project.
In order to keep the 2021 street resurfacing project on schedule, recommend approval of
the resolutions approving the plans and specifications and ordering advertising for bids for
the project.
5.4 The Council will consider a resolution authorizing the contract for replacement of the roof at
Fire Station #2.
The 2021 Building funds includes funds for replacement of the roof at Fire Station #2 (the
one south of City Hall). Recommend approval of the resolution authorizing this work.
6. Announcements
a. The next City Council meeting is Tuesday, February 2, at 7 p.m. in the Council Chambers at City
Hall.
b. City Council meetings and work sessions are open to the public. Current and previous
meetings are available for viewing and listening at www.crystalmn.gov.

Pursuant to due call and notice thereof, the regular meeting of the Crystal City Council was held on
January 5, 2021 at 7:00 p.m. electronically via Zoom and in the Council Chambers at City Hall, 4141
Douglas Dr. N. in Crystal, Minnesota. Mayor Adams called the meeting to order.
Roll Call
Mayor Adams asked the city clerk to call the roll for elected officials. Upon roll call, the following
attendance was recorded:

RESOLUTION NO. 2021-______
RESOLUTION REAPPOINTING COMMISSIONER
TO JOINT WATER COMMISSION
WHEREAS, the City of Crystal, with the cities of Golden Valley and New
Hope, comprise the Joint Water Commission, for the purpose of purchasing
water from the city of Minneapolis and maintaining a joint water supply, storage
and distribution system; and
WHEREAS, the Joint Water Commission is composed of three members,
the city manager of each city and are appointed by the City Council of each city;
and
WHEREAS, the Joint Water Commissioners serve a term of three years;
and
WHEREAS, Crystal’s Commissioner is city manager Anne Norris and the
term has expired.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Crystal reappoint Anne Norris as Crystal’s commissioner to the Joint Water
Commission to a term to expire January 31, 2024.

SUBJECT: Purchase of replacement dump truck
Background
The 2022 Fleet Maintenance Fund includes the replacement purchase of a dump truck. The proposed tandem
axle dump truck will be replacing the existing tandem axle dump truck (#309) in the public works fleet that
was purchased in 2011. The Fleet Maintenance Fund has $270,000 allocated for this purchase.
In 2018 Public Works started implementation of Vehicle Condition Index (VCI) to rate all major public works
equipment to provide better guidance on replacement priority for planning purposes. The existing tandem
axle dump truck scored a 26 which is in the range for replacement (23-27 is qualified replacement; anything
above 28 should be immediately considered for replacement). It has been down for service multiple times
over the last year (including currently being sent out for more substantial repairs).
Dump trucks are used year-round for various tasks including hauling material and snow plowing. It should be
noted that this truck is scheduled for replacement in 2022. Based on current experience with truck purchases,
if the Council approves the purchase we are planning for delivery spring/summer 2022, so payment will be on
schedule.
The tandem axle dump truck chassis will be purchased off of the state contract from Nuss Truck and
Equipment for $124,292. Truck attachments (warning lights, plow equipment, etc) will be purchased off of the
state contract from Towmaster Truck Equipment for $125,299. The total cost of the truck will be $249,591.
The existing tandem axle dump truck will be sold at auction.

APPROVING THE PURCHASE OF A
REPLACEMENT DUMP TRUCK AND ATTACHMENTS
WHEREAS, the Crystal City Council is committed to providing and maintaining quality
infrastructure that is essential for everyday residential, commercial, industrial, and recreational
activities in the City; and
WHEREAS, a dump truck is used across all public works operations; and
WHEREAS, the existing dump truck scored as qualifying for replacement on the vehicle
condition index; and
WHEREAS, funds are allocated in the Fleet Maintenance Fund for this replacement
purchase;
NOW, THEREFORE, BE IT RESOLVED that the Crystal City Council hereby approves
the purchase of a dump truck from Nuss Truck and Equipment for $124,292 and the truck
attachments from Towmaster Truck Equipment for $125,299.
BE IT FURTHER RESOLVED that the Crystal City Council hereby authorizes the sale
of the existing dump truck at auction.

2021 Bituminous Street Resurfacing Project #2021-02
Summary
The 2021 Street Maintenance Fund allocated $1,276,000 for asphalt reconditioning (1 ½” inch mill and
overlay) which includes concrete curb and gutter repair and an additional $42,436 for pedestrian
concrete curb ramp replacements. Based on a review of the proposed asphalt reconditioning area,
there are pedestrian curb ramp replacements (40) that will be integrated into the larger project.
The total available funding for the entire project (mill and overlay and pedestrian curb ramp
replacements) is $1,318,436.
Additionally, the Cities of New Hope, Robbinsdale and Golden Valley will financially participate in the
project for the mill and overlay of their portions of 38th Avenue N., (east half) of Vera Cruz Avenue N.
and (south half) of the 32nd Avenue N., respectively. Crystal will act as the lead agency for the work and
the three cities will reimburse Crystal for their share of the project cost.
Project Cost
The total estimated project cost is $1,305,420 which includes $32,874 for the City of New Hope’s,
Robbinsdale’s and Golden Valley’s share of cost. Crystal’s total portion of the project is estimated to be
$1,272,546, as noted above $1,318,436 is available. The $45,890 difference serving as a project
contingency. There will be no special assessments for this project.
Project Schedule
In order to try and get the best pricing, the City is flexible on the construction schedule in terms of start
time and area of the City. Bids will be opened March 9, 2021 and the Council will be verbally updated
at the March 11th work session. The Council will be asked to consider awarding the contract at the
March 16th Council meeting. The date for project completion is by Fall 2021.
Communication
Project information has been posted on the city website and a direct mailing has been sent to all the
properties in the project area notifying them of the potential project. Additional information will be
mailed once the project is awarded and a construction timeline is known.

Background
The 2021 Building Maintenance Fund includes the replacement roof at Fire Station #2 with $150,000 allocated
for this project. This roof was originally scheduled to be replaced a few years ago but based on the inspection
by a roofing contractor was able to be delayed a few years (to 2021).
As part of this project, an external ladder will also be added to the building to provide easier and safer access.
Currently, maintenance crews have to use a bucket truck to get access to the roof. The cost of the ladder is
approximately $10,000 (separate from the roof replacement).
Quotes
Two quotes were obtained for the work.

•McPhillips Bros. Roofing Co.$99,890
Central Roofing Company has completed a lot of the roof projects in the City over the past few years and is a
very reputable contractor.

SPECIFICATIONS:
General Conditions
1. Set up at site. Protect building from debris and secure work area.
2. Secure required building permits. Permit will be furnished from the city at No Charge.
3. Provide a temporary toilet facility for roofing and sheet metal crews.
Demolition
4. Remove the existing BUR down to the insulation. Replace wet, damaged, or deteriorated
insulation at unit price listed below.
5. Haul away all roofing debris and clean site as necessary.
Deck
6. Repair or replace unsuitable structural deck as necessary at unit price listed below.
Carpentry
7. Raise perimeter wall by approximately 6” to allow for the new insulation thickness.
8. Cut-in one (1x) overflow scupper in existing location.
9. Build up existing (curbs, skylights, hatches, skids, etc.) to ensure a minimum of 8" vertical
rise above roof membrane.
Insulation
10. Loose lay a layer of 2” thick polyisocyanurate insulation.
11. Loose lay a full 1/8” tapered insulation system to direct water toward drain.
12. Loose lay crickets to direct water toward drain.
13. Insulation system to meet current code and municipality requirements.

Roofing
14. Install a John Manville loose laid EPDM roofing system in accordance with manufacturer's
recommendations. EPDM sheet to be the manufacturer's 60 mil product.
15. Install 3/4" to 1-1/2" roofing gravel at a rate of 10 lbs per square foot.
16. Install John Manville Reinforced Termination Strip at all perimeter, curbs, control joints,
expansion joints, mechanical units in accordance with John Manville’s recommendations.
17. Install John Manville pre-molded pipe boots on sewer vent stacks, pipe penetrations, conduit
penetrations, etc.
18. Install new tall cone flashings on flue as necessary.
Sheet Metal
19. Remove existing coping and discard.
20. Fabricate and install new prefinished galvanized iron coping and counterflashing to cover
exterior perimeter including additional lumber.
21. Fabricate and install 1 new prefinished galvanized iron overflow scuppers.
22. Prefinished galvanized iron to be 24 gauge and shall be chosen from Firestone standard
color chart.
Warranty
23. Furnish a John Manville 20 year guarantee.
24. Furnish a standard Central Roofing Company two year guarantee.
25. We carry worker's compensation, property damage and public liability insurance.
Contract Price
All of the above work will be provided for the sum of $95,900.00
Unit Prices
26. In addition to above, replace wet/damaged/deteriorated existing insulation at the unit price of
$1.50 per board foot.
27. In addition to the above, repair or replace unsuitable structural deck at the unit price of

1. PAYMENT TERMS. Payment of the Contract Price, shall be made monthly upon
receipt of an invoice for portion of the Work performed during that month. If any invoice
remains unpaid to the 20th day following receipt by Customer, Customer agrees to pay
Contractor interest at the rate of ten percent (10%) per annum from the due date until
paid.
2. TAXES. Contractor’s price includes applicable taxes imposed on the work or materials
included in this contract, to the extent required by law to be collected by Contractor.
Such taxes may be separately itemized on invoices.
3. SECURITY FOR PAYMENT. Customer understands that if Contractor is not paid it
can assert a lien against the property. Contractor will issue waivers of its lien rights only
to the extent it receives payment.
4. RIDER. Understands and agrees to all items and clarifications within RIDER
#1(Attachment)
5. PERMIT. City needs to approve roof design as described above for this contract to be
valid.
The offer of this Contract shall expire automatically unless Customer delivers a properly
authorized and signed copy to Central Roofing Company before the 30th day after the date
shown above. No modification by Customer shall become a part of this Contract unless
specifically agreed to in writing by Central Roofing Company.

RIDER #1
ASBESTOS/HAZARDOUS SUBSTANCE
The owner warrants that there are no asbestos containing materials present in or on the building
that could be effected in the performance of this work under contract. Contractor’s scope of work
shall not include the identification, detection, abatement, encapsulation, removal and/or disposal of
asbestos or other hazardous substances. If contractor encounters or disturbs in any way any such
products or materials in the course of performing its work, or if such hazardous materials are
encountered by any other firm performing work at the job site and contractor determines that such
materials present a hazard to its employees, contractor shall have the right to discontinue its work
and remove its employees from the job site until such products or material, and any hazards
connected therewith, are located and abated, encapsulated or removed, or it is determined that no
hazard exists (as the case may require), and contractor shall receive an extension of time to
complete its work hereunder and compensation for delays or other additional costs encountered as
a result of such situation or correction. (This is required by our insurance company).
MECHANICAL AND OTHER ROOFTOP EQUIPMENT
If, in order for Central Roofing Company (CRC) to perform its work under this contract, it becomes
necessary to disconnect, remove, relocate or otherwise deal with any mechanical or other
equipment located on the deck or other surface on which CRC’s work is to be performed, Owner to
Owner’s agent shall provide for the disconnection, removal , relocation, or other appropriate action
with respect to such mechanical or other equipment and further, shall provide for the reconnection,
replacement or relocation of such mechanical or other equipment following completion of CRC’s
work. CRC shall have no responsibility with respect to any such rooftop equipment.
MOLD
Moisture that has entered into the building prior to our installation or repair of the roofing system
may result in mold growth. We disclaim any and all responsibility for damages to persons or
property arising from or relating to the presence of mold in the building. By executing the contract
to which this Notice is affixed, Owner 1) releases us from any and all claims Owner and Owner’s a)
family members, b) employees, c) tenants or d) any other building occupants may have as a result
of such mold growth and 2) agrees to hold us harmless from any and all penalties, actions,
liabilities, costs, expenses and damages arising from or relating to the presence of mold in Owner’s
building.

the contract with Central Roofing Company for the replacement of the fire station #2 roof for
$95,900.
BE IT FURTHER RESOLVED that the Crystal City Manager and Mayor are authorized
to sign said contract.

SUBJECT: Central Core Storm Water Project Update
Background
In April 2020 we last updated the Council on the Central Core storm water study and projects. At this time the
Council also authorized an agreement to start the storm water modeling and project concept designs. In the larger
context of storm water management in the City, over the past few years we have been primarily focused on the
northern portion of Crystal due to the street reconstruction projects, Becker Park resconstruction, and the
underground infiltration system on W. Broadway.
Project update
The storm water modeling work has been completed
with the more recent rainfall data. Based on this
modeling, the potential impacts of a large scale (100
year) rain event are more extensive than what is
currently mapped as a FEMA Flood area.
Project communication
With the modeling complete, preliminary design was
started for both the Gaulke and Brownwood projects.
Within the last month the 50% plans have been
prepared. For Brownwood pond, a copy of these plans
were mailed to all the adjacent property owners so
they could provide input or ask questions. Staff has
requested the resident feedback by the end of January
so that comments or concerns can be addressed as the
design continues. The letter that was sent to residents was included in a Council reading packet.
Project coordination
In addition to the design work occurring, staff have also been working with New Hope, Robbinsdale, Brooklyn
Center, as well as Shingle Creek Watershed Management Commission staff, to conduct a study of stormwater
flow across the four Cities. The goals of this effort are to reduce the risk of one cities’ actions negatively impacting
another, develop pumping operational plans for the two storm water pumps in this larger area, and identifiy
potential locations for future storm water retention.
Recommended action
No formal action is requested at this time. The intent of this item is just a Council update by providing a high-level
overview of what has been completed thus far and the storm water modeling results.
