Work Session
February 6, 2001
Vice President Krueger called the work session of the Crystal Economic Development
Authority to order at 8:20 p.m.
Upon call of the roll, the following members were present: David Anderson, Garry
Grimes, Mark Hoffmann, Tom Krueger, Peter Meintsma and Ed Thonander.
The following staff members were present: Anne Norris, City Manager; John Sutter,
Planner; Patrick Peters, Community Development Director.
The EDA discussed the proposed work program for 2001. Staff will bring the work
program forward for approval at a special meeting on February 20.
Staff provided the EDA with an overview of the Metropolitan Council's Family
Affordable Housing Program (FAHP). Staff will continue to update the EDA on any
discussions with the Metropolitan Council
The work session adjourned at 9:25 p.m

Vice President Krueger called the work session of the Crystal Economic Development Authority
to order at 6:15 p.m.
Upon call of the roll, the following members were present: David Anderson, Garry Grimes,
Mark Hoffmann, Tom Krueger and Peter Meintsma.
The following staff members were present: Anne Norris, Executive Director; Patrick Peters,
Community Development Director; Beth Ulland, Interim Finance Director. Also present were
Jim Casserly and Greg Johnson of Krass Monroe.
Mr. Casserly and Mr. Johnson presented the 2001 Tax Increment cash flow projections to the
EDA for discussion.
Motion by Commissioner Hoffmann and seconded by Commissioner Grimes to adjourn the work
session.
Motion carried.
The meeting adjourned at 6:49 p.m.

President Joselyn called the work session of the Crystal Economic Development Authority to
order at 9:45 p.m.
Upon call of the roll, the following members were present: David Anderson, Garry Grimes,
Mark Hoffmann, Gary Joselyn, Tom Krueger, Peter Meintsma and Ed Thonander.
The following staff members were present: Anne Norris, Executive Director; Patrick Peters,
Community Development Director; John Sutter, Planner; and Steve Bubul, City Attorney.
The EDA discussed possible changes in process for the New Home Program. Staff will bring
these changes to the November 20 EDA meeting for consideration and action at that time.
Staff reported to the EDA on preliminary discussions that staff members have had with a
development company interested in redevelopment of portions of 42nd Avenue near Douglas
Drive. It was the consensus of the EDA that staff should continue discussions with the developer
about new residential opportunities within the corridor.
Motion by Commissioner Hoffmann and seconded by Commissioner Thonander to adjourn the
work session.
The meeting adjourned at 10:01 p.m.
