March 6, 2007
President Hoffmann called the work session of the Crystal Economic Development Authority to
order at 8:07 p.m.
Upon call of the roll, the following members were present: David Anderson, ReNae Bowman,
Mark Hoffmann, Lindsay Krantz, Laurie Moore and Joe Selton.
The following staff members were present: Anne Norris, Executive Director; Patrick Peters,
Community Development Director; John Sutter, City Planner/Asst. Community Development
Director; and Mike Norton, Attorney.
The EDA discussed items associated with the proposed 2007 EDA work program, including:
increasing the cap on Home Improvement Incentive Rebates, upcoming scattered lot sales, and
disposition of excess MnDOT property along Trunk Highway 100.

order at 7:40 p.m.
Upon call of the roll, the following members were present: David Anderson, ReNae Bowman,
Garry Grimes, Mark Hoffmann, Laurie Moore and Joe Selton.
The following staff members were present: Anne Norris, Executive Director; Patrick Peters,
Community Development Director; John Sutter, City Planner/Asst. Community Development
Director; Kim Therres, Assistant City Manager/HR Manager; and Suzanne Chowen, intern.
Stacie Kvilvang and Shelly Eldridge from Ehlers & Associates, TIF advisors to the EDA,
presented an introduction to the principles and use of tax increment financing and tax abatement.

April 17, 2007
President Hoffinann called the work session of the Crystal Economic Development Authority to
order at 8:35 p.m.
Upon call of the roll, the following members were present: David Anderson, ReNae Bowman,
Garry Grimes, Mark Hoffmann, Lindsay Krantz and Joe Selton.
The following staff members were present: John Sutter, City Planner/Asst. Community
Development Director; Kim Therres, Assistant City Manager/HR Manager; and Mike Norton,
City Attorney.
Mr. Sutter informed the EDA that the TIF 201 discussion should be continued to the May 15
work session.
The EDA discussed possible acquisition of 3120 Douglas Drive and directed staff to place this
item on the May 1 EDA agenda for formulation of an offer.
President Hoffmann requested that staff make sure to include materials in the meeting packets,
and suggested that the EDA have a discussion at an upcoming meeting about whether there is a
need for additional apartment buildings in Crystal.

President Hoffmann called the work session of the Crystal Economic Development Authority to
order at 8:40 p.m.
Upon call of the roll, the following members were present: David Anderson, ReNae Bowman,
Garry Grimes, Mark Hoffmann, Lindsay Krantz and Laurie Moore.
The following staff members were present: Anne Norris, Executive Director; Patrick Peters,
Community Development Director; John Sutter, City Planner/Asst. Community Development
Director; Charles Hansen, Finance Director; Kim Therres, Assistant City Manager/HR Manager;
and Steve Bubul, EDA Attorney. Also present were Stacie Kvilvang, Shelly Eldridge and Sid
Innan, Ehlers and Associates.
EDA staff and representatives from Ehlers and Associates introduced a discussion of existing tax
increment districts, including redevelopment needs not being met, use of TIF funds by district
and possible modification of TIF districts. Additional information and details will be brought to
the EDA for more in-depth discussion at a June 19 work session.
The EDA considered a request by President Hoffmann that the EDA not subsidize future multi-
family residential projects with public funds. President Hoffmann offered that a resolution
should be drafted for EDA consideration that would establish this as policy.

President Hoffinann called the work session of the Crystal Economic Development Authority to
order at 9:43 p.m.
Upon call of the roll, the following members were present: David Anderson, ReNae Bowman,
Garry Grimes, Mark Hoffinann, Lindsay Krantz, Laurie Moore and Joe Selton.
The following staff members were present: Anne Norris, Executive Director; Patrick Peters,
Community Development Director; John Sutter, City Planner/Asst. Community Development
Director; Charles Hansen, Finance Director.
Recognizing the late hour, EDA staff requested that the TIF 301 discussion on potential uses,
projects and strategies for available increment be postponed to an upcoming meeting in light of
the length and importance of this discussion.
The EDA agreed that the discussion should be postponed and that the Executive Director would
determine whether the work session could be held on July 10.
The work session adjourned at 10:02 p.m.

order at 7:27 p.m.
Upon call of the roll, the following members were present: David Anderson, ReNae Bowman,

The EDA discussed potential redevelopment areas which may be appropriate for use of tax
increment proceeds. The EDA ranked areas 1- 8 and asked staff to develop possible strategies
for areas #3, #6, #7 and #8.
