5. Open Forum
(The City Council appreciates hearing from citizens about items of concern and desires to set aside
time during each meeting for Open Forum. To provide ample opportunity for all, speaking time is
limited to three minutes and topic discussion is limited to ten minutes. The Mayor may, as presiding
officer, extend the total time allowed for a topic. By rule, no action may be taken on any item
brought before the Council during Open Forum. The Council may place items discussed during Open
Forum onto subsequent council meeting agendas.)
6. Regular Agenda
6.1. The Council will consider approval of disbursements over $25,000 submitted by the finance
department to the city council, a list that is on file in the office of the finance department.
Recommend approval of disbursements over $25,000.
6.2. The Council will consider a resolution designating Wells Fargo Bank, N.A. – Crystal Branch as the
City’s official depository, Wells Fargo Securities, RBC Dain Rauscher, PMA Financial
Network/Securities, Inc. 4M and Wells Fargo Advisory as investment brokers, and Wells Fargo
Brokerage Services for Safekeeping of investment securities for the year 2020.
Recommend approval of the fiduciary designations for 2020.
6.3. The Council will consider the following annual council appointments for 2020: *

resolution authorizing the purchase of this replacement equipment.
6.5. The Council will consider a resolution approving the purchase of a replacement large area
mower.
The 2020 Fleet Fund includes $68,000 for replacement of a large area mower. Recommend
approval of the resolution authorizing the purchase of this replacement equipment.

6.6. The Council will consider a resolution approving the purchase of a replacement parks pickup
truck.
The 2020 Fleet Fund includes $75,000 for replacement of a parks pick up truck. Recommend
approval of the resolution authorizing the purchase of this replacement vehicle.
6.7. The Council will consider a resolution approving the purchase of a replacement roller.
The 2020 Fleet Fund includes $60,000 for the replacement of a roller. Recommend approval of
the resolution authorizing the purchase of this replacement equipment.
6.8. The Council will consider a resolution approving the purchase of a replacement dump truck and
attachments.
The 2021 Fleet Fund includes funds for purchase of a replacement dump truck and
attachments. Because of the long lead time before the city will actually receive the
replacement truck, recommend approval of the resolution authorizing the purchase now of
this replacement vehicle.
6.9. The Council will consider a resolution approving the purchase of a replacement tack trailer.
The 2020 Fleet Fund includes $90,000 for the purchase of a replacement tack trailer.
Recommend approval of the resolution authorizing the purchase of this replacement
equipment.
7. Announcements
a. The City Council will have an Economic Development Authority work session on Thursday,
January 9, at 6:30 p.m. in the Council Chambers at City Hall.
b. The Crystal Business Association meets Wednesday, January 15 at 8:30 a.m. at Crystal City Hall.
c. Beyond the Yellow Ribbon Quad Communities and Crystal VFW are sponsoring a bowling
fundraiser on Sunday, January 19, beginning at 10:30 a.m., at New Hope Bowl.
d. City offices will be closed Monday, January 20 in observance of the Martin Luther King Jr. holiday.
e. The next Citizen Input Time is January 21 at 6 p.m. in Conference Room A at City Hall.
f. The next City Council meeting is Tuesday, January 21 at 7 p.m. in the Council Chambers at City

2019. The contest is designed to promote community spirit and light up Crystal
for the holidays.
Nominations were judged on creativity, artistic design and the overall visual
effect.
The 2019 Crystal Sparkles winners for single-family residential displays are:

community engagement. A variety of ideas were generated, many of which have been

Council Resolution #2018-147, the Task Force sunsets on December 31, 2019.
During its tenure, the Community Outreach Review Task Force has initiated or
institutionalized the following efforts regarding citizen outreach and engagement in

Pursuant to due call and notice thereof, the regular meeting of the Crystal City Council was held on
Dec. 17, 2019 at 7 p.m. in the Council Chambers at City Hall, 4141 Douglas Dr. N. in Crystal,

levy, the 2020 HRA levy and the 2020 budget.
Finance Director Jean McGann addressed the Council.
Mayor Adams opened the public hearing for testimony. The following person addressed the

WHEREAS, Minnesota Statute §465.03 requires that all gifts and donations of real or personal
property be accepted only with the adoption of a resolution; and

SUBJECT: Intersection control map
Background
The City has a formal approach towards traffic-related requests. As part of the traffic control process
evaluation, some changes have been made in intersection traffic control as part of an effort to bring the
traffic control into alignment with the MnMUTCD (State Standard). This effort was based on resident
input at the 2015 Traffic Symposium supporting the review of existing traffic control in the City to see
that it follows the provisions of the MnMUTCD.
The intersection control review process is pretty straight forward, prior to the on-site inspection, traffic
counts and crash history is reviewed for the given area. Through that process intersections are identified
for potential change. Those intersections are then visited in person and sight distance/corner visibility is
checked, as well as looking for other potential issues. If no issues are observed, then the change will be
made.
Identical to the Council action in January 2019, the proposed Council action is to approve the
intersection traffic control map which is only for traffic control at intersections under City jurisdiction.
The approval will establish this map as the current baseline for the City, taking into account changes that
were made in 2019.

RESOLUTION ADOPTING THE CITY INTERSECTION CONTROL MAP
WHEREAS, the Crystal City Council is committed to providing and maintaining quality
infrastructure that is essential for everyday residential, commercial, industrial, and recreational
activities in the City; and
WHEREAS, traffic control for public streets, sidewalks, trails, and other public facilities
is an essential function the City provides; and
WHEREAS, the Minnesota Manual on Uniform Traffic Control Devices is the state
standard for the application of traffic control; and
WHEREAS, the City has made changes to the intersection control in the City over the
last year in following with the provisions of the Minnesota Manual on Uniform Traffic Control
Devices.
NOW, THEREFORE, BE IT RESOLVED that the City hereby adopts the City
Intersection Control Map as presented.

WHEREAS, the City of Crystal’s Investment Policy calls for the designation of a bank as the
City’s official depository; and
WHEREAS, Wells Fargo Bank, N.A. has filled that function and provided a full range of
services for several years; and
WHEREAS, Wells Fargo Securities, RBC Dain Rauscher, PMA Financial Network/Securities,
Inc. 4M and Wells Fargo Advisory have provided investment brokerage services for several
years; and
WHEREAS, Safekeeping services will be provided by Wells Fargo Brokerage Services.

SUBJECT: Purchase of replacement air compressor
Background
The 2020 Fleet Maintenance Fund includes the replacement purchase of an air compressor. The
proposed air compressor (Sullair 375H) will be replacing the existing air compressor (#434) in
the public works fleet that was purchased in 1994. The Fleet Maintenance Fund has $60,000
allocated for this purchase.
In 2018 Public Works started implementation of Vehicle Condition Index (VCI) to rate all major
public works equipment to provide better guidance on replacement priority for planning
purposes. The existing air compressor scored a 35 which is in the range for replacement (23-27
is qualified replacement; anything above 28 should be immediately considered for
replacement).
The air compressor is used throughout the year for various projects in all public works
operations. This can include blowing out water from irrigation systems and non-winterized
buildings in the fall, hooking up various tools that use compressed air for operation, and sand
blasting. The one change with the proposed air compressor is that it will be larger than the
existing one. The reason for this is that the irrigation system at Becker Park is extremely large
and the size of the existing compressor would not generate enough airflow to clear out the
Becker irrigation system.
The new compressor will be purchased off of the state contract #138380 from Zeigler CAT
Incorporated for $53,660. The existing air compressor will be sold at auction.

Background
The 2020 Fleet Maintenance Fund includes the replacement purchase of a large area lawn
mower. The proposed lawn mower will be replacing the existing lawn mower (#123) in the
public works fleet that was purchased in 2013. The Fleet Maintenance Fund has $68,000
allocated for this purchase.
The existing mower is seven years old and have been used heavily for turf maintenance. The
new unit will include a versatile mowing deck capable of cutting many widths, with a maximum
mowing width of 11 feet. This unit also comes complete with a road package, mulch kit and a
sun shade.
The new mower will be purchased off of the state contract #150841 from Minnesota Toro
Incorporated for $68,954.77. The existing lawn mower will be traded in as part of this
transaction with the City receiving $15,000 in credit towards the purchase of the replacement
lawn mower. The total cost to the City will be $53,954.77.

Background
The 2020 Fleet Maintenance Fund includes the replacement purchase of a parks pickup. The
proposed parks pickup will be replacing the existing parks pickup (#125) in the public works fleet
that was purchased in 2004. The Fleet Maintenance Fund has $75,000 allocated for this purchase.
The existing utility vehicle is 15 years old and is nearing the end of its useful life. The replacement
vehicle features and on board air compressor, 120 volt electrical sources and upgraded
emergency lighting. Based on current operational needs, this vehicle is better equipped to
support park and building maintenance operations and will be heavily used.
The new truck chassis will be purchased off of the State Contract #168931 for the price of
$30,999.44 from Ranger Chevrolet/GMC. The utility box and air compressor will be purchased off
of state contracts #167794/135833 from ABM Equipment Incorporated for $35,020. The total cost
of the truck will be $66,019.44.

APPROVING THE PURCHASE OF A
REPLACEMENT PARKS PICKUP TRUCK
WHEREAS, the Crystal City Council is committed to providing and maintaining quality
infrastructure that is essential for everyday residential, commercial, industrial, and recreational activities
in the City; and
WHEREAS, a parks pickup truck is used regularly for various park and facility maintenance
activities; and
WHEREAS, the existing parks pickup truck scored as qualifying for replacement on the vehicle
condition index; and
WHEREAS, funds are allocated in the Fleet Maintenance Fund for this replacement purchase;
NOW, THEREFORE, BE IT RESOLVED that the Crystal City Council hereby approves the
purchase of a park maintenance truck chassis from Ranger Chevrolet/GMC for $30,999.44 and the
attachments from ABM Equipment Incorporated $35,020 for a total cost of $66,019.44.
BE IT FURTHER RESOLVED that the Crystal City Council hereby authorizes the sale of the
existing parks pickup truck at auction.

SUBJECT: Purchase of replacement three ton roller
Background
The 2020 Fleet Maintenance Fund includes the replacement purchase of a steel drum roller. The proposed
three ton roller will be replacing the existing three ton roller (#341) in the public works fleet that was
purchased in 2005. The Fleet Maintenance Fund has $60,000 allocated for this purchase.
In 2018 Public Works started implementation of Vehicle Condition Index (VCI) to rate all major public works
equipment to provide better guidance on replacement priority for planning purposes. The existing roller
scored a 26 which is in the range of qualifying for replacement (23-27 is qualified replacement; anything above
28 should be immediately considered for replacement).
The existing steel drum roller is used for street and trail maintenance. Examples of use include compacting the
millings put down for park trails and hockey rinks, compacting fresh asphalt after paving, or patching potholes.
The roller will be purchased off of the NJPA cooperative contract from Ruffridge-Johnson for $35,960. The
existing roller will be sold at auction.

Background
The 2021 Fleet Maintenance Fund includes the replacement purchase of a tack trailer. The proposed single
axle dump truck will be replacing the existing single axle dump truck (#311) in the public works fleet that was
purchased in 2007. The Fleet Maintenance Fund has $280,000 allocated for this purchase.
In 2018 Public Works started implementation of Vehicle Condition Index (VCI) to rate all major public works
equipment to provide better guidance on replacement priority for planning purposes. The existing single axle
dump truck scored a 29 which is in the range for replacement (23-27 is qualified replacement; anything above
28 should be immediately considered for replacement).
Single axle dump trucks are used year round for various tasks including hauling material and snow plowing. It
should be noted that this truck is scheduled for replacement in 2021. Based on recent experience with truck
purchases, even if the Council approves the purchase in January 2020, we are not anticipating the truck
arriving until spring/summer 2021. For example, the City still has not received the tandem truck which was
approved in November 2018 (we also have not paid for it yet).
The single axle dump truck chassis will be purchased off of the state contract from Nuss Truck and Equipment
for $116,819. Truck attachments (warning lights, plow equipment, etc) will be purchased off of the state from
Towmaster Truck Equipment for $132,302. The total cost of the truck will be $249,121. The existing single axle
dump truck will be sold at auction.

REPLACEMENT DUMP TRUCK AND ATTACHMENTS
WHEREAS, the Crystal City Council is committed to providing and maintaining quality
infrastructure that is essential for everyday residential, commercial, industrial, and recreational activities
in the City; and
WHEREAS, a single axle dump truck is used across all public works operations; and
WHEREAS, the existing single axle dump truck scored as qualifying for replacement on the
vehicle condition index; and
WHEREAS, funds are allocated in the Fleet Maintenance Fund for this replacement purchase;
NOW, THEREFORE, BE IT RESOLVED that the Crystal City Council hereby approves the
purchase of a single axle dump truck from Nuss Truck and Equipment for $116,819 and the truck
attachments from Towmaster Truck Equipment for $132,302.
BE IT FURTHER RESOLVED that the Crystal City Council hereby authorizes the sale of the
existing single axle dump truck at auction.

SUBJECT: Purchase of replacement asphalt tack trailer
Background
The 2020 Fleet Maintenance Fund includes the replacement purchase of a tack trailer. The proposed tack
attachment for the swap loader will be replacing the existing trailer (#339) in the public works fleet that was
purchased in 1998. The Fleet Maintenance Fund has $90,000 allocated for this purchase.
In 2018 Public Works started implementation of Vehicle Condition Index (VCI) to rate all major public works
equipment to provide better guidance on replacement priority for planning purposes. The existing tack trailer
scored a 38 which is in the range for replacement (23-27 is qualified replacement; anything above 28 should
be immediately considered for replacement).
Tack is what is sprayed on the roads before paving another layer of asphalt to improve the bond between the
layers. Instead of getting a replacement trailer, public works will be utilizing one of the trucks that is able to
swap out the attachment on the back of the truck (swap loader). The new tack “trailer” will actually sit on the
truck frame when in use. This approach will better utilize the pickup trucks with this swapping capability.
The tack attachment will be purchased off of the state contract P-961(5) from STEPP Manufacturing for
$66,408. The existing tack trailer will be sold at auction.

1. Call to Order
President LaRoche called the regular meeting of the Economic Development Authority of
the City of Crystal (EDA) to order at 6:41 p.m.
2. Roll Call
Upon call of the roll, the following members were present: Jim Adams, Brendan Banks,
John Budziszewski, Julie Deshler, Therese Kiser, Nancy LaRoche and Olga Parsons.
The following staff were present: Executive Director Anne Norris, Deputy Executive
Director John Sutter and City Attorney Troy Gilchrist.
