Bass Lake Park
The Parks and Recreation Commission Neighborhood Meeting was called to order at
6:35 pm by Commission Vice-Chair Lynn Haney.
Commission members in attendance were: Dave Anderson, Lynn Haney, Jesse McCaffrey, Terencio
Safford, and Meredith Torres-Walsh. Also present; Anne Norris, John Elholm, John Sutter, Brad Fortin,
Chief Revering, and Scott Berggren from the City Staff.
Commission members absent were: Erin Kolb, Lori Merriam and Andy Leipold
Introductions were made of the Commission members and City Staff.
Mr. Sutter provided information on the Arts on the Strip event on September 28.
Chief Revering provided information on the new Vitals service which provides officers with information
on vulnerable residents to better assist them. She also informed residents there will be no K-9 run in
2019.
Mr. Elholm gave a construction update on Becker Park, an overview of the park system master plan and
discussed possible updates to Bass Lake Park.
Mr. Brad Fortin highlighted recent and upcoming park projects and maintenance activities.
Mr. Berggren gave an update on programs and events in the Recreation Department. He highlighted
current and upcoming activities.
A resident received a Crystal Community Center activity gift certificate in a drawing.
The meeting was adjourned at 7:11 pm.

Bass Lake Park
The Parks and Recreation Advisory Commission Meeting was called to order at 7:20 pm by Commission
Vice-Chair Lynn Haney.
Commission members in attendance were: Dave Anderson, Lynn Haney, Jesse McCaffrey, Terencio
Safford, and Meredith Torres-Walsh. Also present; Anne Norris, John Elholm, Brad Fortin, and Scott
Berggren from the City Staff.
Commission members absent were: Erin Kolb, Lori Merriam and Andy Leipold
Ceri McCaffrey was also in attendance for the meeting as was Chris O’Connor from CCX media who was
filming footage for a promotional news story.
There was no public comment.
Ms. Torres-Walsh made a motion to approve the August Park and Recreation Commission
minutes as written; Mr. McCaffrey seconded the motion. The Park and Recreation Commission
minutes for August were approved as written.
There was no chair persons’ report.
Becker Park construction update was given by Mr. Elholm. Mr. Elholm also recommended that
the November Commission meeting be moved to November 13 to accommodate Parks and
Recreation Staff being at the MRPA Conference on the first Wednesday.
Ms. Torres-Walsh made a motion to change the date of the November Park and Recreation
Commission meeting to November 13, 2019; Mr. Safford seconded the motion. The motion was
approved.
Ms. LaRoche gave the City Council report. The Council is currently working on budget setting.
They are also discussing an expansion to the Crystal Police Department building, which could be
done without bonding.
Mr. Elholm gave the Crystal Fund report. The Crystal Fund will begin meeting regularly in
September. They will be planning the 2020 Cheers to Crystal event.
Reports were given by Mr. Fortin for park maintenance, and Mr. Berggren for recreation programming.
Mr. Elholm shared a story of seeing the Crystal Cove staff in action during a water rescue. He was
impressed with how they handled the situation

Ms. Haney gave a Crystal Frolics report. There will be a meeting on September 30 to discuss the 2020
Crystal Frolics.
Ms. Torres-Walsh brought up a resident contact that has some desire for having older adult playgrounds
in Crystal.
Ms. Torres-Walsh made a motion to adjourn; Mr. Anderson seconded the motion. The motion
was approved.
The meeting adjourned at 7:55 pm.
