The following staff members were present: Anne Norris, Executive Director; John Sutter, City Planner/Assistant Community Development Director; and Mike Norton, City Attorney. Motion by Commissioner Libby (Peak) to approve the minutes from the June 4, 2013 regular meeting. Motion carried. The EDA considered tentative acceptance of a proposal from Novak -Fleck to purchase the lot at 3548 Welcome Avenue North for construction of a new house. Motion by Commissioner Peak (Libby) to tentatively accept a proposal from Novak -Fleck to purchase the lot at 3548 Welcome Avenue North for $55,000. Motion carried. The EDA considered authorizing a plat application and related work to subdivide 3556 Welcome Avenue North into two lots for new home construction. Motion by Commissioner Budziszewski (Libby) to authorize a plat application and related work to subdivide 3556 Welcome Avenue North into two lots for new home construction. Motion carried. MT Builders has a Minnesota Residential Building Contractor license with no enforcement actions. This would be custom-built for a specific homebuyer. The house would be a two story with an attached two car garage. The upper floor would have 893 sq. ft. with three bedrooms and two bathrooms. The main floor would have 785 sq. ft. with a great room, kitchen, dining room and half bath. The 785 sq. ft. basement would be unfinished at this time. The proposal meets city code including zoning, and also is in conformance with the EDA's lot sale guidelines. Lot sale closing and construction start are anticipated for mid July, with house completion in fall 2013. As discussed during the option approval process on May 7, the EDA would remove the 32" Maple, install a curb cut on Xenia to match the driveway and relocate and re -plant the rain garden if Engineering determines that one is still needed in this location. The proposed resolution, 2012 aerial photo, site sketch and house plan are attached. REQUESTED EDA ACTION: After holding the public hearing and receiving any testimony, consider adopting the attached resolution authorizing the property sale. Lot sale closing and construction start are anticipated for mid July, with house completion in fall 2013. Please note that the EDA would trim/thin the treeline along the north side of the lot and remove an old concrete pad from the back yard. The EDA is also removing a buried basement floor, which was left behind when the house was moved off the site in 1973, and backfilling and compacting the fill. This work is being completed in-house by the Public Works (Streets) department and the EDA will reimburse the General Fund for the cost. The option will cost the builder $500 for six months, is renewable for an additional 6 months for another $500, and during the option period the builder is required to list the property for sale on the MLS as a "to be built" house. The builder's proposal form, 2012 aerial photo, and preliminary site and house plans are attached. The house would be a two story with a detached two car garage. The upper floor would have 835 sq. ft. with three bedrooms and two bathrooms. The main floor would have 780 sq. ft. with a living room, dining room, kitchen, laundry and half bath. The 780 sq. ft. basement would be unfinished at this time. The preliminary house plan is the same as the one completed and sold in 2012 at 4310 Zane. Final approval would not be granted until the builder exercises the option and the EDA holds the required public hearing, which could occur at any time during the option period. The builder may seek EDA approval of a different house plan at the time of the public hearing, depending on homebuyer/market demand.
