Call to Order President LaRoche called the meeting of the Economic Development Authority of the City of Crystal (EDA) to order at 6:45 p.m. 2. Roll Call Upon call of the roll, the following members were present: Jim Adams, John Budziszewski, Julie Deshler, Therese Kiser, Nancy LaRoche and Olga Parsons. The following staff were present: Executive Director Anne Norris, Deputy Executive Director John Sutter and City Attorney Troy Gilchrist. 3. Approval of Minutes Moved by Commissioner Adams (Kiser) to approve the minutes of the August 18, 2020 regular meeting. Motion carried. 4. Resolution approving a preliminary 2021 budget and property tax levy and requesting City Council approval Mr. Sutter presented the proposed EDA property tax levy, budget and activities for 2021. Moved by Commissioner Deshler (Parsons) to adopt the resolution approving a preliminary 2021 budget and property tax levy and requesting City Council approval. Motion carried. 5. Other business. Mr. Sutter answered questions about the status of the fire-damaged strip mall at 5600 56th Ave. N. (Bass Lake Road). 6. Adjournment Moved by Commissioner Deshler (Budziszewski) to adjourn the meeting. Motion carried. Call to Order President LaRoche called the work session of the Economic Development Authority of the City of Crystal (EDA) to order at 7:55 p.m. 2. Roll Call Upon call of the roll, the following members were present: Jim Adams, Brendan Banks, John Budziszewski, Julie Deshler, Therese Kiser, Nancy LaRoche and Olga Parsons. The following staff were present: Executive Director Anne Norris and Deputy Executive Director John Sutter. 3. Discuss redevelopment example from Rosemount (The Morrison) Mr. Sutter presented information about The Morrison, a redevelopment project in Rosemount by Ron Clark Construction, and a potential similar project site in Crystal at 63xx-66xx 56th Ave. N. (Bass Lake Road). After EDA questions and discussion, the consensus was that the developer of The Morrison should prepare more specific information about the potential Crystal site for EDA review and consideration. 4. Update on Bass Lake Road business district technical assistance Mr. Sutter provided an update on a new Hennepin County business district assistance program. 5. Staff had previously issued a request for proposal (RFP) to sell the lot for a 2-6 unit residential building, but no proposals were received. At the public hearing, EDA directed staff to revise the time for construction from one year to two years, and to extend the proposal deadline to September 30 to provide additional time for builders to submit proposals. Despite the extended deadline and efforts to get more builders interested in purchasing the property, staff did not receive any proposals. There is no indication that the lot price is too high or that market demand has declined. We do know that the pandemic, a surge in the cost of building materials and general economic uncertainty is having an impact on builders’ interest in starting new projects at this time. STAFF RECOMMENDATION Staff recommends that the RFP be reissued on the city’s website with no deadline for submitting a proposal. Proposals would be reviewed and presented to the EDA on a first-come, first-served basis. If we have not received any proposals by spring 2021, then staff will propose alternate approaches for EDA consideration at that time.
