2003 EDA Work Session MinutesMinutes of the Crystal Economic Development Authority Work Session February 4, 2003 President Grimes called the Crystal Economic Development Authority work session to order at 6:00 p.m. Upon call of the roll, the following members were present: Garry Grimes, Mark Hoffman, Gary Joselyn, Tom Krueger, Peter Meintsma and Laurie Ann Moore. Absent was David Anderson. The following staff members were present: Anne Norris, Executive Director; Patrick Peters, Community Development Director; and John Sutter, Planner/Housing Redevelopment Coordinator. The EDA discussed the possible acquisition of the Mel -O Honey building on railroad property at 5201 Douglas Drive North. It was the consensus that in light of other potential redevelopment priorities and uncertainties about how city finances may be impacted as a result of decisions made during the legislative session, additional information was needed prior to making a determination that acquisition was appropriate. The EDA discussed the evaluation process for new home proposals on EDA lots. Staff provided a brief update on the redevelopment planning process for Crystal Heights. The following staff members were present: Acme Norris, Executive Director; Patrick Peters, Community Development Director; Mary Tietjen, City Attorney; and Jim Casserly and Gay Greiter of Krass Monroe. The EDA discussed class rate compression and its impact on the redevelopment contract with LaNel for Crystal Manor and Crystal Estates (now Heathers Manor and Heathers Estates), specifically with regard to tax deficiencies and TIF revenues. The following staff members were present: Anne Norris, Executive Director and Patrick Peters, Community Development Director. Also present were: Jim Casserly, Krass-Monroe and Paul Brewer and Greg Bronk of LaNel Financial Group. The EDA and representatives of LaNel discussed provisions of the redevelopment agreements between the EDA and LaNel Financial Group for redevelopment of The Heathers Apartment community and construction of The Heathers Assisted Living project. Commissioner Anderson noted that he objected to the meeting.
