The following staff members were present: Anne Norris, Executive Director; Patrick Peters, Deputy Executive Director; John Sutter, Assistant Community Development Director/City Planner; Mike Norton, City Attorney. Guests present: Ron Mehl and Russ Condas, Dominium; Gary Vogel and Tom Wasmoen, BKV Architects. The EDA heard a presentation from Dominium and BKV on the current state of the financial feasibility for the Cavanagh project and the ways in which design elements, including potential savings realized from building a 4 -story building instead of a 3 -story building, help eliminate the financial gap. It was the consensus of the EDA membership that a neighborhood open house would be held to determine community reaction to the design changes, and that a decision whether to move ahead to authorize such changes would be informed by community input. Motion by Commissioner Selton (Libby) to approve the minutes from the July 2, 2013, regular meeting. Motion carried. The EDA held a Public Hearing to consider resolutions authorizing the sale of lots at 3556 and 3564 Welcome Avenue North to Novak -Fleck for construction of new houses. No one appeared at the hearing, and President Hoffmann closed the hearing. Motion by Commissioner Deshler (Budziszewski) to approve Resolution #2013-13 authorizing the sale of the lot at 3556 Welcome Avenue North to Novak -Fleck for construction of a new house. Motion carried. Motion by Commissioner Adams (Libby) to approve Resolution #2013-14 authorizing the sale of the lot at 3564 Welcome Avenue North to Novak -Fleck for construction of a new house. Motion carried. Motion by Commissioner Hoffmann (Budziszewski) to adjourn the regular meeting. Motion carried. Guests present: Ron Mehl and Russ Condas, Dominium; Gary Vogel, BKV Architects. Staff and guests from Dominium and BKV provided a summary of the August 15 neighborhood open house regarding the proposed redesign of The Cavanagh Senior Apartments. It was the consensus of the EDA that the proposed redesign move forward through the rezoning and site plan review process at the Planning Commission and City Council. Staff noted that modifications to the Contract for Private Development would be forthcoming, as well, for EDA consideration. In other business, staff offered an overview of the purchase options process currently in place for the sale of EDA owned lots and requested input from the EDA. Following discussion, it was determined that staff would prepare a range of alternatives regarding the use of purchase options at the annual marketing discussion to be held early in 2014. Each option will cost the builder $500 for six months, is renewable for an additional 6 months for another $500, and during the option period the builder is required to list the property for sale on the MLS as a "to be built" house. If the builder exercises the option, then the option fee may be applied to the purchase price. If the builder fails to exercise the option, then the EDA retains the fee. Attached for each lot are a 2012 aerial photo, builder's proposal form and preliminary site and house plans. 5657 Adair: • Three car attached garage - 1,209 sq. ft. on the upper level, with an open living -dining -kitchen area, three bedrooms and two bathrooms. - 1,144 sq. ft. on the lower level (unfinished) - Similar to 5548 Yates (but with the garage on the left instead of the right) 6516 Brentwood: Three car attached garage • 972 sq. ft. on the upper level, with an open living -dining -kitchen area, two bedrooms and one bathroom. 912 sq. ft. on the lower level, with one bedroom and one bathroom finished now plus a laundry/mechanical room and space for a combination of additional bedrooms and/or a family room to be finished later. - Similar to 4633 Douglas Dr (but with the garage on the right instead of the left) Page 1 of 2 Final approval of either lot's house plan would not be granted until the builder exercises the option and the EDA holds the required public hearing, which could occur at any time during the option period. Peters, Deputy Executive Director &,t"1 DATE: August 27, 2013 TO: Anne Norris, Executive Director (for September 3, 2013 EDA meeting) SUBJECT: Consider a resolution adopting a proposed HRA tax levy for 2014 As part of the annual budgeting process, the EDA formally requests a Housing and Redevelopment Authority tax levy which would comprise part of its funding for 2014 activities. The proposed levy of $208,000 is below the maximum allowed by state law but is consistent with the amount discussed in the budget work sessions. EDA approval of the attached resolution is recommended. PAGE 1 OF 1 ECONOMIC DEVELOPMENT AUTHORITY OF THE CITY OF CRYSTAL HENNEPIN COUNTY STATE OF MINNESOTA RESOLUTION NO. RESOLUTION ADOPTING A PROPOSED 2014 BUDGET AND PROPERTY TAX LEVY AND REQUESTING THEIR APPROVAL BY THE CITY COUNCIL WHEREAS, the Economic Development Authority of the City of Crystal (the "EDA") undertakes redevelopment and housing activities in the City of Crystal, Minnesota (the "City"); and WHEREAS, pursuant to authority granted by Minnesota Statutes, Section 469.02 and the enabling resolution of the EDA, the EDA exercises all of the powers of a housing and redevelopment authority ("HRA") as described in Minnesota Statues, Section 469.001 to 469.047 (the "Act"); and WHEREAS, under Section 469.033 Subdivision 6 of the Act, an HRA is authorized to levy and collect special benefit taxes on all taxable property under the jurisdiction of the HRA, that is, property in the City; and WHEREAS, the permitted levy is 0.0185 percent of the estimated market value of the property in the City. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority of the City of Crystal as follows: 1. The EDA hereby adopts a 2014 proposed budget for housing and redevelopment in the amount of $486,222. 2. The EDA hereby adopts a proposed property tax levy of $208,000 for the purpose of funding the adopted budget in conformance with Section 469.033, Subdivision 6 of Minnesota Statutes. 3. The Executive Director is authorized and directed to transmit a certified copy of this Resolution to the City Council of the City of Crystal for its consent and approval as provided by Section 469.033 of the Act and for certification to the Property Tax Manager of Hennepin County.
