1991 EDA Annual ReportCIT Y ,f CRYSTAL L� 4141 Douglas Drive North • Crystal, MN 55422-1696 •537-8421 ADMINISTRATIVE OFFICE 1991 ANNUAL REPORT The Crystal Economic Development Authority (EDA) pursued two major objectives in 1991. First, the EDA continued efforts to revitalize the City's housing stock and physical environment. Utilizing CDBG funds the EDA purchased property at 4307 Xenia and 5200 35th Avenues as well as setting in motion the purchase of 3557 June Avenue that is before you now. The acquisition and subsequent demolition of these houses and other substandard structures eliminates blight and provides an opportunity for the physical revitalization of neighborhoods. This is exemplified by the selling of homes at 3426 and 3432 Welcome Avenues this year by the EDA. These were blighted properties the City previously acquired and after demolition of the existing dilapidated structures, contracted with Hennepin Technical College to build new housing for first time home buyers. The Neighborhood Preservation Loan Program was continued during the year. This program is an effort to make affordable home improvement loans available to homeowners in a targeted area for the purpose of allowing them to improve their neighborhood housing stock and living conditions. Anticipating future housing needs, the EDA acted to replat property that would meet the changing needs of society and finalized economic development policies to be included in the City's Comprehensive Plan. The second major focus of the EDA in 1991 was economic development. In executing a development agreement with Super Valu for redevelopment of the 36th Avenue and Hwy. 100 project area, the City hopes to realize a new economic asset that originally was pursued by the Crystal Housing and Redevelopment Authority (HRA). This venture could prove to be the most significant economic development enterprise in the City this decade. The approval of plans for the Wilshire Boulevard and County Road 81 intersection creates a new opportunity for redevelopment in and around that project area. The EDA also entered into a developers agreement with Paster Enterprises for the amelioration of property situated at the north east corner of Bass Lake Road and West Broadway. Such a development would greatly enhance the core shopping district in the City. Following is a general list of the EDA's activities in 1991: - Sold houses at 3426 and 3432 Welcome Avenue North - Finalized Economic Development Policies to be included in Comprehensive Plan - Demolished home at 5109 - 50th Avenue North - Sold and moved garage from 5109 - 50th Avenue North - Purchased property with CDBG funds at 4307 Xenia Avenue North - Executed Development Agreement with Super Valu for redevelopment project at 36th Avenue and Highway 100 - Approved plans for Wilshire Blvd/County Road 81 Improvement Project - Purchased property with CDBG funds at 5200 35th Avenue North - Purchased property from Nicklows in accordance with terms of Development Agreement with Super Valu - Replatted lots at 5105-09 50th Avenue North into one lot - Demolished structures at 5200 35th Avenue North - Approved agreement with City for administration of CDBG funds - Extended Negotiation Agreement with Paster Enterprises for property at the north east corner of Bass Lake Road and West Broadway I would like to thank the commissioners and staff for their fine efforts and work on behalf of the City.
