1. Call to Order, Roll Call and Pledge of Allegiance
2. Approval of Agenda
The Council will consider approval of the agenda.
3. Consent Agenda
The Council will consider the following items, which are routine and non-controversial in nature,
in a single motion:
3.1 Approval of the minutes from the following meetings:
a. The City Council work session on October 20, 2020.
b. The City Council meeting on October 20, 2020.
3.2 Approval of the list of license applications submitted by the city clerk to the City Council, a list
that is on file in the office of the city clerk.
3.3 Approval of a resolution accepting the following donations:
a. $432 from Gertrude Grieme for a bench pad at North Lions Park.
b. $3,500 from West-Metro Fire Rescue District Relief Association for Crystal Frolics.
3.4 Approval of a resolution amending the 2020 budget regarding the accounting for inter nal
service funds.
3.5 Acceptance of the resignation of Lori Merriam from the Parks & Recreation Commission.
4. Open Forum
(The City Council appreciates hearing from citizens about items of concern an d desires to set
aside time during each meeting for Open Forum. To provide ample opportunity for all, speaking
time is limited to three minutes and topic discussion is limited to ten minutes. The Mayor may, as
presiding officer, extend the total time allowed for a topic. By rule, no action may be taken on
any item brought before the Council during Open Forum. The Council may place items discussed
during Open Forum onto subsequent council meeting agendas).

5. Regular Agenda
5.1 The Council will consider approval of disbursements over $25,000 submitted by the finance
department to the city council, a list that is on file in the office of the finance department.
Recommend approval of disbursements over $25,000.
5.2 The Council will consider a contract with Hennepin County for assessing services for 2020 –
2024.
Since 1993 the city has contracted with Hennepin County for assessing services. The current
4-year contract expired July 31 of this year. Recommend approval of another 4-year
contract with Hennepin County and authorize the Mayor and city manager to sign the
contract.
5.3 The Council will consider a contract with Eckberg Lammers for prosecuting attorney services
for 2021 - 2022.
Earlier this year, the attorney handling most of Crystal’s prosecution work at Chesnut
Cambronne (the current prosecuting services law firm) left the firm to pursue opportunities
elsewhere. Staff is recommending changing prosecuting attorney services to the firm of
Eckberg Lammers.
5.4 The Council will consider a contract with Kennedy & Graven for legal services for 2021 – 2022.
The city has a long history with Kennedy & Graven for city attorney services and the current
contract with Kennedy & Graven expires at the end of 2020. Recommend approval of a
two-year contract with Kennedy & Graven to continue providing legal servic es for 2021 -
2022.
5.5 The Council will consider approval of site and building plans for a building addition at 3335
Pennsylvania Avenue North (Kevitt Excavating).
Kevitt Excavating is proposing a 15,728 square foot addition to the existing building at 3 335
Pennsylvania Avenue North. The Planning Commission held a public hearing on the
proposed site and building plans on November 9 and unanimously recommended approval
of the plans with the condition outlined in the staff report.
5.6 The Council will consider the second reading of an ordinance rezoning the city hall campus at
4141 Douglas Drive North to Planned Development and a resolution authorizing the summary
publication of the ordinance.
At its October 20 meeting the Council approved the first reading of the ordinance rezoning
the city hall campus to Planned Development to accommodate the new police station.
Recommend approval of the second reading of this ordinance and the resolution authorizing
summary publication of the ordinance.

5.7 The Council will consider a resolution approving a lot consolidation plat “Crystal City Hall” for
the city hall campus at 4141 Douglas Drive North.
At the October 20 City Council discussion of the rezoning request related to the new police
station, it was noted that the various parcels of the city hall campus need to be consolidated
into one plat. Recommend approval of the resolution approving the lot consolidation plat
“Crystal City Hall” for the city hall campus.
5.8 The Council will consider approving an easement for sidewalk and trail purposes over the
north 7 feet of the east 7 feet of Lot 1, Block 1, Crystal City Hall.
Recommend approval of the resolution authorizing an easement for sidewalk and trail
purposes on the new plat for the city hall campus.
5.9 The Council will consider a resolution approving a petition and waiver agreement to levy a
special assessment for a fire protection system at 5600 – 56th Avenue North.
The owner of the building at 5600 – 56th Avenue North is requesting use of the city’s special
assessment financing to install a fire protection system for the building. Recommend
approval of the resolution approving this petition and special assessment.
5.10 The Council will consider a contract with the city of Brooklyn Park for Environmental Health
services for 2021.
The city contracts annually with the city of Brooklyn Park for environmental health services.
Recommend approval of the 2021 contract for these services.
6. Announcements
a. City offices are closed Thursday and Friday, November 26 and 27 in o bservance of
Thanksgiving.
b. The next City Council meeting is Tuesday, December 1, at 7 p.m. in the Council Chambers at
City Hall.
c. Winterfest will be Saturday, December 5, at 10 a.m. – 2:00 p.m. at Becker Park.
d. City Council meetings and work sessions are open to the public. Current and previous
meetings are available for viewing and listening at www.crystalmn.gov.
