Work Session
February 3, 2004
President Anderson called the work session of the Crystal Economic Development Authority to
order at 6:15 p.m.
Upon call of the roll, the following members were present: David Anderson, Garry Grimes,
Mark Hoffman, Tom Krueger and Laurie Ann Moore. Absent were Gary Joselyn and Peter
Meintsma.
The following staff members were present: Anne Norris, Executive Director; and Patrick Peters,
Community Development Director.
Also present were: Frank Lang and Greg Bronk of LaNel Financial Group.
The EDA and representatives of LaNel discussed provisions of the redevelopment agreements
between the EDA and LaNel Financial Group for redevelopment of The Heathers Apartment
community and construction of The Heathers Assisted Living project.
It was determined that the Executive Director would work with Jim Casserly from Krass Monroe
to develop a revised agreement and that the EDA should seek compensation from LaNel for
billings from Krass Monroe related to this matter.
President Anderson adjourned the work session at 6:42 p.m.

order at 6:00 p.m.
Upon call of the roll, the following members were present: David Anderson, Mark Hoffman,
Gary Joselyn, Tom Krueger, Peter Meintsma and Laurie Ann Moore. Absent was Garry Grimes.
The following staff members were present: Patrick Peters, Community Development Director;
John Sutter, Planner.
The following guests were present: Bill Beard and Paul Gamst.
The EDA discussed options for redevelopment within the Hanson Court area.

The EDA discussed possible acquisition of and redevelopment options for 3517 Douglas Drive.

November 16, 2004
President Anderson called the work session of the Crystal Economic Development Authority to
order at 8:07 p.m.
Upon call of the roll, the following members were present: David Anderson, Garry Grimes,
Mark Hoffinan, Gary Joselyn, Tom Krueger, Pete Meintsma and Laurie Ann Moore.
The following staff members were present: Anne Norris, Executive Director; Patrick Peters,
Community Development Director; and John Sutter, Planner.
The EDA discussed the possible acquisition of excess Hwy 100 right-of-way from MnDOT for
development purposes. The EDA provided direction to staff with regard to having the subject
properties surveyed and communicating to MnDOT the city's interest in these properties.
Motion by Commissioner Hoffmann and seconded by Commissioner Anderson to adjourn the
special meeting.
The meeting adjourned at 8:31 p.m.
